ORDINANCE NO. 50-2017
AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE
ENVIRONMENTAL PROTECTION AGENCY
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may
execute any documents necessary to receive money from the state or
federal government or any other source, and said documents are prepared
and executed by the City executive administration, provided that the
Common Council of the City of Richmond as the legislative body of the
City approves an ordinance for the appropriation of any monies received
in accordance with IC 36-4-6-18; and
WHEREAS, The Environmental Protection Agency has federal grant funding
available through its Brownfields Assessment Grant Program; and
WHEREAS, The City of Richmond, Indiana, by and through its Department of
Infrastructure and Development ("City") desires to submit a grant
application to obtain funds that will be used to assist the City in its efforts
to update its Brownfields inventory list, conduct Phase I and Phase II
Environmental Site Assessments, and cleanup planning activities for the
2018 calendar year; and
WHEREAS, No local match is required.
NOW, THEREFORE, be it ordained by the Common Council of the City of
Richmond, Indiana, as follows:
1. The City of Richmond in accordance with IC 36-1-4-10 has submitted or will
submit a grant application to the Environmental Protection Agency for the federal
Brownfields Assessment Grant Program.
2. The City of Richmond is authorized to accept said grant funding in an amount
up to Three Hundred Thousand Dollars and Zero Cents ($300,000.00).
3. Said grant funding shall be used to fund certain activities by the City of
Richmond, Indiana, by and through its Department of Infrastructure and Development, to
update the City's Brownfields inventory list, conduct Phase I and Phase II Environmental
Site Assessments, and cleanup planning activities for the 2018 calendar year.

City of Richmond, Indiana.
