Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Summary of Activities and Events
Code Enforcement
Code Enforcement Officers (CEOs) worked alongside Patrol officers to prepare the Village as
Tropical Storm Eta approached the Florida peninsula. CEOs worked with hotel/condo staff to
ensure all beach and patio furniture was properly stowed and secured. CEOs then visited
construction sites within the gated community to ensure all equipment and supplies were properly
stored. After the storm, CEOs assisted in damage assessments as the Village resumed normal
operations.
Code Enforcement Officers received a complaint of jet skis parked in the residential area in violation
of Village codes. CEOs investigated and verified the complaint. CEOs issued the property owners
a code violation warning directing them to remove the watercraft per Village codes.
Criminal Investigations
The Criminal Investigations Division is investigating a smash-and-grab vehicle burglary that
occurred in the parking lot of the Bal Harbour Shops. The victim left two phones, recently purchased
in Aventura, on the center console in plain view. The suspect(s) smashed the car window and took
the phones. Detectives are working with mall security to review any available video footage for
possible leads.
Detectives issued need -to -identify flyers to other law enforcement agencies in an attempt to gather
additional leads on several retail theft cases at the Bal Harbour Shops. In those cases where video
footage was available, detectives used the video to capture images of the suspects. Current COVID-
1 9 mandates to wear facial coverings meant the images contained only partial facial images.
Summary of Noteworthy Calls for Service
11-06 to 11-09-2020 Tropical Storm Eta
Village Wide
Bal Harbour officers mobilized in response to the approach of Tropical Storm Eta. As the storm
neared the Florida peninsula, officers worked to ensure hotels, condos, and residents were aware
of the storm and prepared accordingly. As the storm passed, officers remained vigilant for criminal
activity and safety hazards. After the storm passed, officers assisted in damage assessment and the
resumed normal patrol functions.
11-05-2020
Assist Other Agency
9300 BIk of Collins Avenue
Bal Harbour officers accessed the Village's license plate readers (LPRs) to assist Surfside Police in
an auto theft investigation. LPRs revealed the vehicle was last seen fleeing westbound from Bay
Harbor Islands. North Miami Beach officers located and recovered the vehicle in North Miami
Beach.

11-05-2020
Traffic Violation • 00 Bik of Collins Avenue
LPRs alerted officers patrolling the area of Collins Avenue of a tag linked to a suspended driver's
license and seize tag order. Officers located the vehicle as it traveled southbound on Collins
Avenue and initiated a traffic stop. Officers confirmed the driver was the owner of the vehicle and
cited the driver for driving with a suspended license. Officers impounded the tag pursuant to the
seize tag order issued by DHSMV.

Assist Other Agency / Trespass Warning 9400 Harding Avenue
Surfside Police requested assistance regarding a male causing a disturbance on the 9400 Block of
Harding Avenue. Bal Harbour officers responded and assisted during the stop of the male. The
male was also linked to a trespassing case at the Bal Harbour Shops earlier in the night. Surfside
Police arrested the male and Bal Harbour Shops security personnel issued a trespass warning
directing the male not to return to the Bal Harbour Shops.

Assist Another Agency
95130 Blodc of Collins
An attendant from a beachside condominium alerted Marine Officers patrolling the shoreline of a
male who had to be pulled from the ocean. The man was distraught and wanted to commit suicide.
Surfside police spotted the male in their jurisdiction as the male walked back into the ocean. A Bal
Harbour Officer and beach attendant entered the water behind the male and pulled him back to
safety; the man was uninjured. Officers transported the man to a mental health facility for
psychiatric evaluation.
11-10-2020
Bc Parte Order
10200 Blodc of Collins Avenue
The mother of a patient suffering from mental illness obtained an Ex Parte Order directing law
enforcement to transport the patient to a mental health facility. Officers made contact with the
patient, informed her of the court order, and transported the patient to a mental health facility for
further evaluation.
11-11-2020
Burglary of «!
• 00 Collins
A customer at the Bal Harbour Shops parked his vehicle and left two cellular phones in plain view
inside his vehicle. The customer purchased the phones in Aventura then drove to the Bal Harbour
Shops. Unknown persons smashed the car's window and took the cellular phones. The case was
referred to the Criminal Investigations Division for further investigation.
11-12-2020
Noise Complaint
Officers responded to the Bal Harbour Marina after receiving a noise complaint from neighbors.
Officers located the source of the noise on one of the docked yachts. The boat captain had the
guests lower the music, thus resolving the complaint.
