HomeMy Public PortalAboutPCM 2004-08-25FRASER PLANNING COMMISSION MINUTES DATE: Wednesday, August 25, 2004 MEETING: Planning Commission Regular Meeting PLACE: Town Hall Board Room PRESENT Commission: Chairperson Motor Coulson; Mayor Pat Howlett; Commissioners: Vesta Shapiro, Steve Sumrall and Marian Waldron Staff: Community Development Director Jeff Durbin Others: see attached list Chair Coulson called the meeting to order at 6:36 p.m. Comm. Sumrall moved, and Comm. Shapiro seconded the motion to approve the minutes of the August 11, 2004 special meeting as presented. Motion carried: 5-0 Opea Forum Chair Coulson called for items not on the agenda. Hearing none, she moved on. Public Heariaas Fraser Historic Church - Conditional Use Permit for public events Comm. Sumrall moved, and Comm. Waldron seconded the motion to open the Public Hearing. Motion carried: 5-0. CDD Durbin reviewed the history of this item, including the variety of experimental events conducted at the building and the previous Public Hearings. After comments, Mayor Howlett moved, and Comm. Waldron seconded the motion to close the Public Hearing. Motion carried: 5-0. Mayor Howlett moved, and Comm. Waldron seconded the motion that the Planning Commission finds that the request meets the criteria as outlined in the Zoning Ordinance and staff report and recommends approval of a Conditional Use Permit for 107 E. Eisenhower Avenue with the following conditions: 1) The permit shall be reviewed after the first year and then every three years thereafter and updated as necessary; 2) No on-street parking during events shall be allowed; 3) Any events associated with excessive noise shall be held inside; 4) If larger events are held at the ýÿ Planning Commission Minutes 08/25/04 Page 2 Church, additional parking would be allowed at the Town Hall. A valet or shuttle service may be appropriate; and 5) The Town will improve the parking area north of the modular. Motion carried: 5-0 Subdivision Code Updates Continued Comm. Waldron moved, and Comm. Sumrall seconded the motion to open the Public Hearing. Motion carried: 5-0. Following continued review, with no public comment, Comm. Waldron moved, and Comm. Sumrall seconded the motion to close the Public Hearing. Motion carried: 5-0. Discussion Items Fraser River Enhancement Project -Interpretive Signage Plaa CDD Durbin reviewed this plan. Discussion followed, including mention that the Town could use some topsoil on the Project. Sign Code There was some discussion of this item. It will be a continuing agenda item and brought back for public hearing. Town Board Update CDD Durbin briefly reviewed what the Board has been working on. Fraser Sub 'N Shake co-owner Len Garamello has inquired about leasing RV storage behind his business. It would not be permitted under Town Code. Comm. Shapiro moved, and Comm. Waldron seconded the motion to adjourn. Motion carried: 5-0.
