MEETING: Planning Commission Regular Meeting

Commissioners: Vesta Shapiro and Steve Sumrall
Staff: Community Development Director Jeff Durbin, Planner
Drew Nelson and Town Clerk Molly McCandless

Chair Coulson called the meeting to order at 6:33 p.m.
Comm. Sumrall moved, and Comm. Shapiro seconded the motion to approve
the minutes of the November 12, 2003 meeting as presented. Motion carried:
4-0
Open Forum
Chair Coulson called for items not on the agenda. Hearing none, she
moved on.
Action Items
Fraser Historic Church, Public Hearing
Comm. Sumrall moved, and Mayor Soles seconded the motioa to open
the Public Hearing. Motion carried: 4-0. CDD Durbin stated that Notice
of the Public Hearing was published and mailed to adjoining property
owners.
Comm. Subhas arrived.
CDD Durbin provided a powerpoint presentation including an overview of
the property and the neighborhood. All public comment was in favor of
making use of the property, especially as a music/theatre venue. The
primary concern of all present was parking. Extensive discussion took
place on a variety of options for parking. It was agreed the Town would
experiment with measures to control parking for the Dead of Winter

series scheduled for Thursdays, January 22 and 29, and February 5 and
12. These events will be a good test of the impacts on the neighborhood.
Comm. Sumrall reminded everyone that potential uses need to make the
building self-supporting. Mayor Soles moved, and Comm. Shapiro
seconded the motioa to continue the Public Hearing to the regular
meeting of the Planning Commission scheduled for February 25, 2004.
Motion carried: 5-0.
Discussion Items

Town Board Uvdate
CDD Durbin announced that the Comprehensive Plan was adopted by
the Board. Copies are available, including on disk in PDF format, and
the Plan should be on the Town website shortly as well.
The Hungry Bear was granted it's liquor license at the last Board
meeting.
The Budget has been the primary concern of the Board and staff.
Everyone should remind their constituents of the importance of
shopping locally.
Staff Choice
There is a new fly fishing/ ski shop opening above the Roastery in the
Fraser Valley Center. The owner is very in favor of being involved in the
river project.
GOCO has invited the Towns of Fraser and Winter Park, together, to
submit a grant application for the river project.
The Planning Dept. has been working with the owner of a proposed photo
shop in the Fraser Valley Center. Planner Nelson said concerns about
photo processing discharge have the Fraser Sanitation District looking
closely at the project. Mayor Soles stated he would like the business to
be able to open as quickly as possible; CDD Durbin responded that the
Town is working with the FSD and the applicant on the project.
A Development Permit Application has been received for a project at the
Conoco.

Jay Clough mentioned to the Planning Dept. that the Depot is a historic
building.
Commissioners' Choice
Comm. Sumrall asked if CDD Durbin had heard anything further
regarding the proposed snowcross event. CDD Durbin received a letter
and a map from the Chamber, but both contained inadequate
information. He informed them additional material is necessary.
Mayor Soles moved, and Comm. Shapiro seconded the motion to adjourn.
Motion carried: 5-0. Meeting adjourned at 8:10 p.m.
