Participating : Allin Thompson, Chuck Bartlett, Dolly Howell, Fran McClennen, Chris Miller,
Walter North, DeeDee Holt, Carole Ridley
Allin Thompson called the meeting to order at 3 : 15 pm.
Minutes of June 9 and July 30P 2020 were approved on a motion by Fran McClennen and
second by Dolly Howell . The vote was 7 = 0 - 0 .
Coordinator' s report:
1 . SNEPWG20 grant award. The Alliance was offered a partial award of $ 132 , 178 . After
consultation with the four town representatives on the Watershed Work Group , the
Steering Committee agreed to accept the award and focus on a smaller number of tasks .
Walter North moved to accept the award in the amount of $ 132 , 178 and to use the funds
for bay-wide modeling ($ 105 , 000 ) , and to use the remaining $ 27, 000 for exploring
nitrogen credit for stormwater management, development of QAPPs for tasks, outreach
activities, and technical assistance supports and to pledge 100 hours of in -kind personnel
support from the Coordinator, in an amount of $ 6, 500 . Dolly Howell seconded the motion .
It was noted that additional match from SMAST ($ 30, 000) and from town staff time would
exceed the required match amount. The vote was 7 - 0 - 0 in favor of the motion.
2 . A memo outlining information needed to complete the SNEP - funded nitrogen loading
analysis was discussed . The memo identifies four modifications to the draft technical
memo prepared by SMAST under the SNEPWG18 grant. The memo had been reviewed and
approved by the four town representatives to the Watershed Work Group : Bob Duncanson,
Chris Miller, George Meservey, and Heinz Proft. The Coordinator requested the Steering
Committee' s endorsement of the memo . Fran McClennen moved to endorse the sending of
the memo with an added sentence at the end that requested a written response as to how
SMAST proposes to address the items by September 3rd . DeeDee Holt seconded the motion .
The vote was 7 - 0 - 0 .
3 , The MUM FY20 resilience grant deliverables were reviewed and approved by the
Coastal Work Group . The two concept plans had been presented to the Orleans
Conservation Commission, owner of the Portanimicut Road site, and Chatham Park and Rec
Commission, owner of the Jackknife Harbor Beach site, and both site owners are open to
continuing to discuss and evaluate the concepts . The proposed FY21 resilience grant
would allow the Alliance to continue the work on both sites . DeeDee Holt moved to accept
the final deliverables to close out the CZMFY20 grant requirements . Dolly Howell seconded
the motion . The vote was 7 - 0 - 0 .
On request of the Chair, DeeDee Holt moved adjournment at 4 : 17 pm, and Dolly Howell
seconded the motion, which was voted 7 - 0 - 0 .
