In attendance : Rog Smith , Tonia St . Germain , Richard Perry , Kathleen Krikorian , Ed Shephard Future members observing ( non-voting ) Bob Melson Rebecca Alvin Eric Bohn 2 . Minutes Approved unanimously from the July 20 meeting without additions or corrections . 3 . Treasurer' s Report Approved unanimously . Currently have $5 , 461 . 55 which includes many grantees that have yet to file for their award and some monies held over from the $600 Brewster award . 4 . Organization method for paying grantees : Rog describes the process we use now called where we require the artist to conduct the project and submit receipts in order to receive the award . Rog then described the recommendation from MCC that we switch to becoming a granting LCC . This allows us to award the money to the artist upon the decision to fund and expect a report two weeks after the project is complete . Discussion : Richard shared what he learned about becoming a granting organization from the web site and supported moving to direct grants to make less hardship on the awardee , and simplifies the process and provides latitude on how to deal with the outstanding grants . Rog shared the new timeline pushed back a month due to state budget delays . . Rebecca has gotten some LCC grants and shared that it is a hardship . Eric agrees it is a hardship on artists . Motion to move to direct grant is approved unanimously . 5 ; What are our priorities to award a grant? Rog reads what is on the MCC website for Brewster and notes changes must be made due to the new timeline . Rog provides proposal for new priorities language and calls for discussion : Rebecca pointed out a problem with doing film at Dennis movie theater and Brewster not having a theater of its own . Rog noted that the list of items pertaining to Brewster could be confusing and suggested some wording changes : The Brewster Cultural Council welcomes grant proposals for interesting, innovative, educational, creative, or entertaining projects that will serve members of our community or the Lower / Outer Cape as a whole. Besides the intrinsic merit of the project, the Brewster Cultural Council takes into consideration whether the applicant is from Brewster, whether the project involves Brewster residents, whether the project takes j j place in Brewster or is easily accessible to Brewster residents, and if the project is of benefit to underserved members of our community. The qualifications/experience of the applicant(s) should suggest that the projects will be carefully planned and be of high quality. The application should be complete, carefully proofread, and show attention to detail. Applicants must identify an approved venue (s) . Eligible programs must take place within a twelve month window corresponding to the upcoming calendar year. Applications due November 16 must be for programs that will occur Jan 1 - Dec. 31 of the following year. Budgets must be clearly and accurately constructed. Applicants should identify any other sources from which they have requested funds and list specific amounts requested from those sources, including other local Cultural Councils. 6 . Motion to accept revised priorities passed unanimously . 7 . Motion on using the letter drafted by Richard to 2020 grantees explaining the switch to direct granting due to COVID passed unanimously . 8 . Next meeting Sept . 21 , 4 : 00 pm 9 .
