Mayor Vandernail called the meeting to order at 7:08 p.m.
1. Rollcall: Mayor Philip Vandernail; Mayor Pro-Tem Eileen Waldow; Trustees; Andy
Miller, Brian Cerkvenik, Katie Soles, Parnell Quinn and Kaydee Fisher
2. Approval of Agenda:
Trustee Miller moved, and Trustee Quinn seconded the motion to approve the agenda.
Motion carried: 7-0.
3. Consent Agenda:
a) Minutes March 2, 2022
Trustee Soles moved, and Trustee Miller seconded the motion to approve the consent
agenda. Motion carried: 7-0.
4. Discussion and Possible Action:
a) Resolution 2022-03-03 Sanitary Sewer Line Replacement Design
Trustee Miller moved, and Trustee Cerkvenik seconded the motion to approve
Resolution 2022-03-03 Sanitary Sewer Line Replacement Design Motion carried: 7-0.
b) Water Efficiency Plan Proposal Grant Update — Adam
Water Wastewater Superintendent Adam Cwiklin notified the Board that the Town
received the full grant funding request for the Water Efficiency Plan Proposal.
c) CR 522 Proposed Alignment — Ed
Proposed Alignment map presented, no Action taken.
d) Regional Housing Authority Intergovernmental Agreement and By -Laws

The Board discussed the proposed changes to the By -Laws including four appointed
members (one from each entity) to serve a four-year term, three at -large members to
serve a three-year term and both members would have a twelve-year term limit. The
Trustees were concerned about Granby being involved in the Regional Housing
Authority and would continue to consider their involvement.
5. Open Forum:
a) Grand Kids Learning Center Update
b) 2021 PD Annual Report Final, Trustees thanked Police Chief, Glen Trainer for
the report
c) Building Report
d) Committee Minutes
e) Election Update, Ballots for the April 5, 2022, election were mailed on March 15.
6. Updates
a) Trustee Miller discussed a possible bridge on the Victoria Village property to
connect County Road 8 to Park Avenue.
7. Executive Session:
For discussion of a personnel matter under C.R.S. Section 24-6-402(4)(f)(I)
and not involving any specific employees who have requested discussion of the matter
in open session. For a conference with the Town Attorney for the purpose of receiving
legal advice on specific legal questions under C.R.S. Section 24-6-402(4)(b). Regarding
personnel. Including Town Attorney Kent Whitmer, Town Manager Ed Cannon
Trustee Miller moved, and Trustee Soles seconded the motion to open the Executive
Session at 8:15 p.m., Trustee Miller amended the motion to remove, For a conference
with the Town Attorney for the purpose of receiving legal advice on specific legal
questions under C.R.S. Section 24-6-402(4)(b) and not to include Town Attorney Kent
Whitmer, Trustee Soles seconded the amended motion. Motion carried: 7-0.
Trustee Soles moved, and Trustee Miller seconded the motion to close the Executive
Session at 8:52 p.m. Motion carried: 7-0.
9. Adiourn:
Trustee Fisher moved, and Trustee Cerkvenik seconded the motion to adjourn. Motion
carried: 7-0. Meeting adjourned at 8:52 p.m.
