AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE,
AND APPROPRIATION OF A GRANT FROM
THE INDIANA DEPARTMENT OF TRANSPORTATION
WHEREAS, the U.S. Department of Transportation is authorized to make grants to states through
the Federal Transit Administration (FTA) to support capital, operating and feasibility
study assistance projects for non -urbanized public transportation systems under
Section 5311 of the FTA Act of 1964, as amended; and
WHEREAS, the Public Transit Section, Indiana Department of Transportation (INDOT) has been
designated by the Governor to make Section 5311 grants for public transportation
projects; and
WHEREAS, the Indiana Department of Transportation has grant funding available; and
WHEREAS, the City of Richmond, by and through the City of Richmond Rose View Transit,
desires to submit a grant application to assist with operating and capital expenses for
Rose View Transit for 2007;
WHEREAS, the contract for financial assistance will impose certain obligations upon the applicant,
including the provision by it of the local share of the project costs;
WHEREAS, the City will provide up to One Hundred Forty -Four Thousand Four Hundred Fifty -
Nine Dollars and No Cents ($144,459.00) in local funds towards transportation
services in 2007. The matching source is from the General Fund.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
1. The City of Richmond, by and through the City of Richmond Rose View Transit, is hereby
authorized to submit a grant application to the Indiana Department of Transportation to assist
with operating and capital expenses for Rose View Transit for 2007.
2. The City of Richmond, by and through the City of Richmond Rose View Transit, is
authorized to accept said grant funding in an amount up to Nine Hundred Fifty -Two Thousand
Three Hundred Fourteen Dollars and No Cents ($952,314.00).
3. Said funds, if awarded to the City of Richmond Rose View Transit, shall be appropriated
as follows:
a) Eight Hundred Seventy Eight Thousand Seven Hundred Ninety -Four Dollars and
No Cents ($878,794.00) to assist with operating expenses for Rose View Transit
for 2007; and
b) Seventy -Three Thousand Five Hundred Twenty Dollars and No Cents ($73,520.00)
to assist with capital improvements for Rose View Transit in 2007.
4. The City of Richmond Rose View Transit is authorized to furnish such additional
information as INDOT may require in connection with the application.
5. The City of Richmond Rose View Transit is authorized to execute grant contract
agreements on behalf of the Common Council of the City of Richmond, Indiana.
