1 . Call to Order: Vice-Chair Hackert called the meeting to order at 5 : 32pm and read the required
notice for virtual meetings . Due to a technical difficulty, the meeting did not show live and was
shown at 9 : 20pm . The Trust did receive an email during the meeting to the
housingmeeting@brewster- ma_gov address and the email was replied to .
2 . Financial Report : Ms . Kalinick included the latest expense report for the Trust . The $ 300, 000
transfer from CPC has been made . Ms . Kalinick included a breakdown of the CPC restricted
versus non - CPC funds and the expected uses . There is currently $ 386, 900 is CPC and
$ 183 , 305 . 87 in non - restricted funds . Ms . Kalinick also included the CP3 report that she provided
to the CPC for annual financial reporting of Housing Trust CPC spending . Mr. Ruchinskas asked if
there would be any funds needed in relation to the Request for Proposals that Mass Housing
Partnership ( MHP ) will assist the Trust with for Millstone Road , Ms . Kalinick said she believes
that MHP will cover the costs, but she will check with Ms . Shufelt ,
3 . Rental Assistance Program, with Covid emergency funding : RFQ quotes, discussion and vote :
Both Ms . Spade -Aguilar and Mr . Ruchinskas recused themselves for this discussion . Ms . Kalinick
said that the Town had received 3 quotes in reply to their Request for Quotes from Harwich
Ecumenical Council for Housing, Homeless Prevention Council and Housing Assistance
Corporation . They were all qualified to provide administration and case management for the
Rental Assistance program with emergency COVID component . Ms . Kalinick explained that
because they were all qualified , that the procurement law states that they should award to the
lowest quoter, which was Housing Assistance Corporation . Members of the Trust thanked all of
the agencies for taking the time to put together proposals and for the work they all do in our
community . The Trust was in agreement to award a contract to Housing Assistance Corporation '

for one year, with an option to renew . Ms . Kalinick would be preparing the contract . Mr. Hackert
made one note about the payment terms and a request that thank you letters be sent to the a
respondents . Ms . Hillis- Dineen moved to approve award of the contract for Rental Assistance j
administration and case management to Housing Assistance Corporation, Ms . Robinson second .

4 . Preservation of Affordable Housing CPC grant : Ms . Scalise provided an update on the status of
212 Yankee Drive , which is a unit on our Subsidized Housing Inventory (SHI ) that has been
vacant and had some damage to the interior, due to a burst pipe . Damage from the burst pipe is
approximately $ 100, 000 . The Trust has received part of the funding from CPC to assist with 3
preservation of units on the Town ' s SHI . We had been working with the conservator of the

property . Jill and Donna recently spoke with Town counsel and three options to move forward
were provided ; enter into a P &S, purchase and fix the home and resell, a tax taking or a friendly
eminent domain taking which would require a town meeting vote . One of the challenges with
the property is that there is a Massachusetts Health lien of which the amount is unknown . Town
legal counsel is willing to try to find out how much the lien is for and work to negotiate a price
with repairs . The Conservator would need to get a license to sell . and be reimbursed for
expenses such as title search costs and their legal expenses . The property does have a municipal
lien for town taxes owed , in the area of 8K . The town initiated the tax taking process through
the registry of deeds . We are seeking to have the Trust authorize the use of CPC funds to pay
legal expenses to explore these options and help to gain clarity on best path forward . We have
several SHI homes that are vacant or in a situation where we need to do further exploration .
Several Trust members asked about the Mass Health lien , what it was and how much ; this is part
of what we need to figure out through legal counsel . Ms . Scalise and Ms . Kalinick are asking the
Trust for authorization of up to $ 5, 000 to work on the Yankee Drive property and other homes
at risk on our SHI .
Ms . Hillis- Dineen moved to approve the use of $ 5, 000 of CPC funds for legal and professional
services, related to 212 Yankee and other SHI homes at risk, Paul Ruchinskas second . A roll call

5 . Millstone Community Housing Property update : The working group met with Bohler
Engineering and MHP to go over the Trust decision to move forward with concept # 2, 50 units of
rental housing in 12 buildings that would be 1 to 2 stories, with 4 to 6 units in each building
similar to Melpet Farms or Ocean Edge . It is important to remember that concept # 2 represents
one possible way that a neighborhood could look on this property . Bohler will present a master
plan at our September meeting . This is the final step in the pre4easibilty phase . The working
group asked for an increase of buffer on the northern edge if possible . Included in the packet
are the design guidelines for Wellfleet' s project as an example of what could be done on the
property . These guidelines are used with the Request for Proposals ( RFP ) . It is important to
remember that one cannot be too prescriptive in an RFP . Mr. Ruchinskas added that the master
plan doesn' t get into the nitty gritty of set- backs, but greater setbacks might be possible with
fewer buildings and might be considered in the scoring matrix . Ms . Scalise said she receives I
about one contact a week about Millstone . Ms . Spade-Aguilar asked who would be issuing the
RFP; the Trust or the Town . Ms . Kalinick said the Trust would form the RFP and it would be
issued through town administration , but she believes it should be shared with the Select Board 4
as ultimately a long term lease would be signed with the developer.

6 . Housing Coordinator update including status of 873 Harwich Road , former Wingate property : j
In addition to requests for assistance and information, work on Millstone Road and the Rental
Assistance program , Ms . Scalise has been part of the town team working with Elevation
Financial on the Wingate redevelopment . They are proposing re - use as a 55 + rental housing {
property with 20% of the units to be affordable . Elevation is a company out of Florida that has
done a lot of conversions in the South . This will their first project in Massachusetts . They have
been responsive to the concerns and requests of the Town . They are self-funded so there would
be no state or local dollars involved and they are looking for a change in permit, not a 408 . i
There is a DRI ( Decision of Regional Interest ) on this property that would follow any use . The j
next steps for Elevation is to present to the Housing Partnership, then go through permitting
with ZBA and Planning . They would also like to present to the Trust at an upcoming meeting .

Ms . Scalise continues to attend many virtual housing meetings . She worked on getting the SHI
number updated and was successful in getting a few more units added ; we are now at 5 . 58
which does not include the future Brewster Woods 30 units . Ms . Scalise has been working on
the Brewster Woods project, including the MassWorks component with Ms . Kalinick .
7 . Any other business not anticipated : Mr. Ruchinkas asked if there were any comments provided
to Chair deRuyter about the Select Board strategic plan . Ms . Kalinick said we would have to hold
this until next month when Chair deRuyter is here .
8 . Next Meeting : The next meeting has been scheduled for September 3 , 2020 at 5 : 30pm .
9 . Approval of Minutes from June 4, 2020 and July 2, 2020 : Paul Ruchinskas moved to approve
the minutes of June 4, 2020 with minor grammatical edits, Maggie Spade -Aguilar second . A roll
