HomeMy Public PortalAbout2008-09-16 Second Budget HearingBAL HARBOUR VILLAGE COUNCIL MEETING MINUTES SECOND BUDGET HEARING - SEPTEMBER 16, 2008 The Second Budget Hearing of Bal Harbour Village was held on Tuesday, September 16, 2008, in the Council Chambers at Bal Harbour Village Hall (655 — 96th Street, Bal Harbour, Florida). 1. CALL TO ORDER/ROLL CALL: The meeting was called to order at 5:15 p.m. by Assistant Mayor Rosenfield. The following were present: Assistant Mayor Jean Rosenfield Councilman Joel S. Jacobi Councilman Martin Packer Councilman Jaime M. Sanz Alfred J. Treppeda, Village Manager Ellisa Horvath, CMC, Village Clerk Andrea Greenblatt, Admin. Assistant Richard J. Weiss, Village Attorney Absent: Mayor Howard J. Berlin As a quorum was determined to be present, the meeting commenced. 2. PLEDGE OF ALLEGIANCE: The Pledge was previously done at the Regular Council Meeting. 3. ANNOUNCEMENT: Assistant Mayor Rosenfield announced that the Bal Harbour Village rolled -back millage rate is 2.3085 mills and that the proposed millage rate for the upcoming fiscal year is 2.3085 mills, which equals the rolled -back rate of 2.3085 mills. 4. DISCUSSION OF PROPOSED TAX MILEAGE RATE AND DISCUSSION OF PROPOSED BUDGET: Finance Director Christopher Wallace distributed and reviewed a Powerpoint presentation. Assistant Mayor Rosenfield opened the item for public discussion. Anamarie Kelly, discussed the Roads and Streets budget and questioned the ratio of money spent in the Security District versus other areas of the Village (A1A). She noted that, in prior years, 90% of the Maintenance budget was spent in the Security District (watering, grass cutting), for property not owned by the Village. She doesn't know how public funds are used to maintain private property. Michael Krop, 9601 Collins Avenue, discussed the budget for life scans. Chief Hunker explained that life scans, which are less expensive, are done instead of physicals. Dr. Krop discussed controversy among doctors regarding radiation from scans. Councilman Jacobi explained that it's a sonogram. Mr. Treppeda explained that the Village pays for the scan, which is mandatory for police officers over the age of 40 every two years. He questioned if people who are not homesteaders will be entitled to rebates on their taxes. Mr. Weiss and Mr. Wallace have not heard anything regarding that. There being no additional comments, Assistant Mayor Rosenfield closed the public hearing. 5. RESOLUTION - ADOPTION OF THE FINAL MILEAGE RATE: The following resolution was read by title, by Mrs. Horvath: A RESOLUTION OF BAL HARBOUR VILLAGE, OF MIAMI-DADE COUNTY, FLORIDA, ADOPTING THE FINAL LEVYING OF AD VALOREM TAXES FOR FISCAL YEAR 2008/2009; PROVIDING FOR AN EFFECTIVE DATE. A motion was offered by Councilman Sanz and seconded by Councilman Jacobi to approve the Resolution. The motion carried with the vote as follows: Assistant Mavor Rosenfield aye; Councilman Jacobi ave; Councilman Packer ave; Councilman Sanz ave; Mayor Berlin absent; thus becoming Resolution No. 706. 6. ORDINANCE SECOND READING/PUBLIC HEARING: The following ordinance was read by title, by Mrs. Horvath: AN ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR ALL VILLAGE FUNDS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2008, AND ENDING SEPTEMBER 30, 2009; APPROPRIATING REVENUES AND O1HJ R FUNDS; AUTHORIZING EXPENDITURES; AND ESTABLISHING AN EFFECTIVE DATE. The public hearing was opened by Assistant Mayor Rosenfield. There being no comments, Assistant Mayor Rosenfield closed the public hearing. A motion was offered by Councilman Packer and seconded by Councilman Sanz to approve the Ordinance. The motion carried with the vote as follows: Assistant Mayor Rosenfield aye; Councilman Jacobi aye; Councilman Packer aye; Councilman Sanz ave; Mayor Berlin absent; thus becoming Ordinance No. 528. 7. ADJOURN: There being no further business to come before the Council, a motion was offered by Assistant Mavor Rosenfield and seconded by Councilman Jacobi to adjourn.
