City employees who are receiving auto allowance will not be reimbursed for the use of their private automobile within a 50 mile radius, but will be reimbursed for trips outside a 50 mile radius of the City of Lynwood at the rate established in the appropriate MOU. 3. All registration fees shall be reimbursed or paid directly by the City. 4. All other meeting and /or conference costs shall be reimbursed or paid directly by the City based upon the following considerations: a) For all conferences or meetings attended within a City 50 mile radius of the City of Lynwood, the employee will be reimbursed for actual expenses incurred. b) For all conferences or meetings attended outside a diem 50 -mile radius of the City of Lynwood, a per allowance of $ 50 will be paid, for only those days attended, or in transit to or from an overnight lodging approved conference and requires the (The per diem allowance is intended to cover cost of meals and other miscellaneous costs such as telephone calls, taxi, shuttle bus, etc. and registration, of does not include the cost of accommodations or of travel to and from the conference or meeting which are reimburseable 2 pursuant to the criteria set forth in items 1, and 3 above). That the City Council of the City of Lynwood does declare the following policy with regard to expense allowance for meeting and /or conference attendance by City department managers: 1. The cost of accommodations shall be reimbursed or paid directly by the City if the conference and /or meeting is outside a 5 -mile radius of the City of Lynwood. Heine, MEMBER Armando Rea, MEMBER Evelyn Wells, MEMBER INTER - OFFICE DATE: November 13, 1990 TO: HONORABLE CHAIRMAN AND MEMBERS OF THE AGENCY FROM: Kenrick Karefa- Johnson, Director of Community v✓ Development SUBJECT: APPROVAL OF RESOLUTION TO RENT VACANT LOT FOR SALE OF CHRISTMAS TREES Attached is a staff report and resolution for the Lynwood Redevelopment Agency to approve the request of the Minter family to rent the vacant lot at the corner of Beechwood Avenue and Long Beach Boulevard to sell Christmas trees. This matter was inadvertently continued at the last regular meeting of the Agency on November 5, 1990. AGENDA ITEM G__ DATE: November 15, 1990 TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AGENCY FROM: Kenrick Karefa- Johnson, Director Community Development SUBJECT: PROPOSAL TO RENT VACANT LOT FOR THE SALE OF CHRISTMAS TREES PURPOSE: To request authorization from the Lynwood Redevelopment Agency to rent a vacant lot located on Long Beach Boulevard and Beechwood Avenue from November 26 to December 27, 1990, for the sale of Christmas trees. FACTS: 1. The proponents, Rick Minter and Larry Minter, are asking the Agency permission to rent the subject property for approximately thirty two (32) days to sell Christmas trees. 2. The Minters propose to obtain liability insurance to cover risks involving customers and employees. S. The applicants promise to clear the lot of all debris on or before December 27, 1990. 4. Last, the Lynwood Redevelopment Agency approved the proposal of the Minter family to rent said vacant property for one month to sell Christmas trees. DISCUSSION• The Minters have submitted a written proposal requesting to rent the vacant lot at the corner of Long Beach Boulevard and Beechwood Avenue. Agency staff has reviewed the proposal and informed the applicants that approval of the proposal is subject to the following conditions: 1. All required permits and licenses must be obtained from the other city departments. 2. The rental fee shall be six hundred sixty dollars ($660.00) payable by November 19, 1990. 3. Liability insurance coverage must be obtained in an amount of $500,000, as approved by the city attorney. 4. The lot must be maintained in an orderly manner free of debris. 5. The property must be cleaned and free of all debris on or before December 27, 1990. 6. The cash register must be utilized for all sales. RECOMMENDATION• Staff recommends that the Agency approve the applicants' request to use subject property for Christmas tree sales, subject to specified conditions. jjh /stretree /drive f//101990 �2A RESOLUTION NO. A RESOLUTION OF THE LYNWOOD REDEVELOPMENT AGENCY TO APPROVE THE RENTAL OF A VACANT LOT LOCATED AT BEECHWOOD AVENUE AND LONG BEACH BOULEVARD FOR THE SALE OF CHRISTMAS TREES FROM NOVEMBER 26 TO DECEMBER 27, 1990 THE LYNWOOD REDEVELOPMENT AGENCY DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The Lynwood Redevelopment Agency did hear this matter pertaining to the rental of the subject vacant lot. SECTION 2. The Lynwood Redevelopment Agency hereby finds that said request should be granted for the following reasons and findings: A. The request is not in conflict with the standards in the Planned Commercial District (PCD). B. The request, as submitted, will not have a significant effect on the surrounding neighborhood. C. Last year, the Lynwood Redevelopment approved a proposal of the same applicant for the rental of said vacant property for the sale of Christmas trees. SECTION 3. The Lynwood Redevelopment Agency hereby approves the request of Rick and Larry Minter to use subject property for Christmas tree sales, subject to the following conditions: 1. All required permits and licenses shall be obtained from the other city departments. 2. The rental fee shall be six hundred sixty dollars ($660.00), payable by November 19, 1990. 3. Liability insurance shall be obtained in an amount approved by the city attorney. 4. The lot shall be maintained in an orderly manner free of debris. 5.
