Reiman at 6:00 P.M., Thursday, December 19, 2013, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon Individual Roll Call Vote the following were noted present: Ia7[L CALL Councilmember Vincent Bellino " Jorge Diaz Randy Krum " Susan Naples Noted Absent were Councilmembers DiMascio and Sitarz. Also noted present was Municipal Clerk, Kathleen M. Barney and Law Director, Robert J. Bergen. The meeting was opened with a minute of silent prayer and Pledge of Allegiance KLdite of led by Mayor Daniel J. Reiman. He explained there were quite a few residents that participated this year and went on to announce the Honorable Mentions given to Gene & Pat Kolakowski on 3 Harrison Avenue and Dawn Lubonski and Ray Montalvo on 160 High Street. Third Place was given to Charles Cassens on 102 Hickory Street, Second Place was given to the McKinney Family on 128 East Cherry Street, and First Place was given to Tom and Grace Dobrowolski on 38 Locust Street. The Kolakowski family and Charles Cassens were not present. Certificates were presented to the two (2) Honorable Mentions and First, Second and Third Place winners received gift cards for PC Richards. A group picture was taken of the participants that were present. &ORBIT SWEARING IN: Police Officer Megan Burak. Iblice Officer Mayor Reiman explained that Megan graduated that morning from the Police ftm a ak Academy. He told her he was happy to have her come aboard. Mayor Reiman swore in Megan Burak as a Police Officer in the Borough of Carteret. Councilmembers DiMascio and Sitarz were noted Absent. 11 CLM COMMUNICATIONS: Carteret Plarnirg Carteret Planning Board Resolutions - Lard Resolutions a) Recommending adoption of amendments to the West Carteret Minue Street Retail Redevelopment Area Plan. b) Recommending adoption of amendments to the Washington Avenue Redevelopment Plan. c) Recommending adoption of amendment of Chapter 160 of the Zoning Ordinance. Mayor Reiman said action was taken on all of them. RRU REPORTS: Board of Health /OOA— November 2013. Clerk's Office — November 2013. Upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the four (4) Councilmembers present, all Reports were ordered to be received and placed on file. 03+R TES COMMITTEES: BUILDINGS & GROUNDS - Committee Chairperson Naples reported the department has been busy this past week with the snow and ice and the inner building decorations. FINANCE & ADMINISTRATION - Committee Chairperson Diaz reported continued progress and said he would have a year end report at the Reorganization Meeting in January. FIRE & DOMESTIC PREPAREDNESS - Committee Chairperson Krum reported the new Heat Dispatch System is done being field tested and has proved to be an excellent admission to our Emergency Notification System and we will be enabling it department wide. He explained it enables alarms to be brought over 12 Oda :1' 1 personal cell phones eliminating the need for expensive pagers and will notify a-'MM cant: the members anywhere there is cell phone coverage and it can enable it for the Councilmembers. He went on to report that we just received FCC approval for two (2) new fire brown channels explaining we are currently operating with only one (1) dispatch channel and this becomes a problem during major instances and when there are multiple calls coming in at the same time. He said the radios will be reprogrammed over the next few weeks and the new channels will be put into operation when completed and said it is being handled in house and there is no cost since a few of our members own the program software and saves us in excess of $1500.00. Progress. PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairperson Bellino reported continued progress and said he will have an end of the year report at the Reorganization Meeting in January. POLICE — Mayor Reiman reported progress in this department in the absence of Committee Chairperson Sitarz. PUBLIC WORKS — Mayor Reiman reported progress in this department in the absence of Committee Chairperson Sitarz. BOARD OF EDUCATION — Committee Chairperson Naples reported the "Teachers of the Year" for each building have been selected and some of them will be serving as teachers in the Library in a program starting in January for a tutoring service for the children sponsored by the Mayor and Council.
