Chair Coulson called the meeting to order at 6:34 p.m.
Comm. Sumrall moved, and Comm. Shapiro seconded the motion to approve
the minutes of the February 25, 2004 meeting as presented. Motion carried:
5-0
Oven Forum
Chair Coulson called for items not on the agenda. Hearing none, she moved
on.
Public Hearings
Conditional Use Permit for Accessory Dwelling Unit -
Cook residence, 153 Byers Avenue
Comm. Shapiro moved, and Comm. Sumrall seconded the motion to
open the Public Hearing. Motion carried: 5-0. Planner Nelson reviewed
the request. Fran Cook, owner of the property, was present to respond to
questions. There was no public comment. Comm. Shapiro moved, and
Comm. Sumrall seconded the motion to close the Public Hearing.
Motion carried: 5-0. There was some further discussion of tap fees.
Comm. Shapiro moved, and Comm. Sanders seconded the motion to
recommend approval of the Conditional Use Permit for 153 Byers Avenue
to the Board with the following three conditions: 1) That the ADU will

have direct access to its own utilities and shutoffs; 2) That the Town of
Fraser reserves the right to revisit the conditional use permit in the event
that the provisions of the Zoning Ordinance or this approval are not
being met; and 3) That single ownership of the property and the ADU
must be maintained. Motion carried: 5-0
Actioa Items -Design Review -Lions Club Fishing Ponds Picnic Pavilioa
This item was advanced in the agenda. Kirk Klancke was present to request
the Town's approval of the Lions Club moving ahead on development of the
picnic pavilion for the Cozens Ranch Open Space. Design, materials, colors,
etc. were discussed and it was agreed that the pavilion would have a western
flavor utilizing natural colors and materials. The Town will pull the Building
Permit and work by the Lions will begin immediately following the Fraser Valley
Fly Fishing Festival (Saturday, June 19) and should be completed in mid-July.
Following discussion, Mayor Howlett moved, and Comm. Sanders seconded the
motion to approve the project. Motion carried: 5-0
Subdivisioa Code Updates - Coatinued
Comm. Sumrall moved, and Comm. Shapiro seconded the motioa to
reopen the Public Hearing. Motion carried: 5-0. CDD Durbin thanked
the Commission for their "great work" on the first half of this review at
their last meeting. The Commission then reviewed in detail pages 36
through 52. There was no public comment. Comm. Sumrall moved, and
Comm. Sanders seconded the motioa to continue the Public Hearing to
the next Planning Commission meeting, scheduled for May 26, 2004.
Motion carried: 5-0

Conditional Use Zoning Ordinance Text Amendment
(regarding public gathering places)
Following review by CDD Durbin, Comm. Sumrall moved, and Mayor
Howlett seconded the motioa to recommend approval of the Ordinance
Text Amendment to the Board. Motion carried: 5-0

Due to the lateness of the meeting, this item was postponed to the next
meeting.
Town Board Uvdate
CDD Durbin provided a brief update of the Board's recent meetings.
Mayor Howlett informed the Commission that he has a meeting
scheduled with the Rendezvous and Cornerstone partners next week to
discuss changes in their structures.
Comm. Shapiro moved, and Comm. Sanders seconded the motioa to adjourn.
Motion carried: 5-0. Meeting adjourned at 9:40 p.m.
