HomeMy Public PortalAboutPCM 2005-09-28FRASER PLANNING COMMISSION MINUTES DATE: MEETING: PLACE: PRESENT Commission: Staff: Others: Wednesday, September 28, 2005 Planning Commission Regular Meeting Town Hall Board Room Chairperson Motor Coulson; Commissioners: Scott Brent, and Warren Watson Mayor: Fran Cook; Vesta Shapiro, Steve Sumrall Town Planner Catherine Trotter Jack Van Horn Chair Coulson called the meeting to order at 6:30 p.m. Mayor Cook moved, and Comm. Shapiro seconded the motion to approve the minutes of the September 14, 2005 meeting as modified. Motion carried: 6-0 3. Oven Forum a) Business not on the agenda -None 4. Public Hearings/Action Items a) East Mountain Filiag 5 (Rendezvous) Preliminary Plat Comm. Watson moved, and Mayor Cook seconded the motion to open the Public Hearing. Motion carried: 6-0. Planner Trotter provided a brief outline of this item and explained that because of notification errors on behalf of the applicant, the public hearing needed to be continued until October 26, 2005, at which time both the subdivision plat and the amended FPDP will be reviewed. Comm. Shapiro moved, and Comm. Sumrall seconded the motion to continue the Public Hearing to October 26, 2005. Motion carried: 6-0 b) Amended Final Plaaned Development Plan, East Mtn., a Portioa of Filiag No. 1 Comm. Watson moved, and Mayor Cook seconded the motioa to open the Public Hearing. Motion carried: 6-0. Comm. Watson moved, and Comm. Shapiro seconded the motion to continue the Public Hearing to October 26, 2005. Motion carried: 6-0 e) Development Permit -MAD Holdings, Inc. Proposal to locate a small retail used car operation in the ALCO Center Comm. Brent moved, and Comm. Shapiro seconded the motion to open the Public Hearing. Motion carried: 6-0. Planner Trotter outlined the proposal. Jack Van Horn was present to discuss his used car operation and answer any questions. Following extensive review, Comm. Shapiro moved, and Comm. Watson seconded the motioa to close the Public Hearing. Motion carried: 6-0. Comm. Watson moved, and Comm. Shapiro seconded the motion to approve the Development Permit for a small retail used car operation in the ALCO Center with the following three conditions: 1) The Town of Fraser reserves the right to revisit this application if they feel that parking is an issue at the ALCO Center; 2) The used car inventory will be limited to a maximum of 5 cars; and 3) The number of Hertz rental cars will be limited to a maximum of 14. Motion carved: 6-0. ýÿ Planning Commission Minutes 09/28/05 Page 3 5. Discussion Items/Action Items a) Sign Code Planner Trotter stated that she had no additional information at this time. 6. Staff Choice Planner Trotter updated the PC on the building permits for the adjacent lots at Safeway. She mentioned that the regular meetings of the Planning Commission for November and December would be cancelled because of the holidays and may be rescheduled for the second Wednesdays. The Three Mile Plan will need to be reviewed at one of these meetings. 7. Commissioners' Choice Comm. Shapiro voiced her concern about the lack of free transportation from the Amtrak Station in Fraser to the WP Ski Area as is advertised. Comm. Watson stated that he had a contact with Amtrak and would advise them that there is not a free shuttle to the ski area any longer and to note that in their advertising. There was a brief discussion about on-street parking on Elk Creek Drive. Planner Trotter said she would look into this and contact the Fraser/Winter Park Police Dept. to keep an eye on this. Comm. Sumrall voiced his concern about the drainage issues behind Bank of the West on Cornerstone's property. Planner Trotter will look into it and get back to the Planning Commission. Comm.
