HomeMy Public PortalAboutPCM 2005-04-13FRASER PLANNING COMMISSION MINUTES DATE: Wednesday, April 13, 2005 MEETING: Planning Commission Regular Meeting PLACE: Town Hall Board Room PRESENT Commission: Chair Motor Coulson; Commissioners: David Pratt, Beth Sands, Vesta Shapiro and Steve Sumrall Staff: Town Planner Catherine Trotter and Town Clerk Molly McCandless Others: see attached list Chair Coulson called the meeting to order at 6:38 p.m. Comm. Shapiro moved, and Comm. Sands seconded the motioa to approve the minutes of the March 9, 2005 meeting as presented. Motion carried: 5-0 3. Oven Forum Planner Trotter introduced new Planning Commissioner David Pratt. 4. Public Heariaes / Actioa Items a) Development Permit -Lot 3 Safeway Marketplace - 3R0 Properties Comm. Sumrall moved, and Comm. Shapiro seconded the motioa to open the Public Hearing. Motion carried: 5-0. Planner Trotter stated that public notice was published as required and notice was given to the adjacent property owners by the applicant. She then outlined the process for consideration of this item and history on the development. The applicant and his architect reviewed the project in detail and responded to questions. Comm. Sumrall moved, and Comm. Shapiro seconded the motioa to close the Public Hearing. Motion carried: 5-0 Following extensive examination, Comm. Sumrall moved, and Comm. Pratt seconded the motion to approve the Development Permit for Lot 3 Safeway Marketplace subject to the following ten conditions: 1) Height Planning Commission Minutes 04/ 13/05 Page 2 variance to be approved by the Zoning Board of Adjustment; 2) Comply with the requirements of the Town Engineer; 3) The applicant shall provide a public access easement along the eastern portion of Lot 3, two public restrooms that will be accessible only from the outside of the building, a pedestrian connection from Lot 3 to the proposed site of the Lions Club trail, and approximately 8 parking spaces which will be constructed on Lot 5; 4) Confirm parking (regular spaces will be maintained at 10' x 20' and handicapped spaces will be enlarged to 14' x 20') and snow storage/management plan comply with Town Standards; 5) Safeway/applicant to submit documentation on the past maintenance of the interceptors. Future reports to be submitted as often as deemed necessary by the Town Engineer based on past reports; 6) Letter of approval from Winter Park West Water and Sanitation District approving the augmentation pond outlet structures (and necessary easements), water usage for landscaping plan, and the proposed gate to be located on Lot 5 adjacent to the open space parking spaces; 7) The Town Gardener shall approve landscaping plan; 8) The applicant shall be required to submit engineer's estimate for the costs of public improvements and a construction guarantee agreement and security must be provided in accordance with Town policies (improvements to include, but not limited to, parking, landscaping, installation of augmentation pond outlet structures, restrooms, and gate); 9) Access easements shall be recorded for sidewalk encroachments on Lot 5; and 10) rooftop mechanicals will be concealed as much as reasonably possible from above as well as below. Motion carried: 5-0 The Commission took a break from 8:15 to 8:22 p.m. 5. Discussioa Items ,/ Action Items a) Sign Code The revised Sign Code was reviewed and is nearing completion. 6. Staff Choice a) Town Board Update Planner Trotter announced that the Town has been awarded a State Energy/Mineral Impact Assistance grant in the amount of $178, 500 for the water meter project.
