HomeMy Public PortalAbout036-2017 - Grant - Indiana Office of Community and Rural Affairs - Stellar1 COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA ORDINANCE NO. 36-2017 AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF GRANT FUNDS FROM THE INDIANA OFFICE OF COMMUNITY AND RURAL AFFAIRS FOR A STATE COMMUNITY DEVELOPMENT BLOCK GRANT THAT CAN BE RECEIVED THROUGH THE STELLAR COMMUNITIES PROGRAM WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any documents necessary to receive money from the state or federal government or any other source, and said documents are prepared and executed by the City executive administration, provided that the Common Council of the City of Richmond as the legislative body of the City approves an ordinance for the appropriation of any monies received in accordance with IC 36-4-6-18; and WHEREAS, The City of Richmond recognizes the need to stimulate growth and complete community development projects to address various needs such as prevention of blight; WHEREAS, The City of Richmond had previously been designated as a Stellar Community which designation allows the City to receive grant funds from the Indiana Housing and Community Development Authority (IHCDA), Office of Community and Rural Affairs (OCRA), and Indiana Department of Transportation (INDOT); and WHEREAS, The City of Richmond desires to submit a proposal/application to have certain funds designated for a community development project that will include rehabilitation of six (6) facades in the downtown target area; and WHEREAS, The commitment of local funds will be contingent upon receipt of the Community Development Block Grant funding from OCRA and local match funds will be designated in part from the Richmond Redevelopment Commission and in part from the designated target area downtown property owners; and WHEREAS, It is in the best interest of the City of Richmond that the City prepare and submit an application for Stellar grant funding to conduct the downtown target area fagade rehabilitations and that the City commit and appropriate certain local funds in accordance with the regulations of OCRA. NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, as follows: 1. The City of Richmond, by the Mayor and the Richmond Department of Infrastructure and Development, will submit, as authorized by IC 36-1-4-10, an application to receive the Stellar Community Development Block Grant (CDBG) funds. M 2. The City of Richmond is authorized to commit the local match funds in an amount not to exceed the total amount of Five Hundred Fifty-two Thousand Two Hundred Thirty Dollars and Zero Cents ($552,230.00) in the form of up to Two Hundred Forty Thousand Dollars and Zero Cents ($240,000.00) from the Richmond Redevelopment Commission and up to Three Hundred Twelve Thousand Two Hundred Thirty Dollars and Zero Cents ($312,230.00) from the building owners in the form of preliminary architectural services. Said local commitments shall be contingent upon receipt of the CDBG funding from the Indiana Office of Community and Rural Affairs. 3. The City of Richmond is authorized to request said CDBG funds in an amount not to exceed the total amount of Seven Hundred Fifty -Thousand Dollars and Zero Cents ($750,000.00). 4. The amount of CDBG funds proposed to be used for activities that will benefit low - and moderate -income persons is Three Hundred Thirty Thousand Nine Hundred Dollars and Zero Cents ($330,900.00). 5. Said funds, if awarded to the City of Richmond, shall be appropriated for the completion of the downtown target area facade rehabilitation project.
