Minutes of the Regular Meeting
May 21, 2012
1. Call to order
Josef Kekula, Civil Engineering Associate, called the meeting to order at 4:05 p.m.
2. Pledge of Allegiance
Commissioner Munguia led the Pledge of Allegiance.
3. Invocation
Commissioner Munguia led the invocation.
4. Roll Call
Commissioners Ana Barraza, Percy Brown, Arthur Martinez, Antonio Munguia and Maria Vierra
were present. Staff members Josef Kekula, Albert Espinoza, and Natalia Medina were present.
5. Acknowledgement of Posting
Albert Espinoza acknowledged the posting of the agenda.
Public Oral Communications
Sylvia Ortiz, spoke on behalf of Marco Rivera regarding item #8 — applicant for the on- street
parking. She requested that the Commission approve the blue curb parking for the applicant.
6. Swearing in of Commissioners
Kristina Santana, Deputy City Clerk, conducted the swearing in oath of office to the
Commissioners.
7. Commission re- organization
It was moved by Commissioner Barraza, seconded by Commissioner Vierra, to nominate
Antonio Munguia as Chair.

8. Disabled person on- street parking application submitted by Marco Rivera.
After discussion, it was moved by Commissioner Munguia, seconded by Percy Brown, to
bring back this item next month. The Commissioners requested that the applicant supply the
dates and times that the applicant receives the dialysis treatment.

Commission Oral Communications
Commissioner Martinez requested staff to look at the tree on Grant St. / Fernwood Ave. that is
uplifting the sidewalk.
Commissioner Munguia requested that staff invite the parking enforcement division, sheriff's
department, fire department, and block watch coordinator to the meetings. He asked staff to
look into changing the meeting times. Also, he asked staff to look at the red curb at MLK and
Atlantic.

It was moved by Commissioner Brown, seconded by Commissioner Martinez, to adjourn the
meeting at 4:57 p.m.

SUBJECT: On Street Disabled Parking Application Submitted by Marco Rivera
RECOMMENDATION:
Staff recommends that the Public Safety — Traffic and Parking Commission postpone
this item to the July meeting.
BACKGROUND:
At the May 21 meeting, the Commission heard testimony regarding the on- street
disabled parking application submitted by Marco Rivera. The Commission requested
that the applicant provide the days and times that the applicant receives dialysis
treatment. As of the date of the agenda posting, no information was received by the
applicant.
ANALYSIS:
Based on staffs inspection, there is ample on -site parking facilities (garage) and
(driveway) at this address and staff does not recommend blue curb. However, in lieu of
the blue curb the commission is considering restricting parking for a few hours a week
on the easterly side on Grant Ave. at Fernwood Ave.
