COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA
ORDINANCE NO. 47-2017
AN APPROPRIATION ORDINANCE AUTHORIZING THE ACCEPTANCE AND
APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF
TRANSPORTATION AND AMENDING PRIOR GRANT ORDINANCE 23-2017
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any
documents necessary to receive money from the state or federal government or
any other source, and said documents are prepared and executed by the City
executive administration, provided that the Common Council of the City of
Richmond as the legislative body of the City approves an ordinance for the
appropriation of any monies received in accordance with IC 36-4-6-18; and
WHEREAS, On June 19, 2017, the Common Council of the City of Richmond, Indiana, passed
a grant ordinance designated as Ordinance 23-2017 in connection with a grant
submitted to the Indiana Department of Transportation (INDOT) and the Federal
Transit Administration (FTA) for funding to assist with operating and capital
expenses for Rose View Transit (RVT) for 2018; and
WHEREAS, The Public Transit Section of INDOT has been designated by the Governor to
make Section 5311 grants for public transportation projects; and
WHEREAS, The City of Richmond, Indiana (City), has submitted said grant application to
obtain the funds and INDOT has contacted the City due to additional funds being
available to be awarded for capital expenses; and
WHEREAS, The City will provide up to One Hundred Forty Thousand Four Hundred Dollars
and Zero Cents ($140,400.00) in local general funds towards transportation
services (both capital and operating) in 2018; and
WHEREAS, The City will also provide up to Two Hundred Sixty-one thousand Three Hundred
Sixty-three Dollars and Zero Cents ($261,363.00) in local fare box,
advertisements, and LifeStream grant funds (estimated .revenue figures) for the
local match.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
l . The City of Richmond, Indiana, has submitted, as authorized by IC 36-1-4-10, a
grant application to the Indiana Department of Transportation (INDOT) to assist
with operating and capital expenses for Rose View transit for 2018.
2. The total project cost is estimated to be a total amount of up to One Million Three
Hundred Thirty-eight Thousand Four Hundred Dollars and Zero Cents
($1,338,400.00).
3. The City of Richmond, by and through the City of Richmond, Rose View Transit,
is authorized to accept said grant funding from the federal (FTA) and/or state
(INDOT) governments in an amount up to Nine Hundred Thirty-six Thousand Six
Hundred thirty-six Dollars and Zero Cents ($936,636).
4. If awarded, the federal, state, and local match breakdown for both operating and
capital expenses will be distributed in amounts up to the following estimates:

5. Said federal and state funds, if awarded to the City of Richmond, Rose View
Transit, shall be appropriated as follows:
a) Up to Eight Hundred Eighty-six Thousand Eight Hundred Forty-six Dollars
and Zero Cents ($886,846.00) to assist with operating expenses for Rose View
Transit for 2018; and
b) Up to Forty-nine Thousand Seven Hundred Ninety Dollars and Zero Cents
($49,790.00) to assist with capital improvements for Rose View Transit in
2018.
6. The City will provide up to One Hundred Forty Thousand Four Hundred Dollars
and Zero Cents ($140,400.00) in local general funds towards transportation
services in 2018.
7. The City will also provide up to Two Hundred Sixty-one Thousand Three
Hundred Sixty-three Dollars and Zero Cents ($261,363.00) in local fare box,
advertisements, and Area 9 grant funds (estimated revenue figures) for the local
match:

8. The prior grant ordinance passed on June 19, 2017, and designated as Ordinance
No. 23-2017, shall be amended accordingly and said increased amounts are
appropriated for use by RVT to assist with operating and capital expenses in
2018.
