Onen Forum a) Mrs. Miller had stopped to ask questions on an item not on the agenda. TP Trotter will follow up with her tomorrow. 4. Public Hearings and Action Items a) Development Permit -Grand County Water & Sanitation District No. l Water Storage Project C.,..u~~. Brent moved, and Comm. Shapiro seconded the motion to open the public hearing on the Development P~,~ ~~.it -Grand County Water & Sanitation District No. l Water Storage Project. Motion carried: 7-O. Proof of publication given. Bruce Hutchinson iri attendance. Information supplied iri packet. District has undertaken the redesign of the existing wastewater lagoon system. T.,w~~ had annexed the property a couple years ago, with the desire to utilize the ponds for recreational use. Ponds will be similar to the current Lion's ponds. Grand County Water & Sanitation Dist No. 1 will install a pipeline, spillway, and dike. They will need p~~~~~ission in the way of easements from the T.rw~~ to access property used by the District. Need a~~.oval from T~wii to submit to the Corp of Engineers to continue with the project. District needs to develop these ponds to protect the districts diversions upstream. Conditions set: • A noxious weed/erosion control management program needs to be implemented. ýÿ Comm. Brent moved, and Comm. Motion carried: 7-O. b) Final Plat & As-Built Plat and Open Space Variance Request (reduction from 55% to 51.7%) Mink Lane Townhome, Continued Public Hearing Mayor Cook moved, and Comm. Smith seconded the motion to open the continued public hearing on Final Plat & As-Built Plat and Open Space Variance Request (reduction from 55% to 51.7%), Mink Lane Townhome. Motioa carried: 7-O. TP Trotter outlines the request for the variance. Project is near completion; TP Trotter would like to move this forward. Project will be completed in the next couple of days. The plat still needs to go before the Board. Conditions set: • Site improvements need to be constructed per plat prior to going before the Board for final approval. • All legal documents reviewed by T~,~~~ Attorney. Comm. Smith seconded the motion to open the public hearing on the Final Plat and Open Space Variance Request (reduction from 55% to 49.28%) May Condominium Subdivision. Motion carried: 7 -O. TP Trotter outlined the history of the project for the Commission. Curtis May was unable to attend; Parnell Quinn represented the Mays. At the January 2007 hearing, Commissioners gave direction to the parties on how to improve open space. Parnell updated the Board on the original plan and the recommendations the Commission had made and the changes incorporated including the Swale, retaining walls installed, drainage repairs and cantilevers. Landscaping plans were outlined for the Commissioners. TP Trotter has not had the T.,w~~ Attorney review the legal documents. Motioa carried: 7 -O. d) Development Permit -Continued Public Hearing Fraser Quickstop/Car Wash 300 Eisenhower Ave Comm. Brent moved, and Comm. Smith seconded the motion to open the continued public hearing on the Development Permit Fraser Quickstop/Car Wash 300 Eisenhower Ave. Motion carried: 7-O. TP Trotter gave proof of publication. TP Trotter received the revised site plan today and was unable to review. Applicant had gone before the Fraser Sanitation District and received conditions the Sanitation District would require in a Special Use P.,~ ~~~it. Fiberglass tank required and will be installed. Chemical composition of the soap is still an issue and needs to be reviewed. Snow storage is still lacking. Discussion about off-site snow storage if the snow capacity at the site has been used. Snow storage plan needs to be in writing with recourse outlined. Offsite snow storage easements needed. Wall to be built is not shown on the site plan. Many of the issues brought up at the last meeting still need to be addressed. Issue of location in Water Protection District Zone 1 addressed by the Board. T.~w~~ staff needs to review the revised soap specs. Reclamation of the water may be required in the future, discussion on devel..~,.Y.ent of the car wash to meet future requil.;~~~ents held. Number of cars on site need to be addressed in the site plan. There needs to be a limit on the number of cars in need of repair on site. Delivery trucks will be directed to the correct drop off location. C~~,~yliance will be an enforcement issue. No delivery trucks p~~~uitted on Eisenhower. Dick Zieff, Mike & Felicia Muftic & Del & Betty Roberts addressed the Commission, :,xr.essing their support of the car wash at the site. Commissioner Shapiro would like more information from the Sanitation District and the T~w~~ ixl reference to the soap composition, water reclamation and site plan. Gary Glenn, Blendco soap supplier arrived ®7:56 p.m. Hand-outs given to the Commission with the new chemical composition of the soap. Described the changes made to meet the requirements required by the Sanitation District. Andy will regroup with his team. Need to set up a workshop with staff to address cup ~ ~~~t concerns so next submission to the commission will be complete. Comm. Brent moved, and Comm. Shapiro seconded the motion to continue public hearing on the Development Permit Fraser Quickstop/Car Wash 300 Eisenhower Ave. Motion carried: 7-O. Break called 8:35 p.m. 5. Staff Choice TP Trotter - • JWG report available. • Update the Commission that the Fraser Valley Elementary will have a modular this fall. No water & sewer will be installed. Electricity will be provided. • CIRSA Video- Decision made to watch video after the meeting was adjourned. • Ti, W ~~ Center Final Plat will be broken into sections as they plan to build out and brought before the Commission at those times. • Tvw~~ home project for Cozens Meadow will be coming through. • Wu property annexation will be sent to consultant for review. TC Berger- Package on Flash drives discussed. Will put packets on flash drives and also still supply plats on 11x17. 6. Commissioners' Choice C.,~~u~~. Soles: Rumblings about Fraser Sanitation being dissolved by the T.,w,~. Chair Sumrall & Mayor Cook gave some of the reasons this is being looked into. C.,..u~~. Smith: Fire Hydrant in her subdivision not working. Call Allen to find out reason. C....u~~. Brent: None Mayor Cook: None C.,~~u~,. Shapiro: Eyesore- Grand Park signs. TP Trotter explained no set backs iri Master sign plan. Signs can exist where they are being placed. Encouraged Board, Commission & public to call Grand Park directly. C..~~u,~.
