The following were noted present: ROLL CALL Mayor Daniell. Reiman Councilmembers Vincent Bellino Jorge Diaz Dennis DiMascio Randy Krum " Susan Naples Joseph W. Sitarz Also noted present was Kathleen M. Barney and Borough Attorney Robert J. Bergen. The Municipal Clerk stated that on January 3, 2013 in full STATEMENT OF compliance with th Open P ublic Me eting Act, a notice of MEETING NOT tomg s meth s meth efing was sent to The Home News Tribune, The Star Ledger and posted on the bulletin board. Notice was also published on January 8, 2013. The meeting was open with a minute of Silent Prayer and The SILENT PRAYER/ Pledge of Allegiance led by Mayor Daniel J. Reiman. PLEDGE OF ALLEGIANCE DECEMBER 5, 2013` AGENDA MEETING MINUTES FOR Upon MMS &C, by Councilmembers Sitarz and Krum and APPROVAL unanimous affirmative vote of the full members present, the minutes of November 21, 2013 were approved as transcribed and engrossed by the Clerk. ORDINANCE #13 -25 Ordinance: Public Hearing December 5, 2013 - Salaries ORDINANCE #13 -25 PUBLIC HEARING "AN ORDINANCE TO AMEND ORDINANCE #71 -9 ESTABLISHING SALARY SCHEDULES AND FIXING THE MANNER OF PAYMENTS OF SALARIES FOR VARIOUS OFFICIALS AND EMPLOYEES OF THE BOROUGH OF CARTERET" The Clerk stated that Ordinance 413 -25 was introduced and adopted on First Reading at a meeting of the Borough Council of the Borough of Carteret held on November 7, 2013. It was duly published in The Home News Tribune on November 27, 2013 with notice that it will be considered for final passage after Public Hearing to be held on December 5, 2013 at approximately 6:00 P.M. The Ordinance was posted on the bulletin board and copies were wncle available to thr. general public and according to law, she read the Ordinance by title. Open_ Upon MMS &C by Councilmembers Sitarz a Krum and unanimous affirmative vote of the - full - membership present, the Mayor declared the Public Hearing to be opened. Closed There being no comments or objections to the Ordinance the Mayor declared the Public Hearing to be closed Upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present. a DECEMBER 5, 2013 Agenda Meeting Mayor Reiman said what they had in front of them is the Comments Sergeant, Lieutenant and Captain Contract with the FOP as well as the management and non -union Department Heads and basically any non -union title representing a 2% raise from 14 over 13. Upon MMS &C by Councilmembers Sitarz and Naples was finally adopted. Upon individual roll call vote Adopted Councilmembers Bellino, Diaz, DiMascio, Krum, Naples and Sitarz voted in the affirmative. It was duly PUBLIC HEARING published in The Home News Tribune on November 27, 2013 with notice that it will be considered for final passage after.Public Hearing to be held on December 5, 2013 at approximately 6:00 P.M. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. 3. DECEMBER 5, 2013 AGENDA MEETING Mayor Reiman said we are going to open and close and carry this Comments _ until we have a final recommendation from the Planning Board. Ordinance to be Carried Open Upon MMS &C by Councilmembers Diaz and Naples and unanimous affirmative vote of the full Councilmembers present, the Mayor declared the Public Hearing to be open. Closed Mayor Reiman said seeing no public questions or comments, upon MMS &C Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present, the Mayor declared the Public Hearing to be closed. PUBLIC PORTION PUBLIC PORTIONS ON RESOLUTIONS /AGENDA ITEMS AND NEW BUSINESS: (THREE MINUTES PER PERSON) Upon MMS &C by Councilmembers Sitarz and DiMascio and unanimous affirmative vote of the full Councilmembers present, the public portion on Resolutions /Agenda Items and New Business was opened to the Public. There were no comments or questions from the public. Closed There being no public discussion, upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full Councilmem p the public portion was closed. RESOLUTIONS RESOLUTIONS: 1. Directing the Issuance of Various Raffle Licenses. 2. Salary Resolution — Deputy Municipal Department Heads 1 Providing -for the Transfer of Surplus Funds. 4. Professional Services — Beacon Planning & Consulting Services, Re: Various Planning & Engineering Projects. 5. Professional Services — DeCotiis, Fitzpatrick & Cole; Re: Legal Services. Mayor Reiman asked if anyone had any questions. He explained that Resolution #2 is for Deputy Municipal Department Heads that aren't under Department Heads that are non -union fall under the resolution portion. The Mayor explainer! that Resolution #7 that the FMBA and other unions have a provision that allow them to sell back sick time that they don't use, a limited amount of 8 sick days and some vacation days. We do this by resolution. It's a good program. It gives them a little something but more importantly, we don't want them using their sick time and vacation time .because then it causes us overtime. Councilmernber Naples said she did not hear the Mayor on Resolution #2. Mayor Reiman said it is a Salary Resolution for Deputy Mun Department Heads. Mayor asked if there were any further questions. . Resolutions #13 -215 through #13 -223 were introduced by the Mayor and referred to the Council for action. 5. DECEMBER 5, 2013 AGENDA MEETING ADOPTED Upon MMS &C by Councilmembers Sitarz and DiMascio, the following resolutions were adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Krum, Naples and Sitarz voted in the affirmative. PAYMENT OF BILLS: Payment of Bills Upon MMS &C, by Councilmembers Diaz and Sitarz, all bills appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Krum, Naples and Sitarz voted in the affirmative. REPORTS: Reports 1. Inspection of Buildings — November 2013. Upon MMS &C, by Councilmembers Naples and Krum and unanimous affirmative vote of the full membership present, all Reports were ordered to be received and placed on file. BUSINESS TO BE ADDED: Business to be Added Councilman DiMascio said that they are out there working and reported Progress. Councilman Krum asked about the 2% raises. Raises 7. DECEMBER 5, 2013 AGENDA MEETING Mayor Reiman said the only difference is the Sergeant, Lieutenant and Captain, as part of the contract, they've agreed to a differential between the ranks. Because of that, the Chief and Deputy Chief go up. Councilman Krum said he noticed that the numbers for the Deputy Police Chief looks like close to 3 %. Curb Painting Councilman Krum asked if the curbs can be painted on the corner of Washington and Pershing Avenues by the Daycare Center and Chinese dinner. Everybody complains about stretching their heads out looking left to go straight or make a right. Mayor Reiman said that Washington Avenue in front of the Daycare is painted 25 foot or whatever the code is. He believes that there is signage there but will confirm that tomorrow. Sometimes they park illegally to run into the daycare. It is painted. Maybe we can box it out yellow. Councilwoman Naples said she is good. Conrail Councilman Sitarz congratulated Chief Hruska on a job done Incident today. He is a real professional. Every aspect of the incident was covered and it was proud to say you're from Carteret and something was done right. Mayor Reiman stated that all of the emergency personnel did a great job. The Chief was on the scene early as the scene commander did not leave the scene until about an hour ago. At the end of the day, there were no injuries, no spill but obviously it was a major concern. Councilman Diaz said he had nothing to report at this time. F DECEMBER 5, 2013 AGENDA MEETING Councilman Bellino said he echoes the Mayor's sentiments regarding the volunteers and paid folks. What they did for our community is always a class act. They did a great job. MAYOR REIMAN: The Mayor reported that they moved the Holiday Festival Charity Festival Holiday for the tree lighting and Santa Claus coming to town to Saturday with the bad weather expected tomorrow. He said he hopes to see everybody at the event. After no further discussion, upon MMS &C, by Councilmembers Adjourned Diaz and Bellino and unanimous affirmative vote of the full membership present, the meeting adjourned at approximately 6:08 P.M.
