While patrolling the gated community, CEOs discovered a home with an overgrown lawn on the 100 Block of Bal Cross Drive. CEOs issued the property owner a written warning directing them to comply with code. CEOs inspecting constructions sites within the gated community discovered damaged fence screens at a property on the 100 Block of Camden Drive. The property owner was issued a written warning directing them to have their contractor repair the screening. While patrolling the gated community, CEOs noticed tree debris on a driveway on the 100 Block of Bal Cross drive. CEOs met with the homeowner and requested the debris be removed from site until bulk pick-up. The home owner received a written warning. After receiving an anonymous report of work without a permit, CEOs responded to a beachside condominium to investigate. CEOs discovered flooring renovations in progress without the required permitting. The property owner was issued a code violation and a stop work order until proper permits could be obtained. Crim inal Invest ig at ions The Criminal Investigations Division (CID) closed a possible fraud investigation involving a transaction for a $130,000 watch. The victim reported the possible fraud when the seller failed to deliver the watch. Detectives worked with bank investigators at Bank of America to track the wire transfers and determine if the transaction was completed. After interviewing several persons involved in the transaction and reviewing a series of text communication, it appears the transaction was completed and the watch was delivered. There is nothing to suggest a fraud actually occurred and the investigation was closed. Private investigators for a law firm representing a deceased resident of Bal Harbour Village alleged the decedent’s son may have taken property from his mother’s estate without authorization. Their comments suggested the son may have been involved in a theft. After reviewing the case file from the attorney’s office, the Criminal Investigations Division determined there was insufficient probable cause to proceed with a theft investigation. Detectives met with the private investigators, informed them the case was civil in nature, and referred them to the Probate Court to resolve any property disputes. The CID supported the Patrol Division by participating in a multi-agency, traffic enforcement detail in Bal Harbour Village. Officers from several neighboring agencies participated in a day focused on traffic and pedestrian safety. BHPD Weekly Report Week #43 October 30, 2020 Page 5 Summary of Noteworthy Calls for Service 10 -23 -2020 Fraud 9700 Collins Avenue A male entered Saks Fifth Avenue and selected some merchandise for purchase. When he approached the cashier, he presented a check as the form of payment. However, an attempt to verify the check was made and it was discovered the check was fraudulent. Loss prevention associates detained the subject until officers arrived. The subject was placed under arrest and transported to jail without further incident. 10 -26 -202 0 Theft 9700 Collins Avenue At the close of business, PRADA store associates routinely conduct a merchandise count prior to closing the store. The merchandise count revealed two pieces unaccounted for, these pieces were last seen several hours prior. Officers and store associates were able to establish a timeframe and reviewed the security camera footage for possible suspects. The footage revealed four unknown males and one unknown female enter the store and loitered in the general area before departing. This case has been forwarded to the Criminal Investigations Division for further follow-up. 10/27/20 20 Traf f ic Incid ent 9800 Block of Collins Avenue While conducting proactive traffic enforcement utilizing the License Plate Reader, a Bal Harbour officer received an alert of a vehicle with a state seize tag order and the owner’s driver’s license was suspended. The investigation resulted with the driver being cited and the tag was impounded. 10 -28 -202 0 M ult i -Ag ency Event Villag e Wid e Bal Harbour Police Department hosted a multi-agency traffic enforcement and educational campaign in conjunction with the Florida Department of Transportation (FDOT). This event was a collaborative effort between Bal Harbour, Bay Harbor Islands, Sunny Isles, Surfside, North Miami, and North Miami Beach. Each agency sent representatives that assisted our officers with traffic enforcement, bicycle, pedestrian, distracted driving, and seatbelt education. During this campaign, officers issued over 40 traffic citations and made over 40 pedestrian contacts in the community. BHPD Weekly Report Week #43 October 30, 2020 Page 6 Completed by: Raleigh Flowers, Jr., Chief of Police Date: October 30, 2020 10/29/20 20 St olen Vehicle Incid ent 10100 Collins Avenue A Bal Harbour officer received a license plate reader alert of a stolen vehicle traveling northbound on Collins Avenue. The officer followed the vehicle north into Haulover/Sunny Isles Beach area while waiting for the confirmation and back up units to arrive. After stopping the vehicle in Sunny Isles jurisdiction, the officers learned that the vehicle was a rental. The driver had a current lease agreement and was not aware of the stolen status. The investigation revealed the previous lessee reported the vehicle stolen after a domestic incident but later returned the vehicle to the company and never notified the police. Bal Harbour communications made contact with the agency who immediately removed the vehicle from the database.
