HomeMy Public PortalAboutPCM 1992-07-22,: ~ PLANNING COMMISSION JULY 22, 1992 Chairman Day called the regular meeting of the Board to order at 7:30 p.m. Present were Swatzell, Jensen, Buchheister, Shapiro and Schmidt. Also present were Brown and Winter. SPECIAL USE PERMIT FRASER ARTIC CAT Greg Foley owner, explained that he was moving the snowmobile business to the NFM building and needed a permit for this location. Also the building might be sublet to Fraser Valley Vacations. Site plan reviewed for parking of both business's. It was brought to the attention of the board that parking for this building use if needed was, through a prior agreement with the Town, available behind the Fraser Library 5 or 6 spaces. It was suggested that employees use this area to free up needed parking for clients. After much discussion Jensen moved to pass the request to Town Board with the following condition for the one year permit: 1. Trash and parted or trashed snowmobiles be placed in screened area. 2. After meeting normal regulations for parking, excess area may be used for placement of snowmobiles that must be kept in a neat orderly manner. Motion 2nd by Swatzell, carried. DONNELLY ALEXANDER-- SPECIAL USE PERMIT REQUEST Alexander showed a site plan of proposed RV parking behind the units on Eastom ave. that he owns. as there are both sewer and water taps in excess of the present use, he would plan to use these until his future plan for development is in place. Board reviewed the regulation and do not find the allowed use for an overnite RV park in any Zone except the M Zone. this property is zoned business. After much discussion Jensen moved to deny the request for a special use permit as the proposed use is not within the use by permit in the Business Zone, 2nd Swatzell, all voting aye. RON ANDERSON SPECIAL USE PERMIT REQUEST. Anderson is requesting to place a construction trailer behind Bond Electric, alley side. Site plan was reviewed. Concern about snowremoval problem. After discussion Jensen moved to allow this permit to go to Town Board, Public hearing process with the following conditions: _ ~ Page - 1 ~, 1. Trailer parked parallel to back of building, level trailer, kept neat and orderly, and not have snow plowed into alley because of the loss of snow storage for the on the rest of the property. 2. One year permit. 2nd Swatzell, carried. PAUL JONES DEVELOPMENT REVIEW/TACO JOHN'S/SKI BROKER Site plan reviewed with regards to all of the requirements within the subdivision agreement to see if requirements met. Drainage, parking, landscaping, driveways, ped. paths, snow storage, transit accommodation etc. was reviewed. Buchheister moved to approve development review with final staff review of all of the items above, escrow or letter of credit must be provided for paving, landscaping, sidewalks that can not be finished this year, a~ well as staff review on Jones addressing the employee housing issue. Development does not need to come back to the Boa^d if staff can sign off on the plan, motion 2nd Jensen, parried. PLAT VACATION/SUNRIVER C.B. Jensen again reviewed the plan t~~ vacate plat and believes that all signatures will be ~~btained. He would like to take this to Town board with ~:he final documents in order. Schmidt moved to allow this t~~ proceed to Town Board for the final stage of plat vacation, following requirements and paying fees, 2nd Day, carried. OTHER BUSINESS Board discussed the next step in the ~~rocess of getting the zoning done. Board decided to met on July 29th, 7:30 for workshop on the process and asked that; Brown schedule the facilitator to come to the Aug. meetii-g to work with them. No further business, meeting adjourned at 11:00 p.m.
