Planner Drew Nelson and Town Manager Chuck Reid

Chair Coulson called the meeting to order at 6:30 p.m.
Comm. Sumrall moved, and Comm. Shapiro seconded the motion to approve
the minutes of the April 28, 2004 meeting as presented. Motion carved:
5-0
Ovea Forum
All present thanked Town Planner Drew Nelson for his hard work, and good
nature, on behalf of the Town. This is Mr. Nelson's last day in Fraser, as he
has accepted a position with Jefferson County. The Town and staff wish him
well.

East Mountaia Filiags # 1 aad #2 Minor Plat Amendment
Comm. Sumrall moved, and Comm. Waldron seconded the motion to
open the Public Hearing. Motion carried: 5-0. CDD Durbin reviewed the
information; there was no public comment. Following discussion,
Comm. Sumrall moved, and Comm. Waldron seconded the motion to
close the Public Hearing. Motion carved: 5-0. Comm. Sumrall moved,
and Comm. Waldron seconded the motioa as follows:
1. That the Planning Commission finds that the proposed
amendments meet the conditions as established by
Section 12-2-11.

2. That Town staff draft a resolution for consideration by the Town
Board that would be recorded against both Filing 1 and 2 and
include the provision that the existing access notes be replaced
with:
Access will be as follows:
a. The old Fraser River bridge will provide pedestrian and
secondary emergency access.
b. The new Fraser River bridge will provide primary access.
c. Emergency-only gated access will be provided within Planning
Area 6E and 7E on or before the issuance of 273 Certificates
of Occupancy for residential units located east of the Fraser
River, or by October 31, 2010, whichever occurs first.
d. The Town of Fraser shall not be liable for any action resulting
from the lack of signatures by the existing lot owners. The
developer is requesting modification of this plat note without
said signatures at the developer's knowledge and risk.
e. If the emergency access proposed by note 3 is not obtained
from the adjacent owner, then the developer shall be
responsible for construction of an alternate means of second
access for the area east of the River.
3. That the Town Board approve said resolution.
Motion carried: 5-0
Subdivision Code Updates - continued Public Hearing
This Hearing was continued to the next regular meeting of the
Commission, scheduled for June 23.
Action Items
Sign Code
This item was reviewed at length and the Commission decided to address
it again at the meeting on June 23.

Town Board Update
Update oa Accessory Dwelling Unit (ADU) for 153 Byers Ave.
CDD Durbin explained that if a door was to be installed between the
units, it would be required to be a fire door.
Comm. Shapiro moved, and Comm. Waldron seconded the motion to adjourn.
Motion carried: 5-0. Meeting adjourned at 9:30 p.m.
