Rollcall: Mayor Philip Vandernail; Mayor Pro-Tem Eileen Waldow; Trustees; Andy Miller, Brian Cerkvenik, Katie Soles, Parnell Quinn and Kaydee Fisher 2. Approval of Agenda: Trustee Soles moved, and Trustee Waldow seconded the motion to approve the agenda. Motion carried: 7-0. 3. Consent Agenda: a) Resolution 2022-02-01 Election Judges Trustee Waldow moved, and Trustee Cerkvenik seconded the motion to approve the consent agenda. Motion carried: 7-0. 4. Public Hearing and Possible Action: a) Public Hearing to Gather Community Input Regarding Affordable Housing Needs and Intent to Apply Community Development Block Grant Funds for Affordable Housing Development in Fraser, Colorado Mayor Vandernail opened the public hearing regarding Affordable Housing at 6:03 p.m. Assistant Town Manager Michael Brack presented the Citizen Participation Plan in the packet. Public comment was taken from Michelle Lawrence, Dianne Butler and Peggy Smith. Trustee Soles moved, and Trustee Waldow seconded the motion to close the public hearing regarding Affordable Housing at 6:05 p.m. Motion carried 7-0. Page 2 of 2 5. Discussion and Possible Action: a) Fraser Center for The Creative Arts Steve Fitzgerald, Public Arts Committee Chair and President of the Fraser Valley Arts 501(C)(3) presented a conceptual design for the Fraser Church remodel that was created by DAO Architect. Fraser Valley Arts 501(C)(3) board members Lisa Baird and Brian Whitman also spoke. Public Comment was taken from Fraser Valley Metropolitan Recreation District Employees Callie McDermott and Michelle Lawrence and Grand County Economic Development Coordinator, Diane Butler. The Board came to a consensus to move forward with the new Fraser Arts Facility in downtown Fraser and not to add additional classroom space to the Fraser Historic Church. b) Mill Ave Surety Reduction Trustee Soles moved, and Trustee Miller seconded the motion to approve Resolution 2022-02-02 Approving Partial Reduction in the Surety Pursuant to the SIA for Byers Peak Ranch Filing 2, Parcel 2, The Mill Apartments. Motion carried: 5-2, Nay Waldow and Quinn. c) Cozens Ranch Restrooms The Board came to a consensus to move forward with Green Flush Restrooms. d) SB16 Discussion The Board authorized the Town Manger to write a letter opposing SB16 and the Mayor to sign. 6. Open Forum: a) The Joint Facilities Oversite Committee will meet on February 11. Eileen Waldow is not available, Brian Cerkvenik will attend. 7. Updates none 8.
