Mayor Cook called the meeting to order at 6:33 p.m.

Agenda amended to include the Renewal Retail Liquor Store License- Malt,
Vinous & Spirituous for Bottle Pass Liquors. Also moving the MPLT action items
7a & b after the public hearing 6a.
Trustee Sumrall moved, and Trustee Cwiklin seconded the motion to approve
the amended Agenda. Motion carried: 7-O.
3. Consent Agenda:
a) A~Y~aval of Minutes from the 12/20/06 special meeting
b) Renewal Retail Liquor Store License- Malt, Vinous & Spirituous for Bottle
Pass Liquors.
Trustee Sumrall moved, and Trustee Cwiklin seconded the motion to aYr~ ove
the consent agenda as amended. Motion carried: 7-O.
4. Oven Forum
a) Business not on the agenda.
S. Uvdates
a) W rr V Chamber of Commerce -Wants penguins in the Mary Jane
parade, will Fraser do a float? 1st ten floats get $100.00 to offset cost of float.
January 20th & 21st is the festival with the parade on the 20th.

Dream home tours are postponed, will give update. Let Board know when they
need tour guides. Marketing in full swing, Frontier is running our video. Resort
thinks they will be on budget after the 3 week Christmas break.
b) FVMRD -None
c) Fraser Sanitation District. -Business as usual, renewed contracts with
staff. Gave Cornerstone a tap for a consl~uction trailer. Ongoing concerns of
people building sewers to our standards. Hard to inspect after the fact.
Manhole issues in Rendezvous, seems to be one contractor causing issues.
Rendezvous is aware of the FSD's concerns.
d) GC Housing Authority- Peggy Smith & Catherine Ross gave the update:
Survived the budget process. Ar~,.~,ciated Fraser's help still need funds from
some communities. Jan 18+h (9-12) meeting of the GCHA, hope to get some
direction on how to move forward. Find something that will work for all. Towns
need to hold each other accountable for what the formula requires from each
community. May need to hire a consultant to det~~ Y..ine if they will develop a
multi-juridical housing authority.
6. Public Hearings
Trustee Shapiro moved, and Trustee Cwiklin seconded the motion to open the
public hearing. Motion carried: 7 -O.
a) Special Event Liquor License for Middle Park Land Trust- MPLT's Angela
McCormick described for the Board the Special went called Cupid's Corner on
February 10~ at the "Church of What's Happening Now." There will be booths
for vendors to sell their products and the MPLT will have a booth serving beer &
wine for a donation.
Trustee Burford moved, and Trustee Shapiro seconded the motion to close the
public hearing. Motion carried: 7-O.
b) Subdivision Regulations & Amendments:
Trustee Burford moved, and Trustee Cwiklin seconded the motion to open the
public hearing. Motion carried: 7-O.
Board received a copy of the regulations that were approved by the Planning
Commission, the Planning Commission has acted as an advisory board, and the
Town Board will be the adopting Board. TP Trotter wa~k~ the Board thru the
regulations. Coordination between our GIS system & the CD's submitted by the
developer's is a must.
No Public Comment.
Trustee Hoyhtya moved, and Trustee Shapiro seconded the motion to close the
public hearing. Motion carried: 7-O.
7. Action Items
a) Approval of a Special went Liquor License for Middle Park Land Trust at
the Fraser Historic Church 02/ 10/2007
Trustee Hoyhtya moved, and Trustee Cwiklin seconded the motion to approve
the Special Events Liquor License for MPLT at the Fraser Historic Church
02/ 10/2007. Motion carried: 7-O.
b) Approval of waiver of sales tax collections for Middle Park Land Trust
Special Event at Historic Church 02/ 10/2007.
MPLT stated they did not need the waiver as they are taking donations and will
not be selling any items. No action taken.

Finance -None-TM Durbin, Clarity working better.
Planner - TP Trotter: DOLA meeting next Wednesday ®6:30 p.m. EMF7 notice
wasn't in the paper so hearing postponed. Will need to send certified letters out
again, Tti1 W 11 will share the cost of the mailings.
Public Works- PW Nordin: Preliminary acceptance checklist being developed
which should help internally.
T~i~Vll Manager- TM Durbin- Emailed evaluation, please return to Lu, discussion
on the 17th. Dec 6th dissolution memo for FSD. Timeline suggested a January
start date, asks the Board's direction could put on Jan 17th agenda. Put it on
the agenda per the Board. Jan 17th, Water Master Plan, will meet with team iri
Denver. If unavailable on the 17th can the Board get together on the 31st for 2
hrs?

Hoyhtya: Christmas decorations looked nice per "Old Farts". Spoke with the
Colorado Water Trust gave him some ideas on water rights. Will look into it
further. Need a fVl 111 listing our water rights to send to CWT, what can we come
up with? WTHP, moving ahead with statues.
Burford: Nothing

Trustee Shapiro moved, and Trustee Burford seconded the motion to
adjourn. Motion carried: 7-0. Meeting adjourned at 7:57 p.m.
