Chairperson Sumrall called the meeting to order at 6:32 p.m.

Comm. Shapiro moved, and Comm. Soles seconded the motion to open the public
hearing on the Final Plat & As-Built Plat Minor Subdivision Beckam Lodge Lots 24
& 25, Block MH Ptarmigan Subdivision. Motion carried: 5-O.
Proof of publication given.
TP Trotter outlined the project for the commission.
Peggy Smith arrived.
Comm. Sumrall voiced concern about the intersection.
Mayor Cook moved, and C.:.....a. Shapiro seconded the motioa to close the public
hearing on the Final Plat & As-Built Plat Minor Subdivision Beckam Lodge Lots 24
& 25, Block MH Ptarmigan Subdivision. Motion carried: 6 -O.

Mayor Cook moved, and CVllull. Soles seconded the motion to aYYlave the Final
Plat & As-Built Plat Minor Subdivision Beckam Lodge Lots 24 & 25, Block MH
Ptarniigan Subdivision with the following conditions:
1. Change the chairperson's name to Steve Sumrall.
2. The applicant shall provide an updated title commitment and if any liens
e~tst on the property, the lienholders shall be listed on the plat and iri the
declarations.
3. Add condominium to the plat title and ensure conformity of the name
throughout all legal documents.
4. Applicant to confirm that the water shut-off is located within a utility
easement and added as a plat note.
5. Gravel to be placed under the drip line on the north side of building and
revegetation and erosion control maintenance to be performed.
6. Add the following plat note: "Condominium Declaration recorded at Reception
No. ,Grand County Records."
7. On the land use data chart, designate density per acre.
8. Identify the general and limited common elements on plat.
9. All documents to be reviewed and approved by the TUWil Attorney.

Amendment No. 1, Reception # 2007-006785 concurrently. Motion carried:

TP Trotter gave proof of publication. Proof of notification of adjacent property
owners given.
TP Trotter gave a brief history of the project to the Commission. Fire flow and
pressure analysis was received from Town Water Engineer and have been
forwarded to the applicant. Recommendations will be included in the
construction documents.
Layla Rosales- representing Grand Park outlined the project for the
Commission. Streets will be private. Trail connection will be made and sidewalk
connections as well.
Andy Miller from Fraser Valley Partnership for Trails was in attendance. He has
worked with Grand Park on the trail location and design.

Fire District comments discussed. Review/design standards criteria for road
development standards between the Tvw~~ and the Fire district had some
variation.

Motion carried: 6-O.
Mayor Cook moved, and Comm. Soles seconded the motion to approve the
Cozens Meadow Townhomes at Grand Park -Final Planned Development Plan
Tract D of Cozens Meadow at Grand Park Amendment No. 1 Reception # 2007-
006785 and Cozens Meadow T~,W~~homes at Grand Park Major Subdivision
Preliminary Plat, Tract D of Cozens Meadow at Grand Park Amendment No. 1,
Reception # 2007-006785 on September 26+~ with the following conditions:
1. r rLP Sheet 1 of 5 refers to transferring unused density to other planning
areas in GP. The applicant needs to specify which planning area, or have the
unused density go to a reserve, similar to the Cozens Pointe r rliP.
2. Setbacks and snow storage need to be added to plat.
3. Utility easements to be approved by Mountain Parks Electric.
4. The applicant should clarify lots vs. units on the plat.
5. All documents to be approved by the Ti~w~~ Engineer.
6. All documents to be approved by the Ti,w~~ Attorney.
7. Requested the number of trash dumpsters and their locations be increased.
8. Requested investigating a connection from the street to the Old Victory Road
trail.
9. Investigate snow & water shed onto the walkway into the units was
discussed. Requested the architect take that into consideration for the final
drawings. Motion carried: 6-O.
d) Final Plat/The Village at Grand Park General Store -Public Hearing
Grand Park Planned Development District reception # 2005-012709
TP Trotter explained there was an issue with publication requirements not
being met, recommends continuing hearing until September 12~.
e.) Development Permit -Continued Public Hearing
Fraser Quickstop/Car Wash
300 Eisenhower Ave.
TP Trotter gave proof of publication.
TP Trotter outlined the discussion held and changes made in a work session
held at T.,w~i Hall. TP Trotter outlined the staff recommendations for approval.
Commission discussed holding the Public Hearing without the applicant
present. Decision was made to move the public hearing to the 12~ of
September.
Comm. Smith moved, and Mayor Cook seconded the motion to open the
continued public hearing on the Development Permit Fraser Quickstop/Car
Wash 300 Eisenhower Ave. Motion carried: 6-O.

Comm. Naill moved, and Mayor Cook seconded the motion to continue the
public hearing on the Development Pc~u~lt Fraser Quickstop/Car Wash 300
Eisenhower Ave until September 12th. Motion carried: 6-O.
5. Staff Choice
TP Trotter -
• Saf.;~a,~' signs have been redesigned with the remodel. They do not need
to come iri for a variance.
TC Berger- None
6. Commissioners' Choice
Comm. Soles: East Grand Fire recommendation & the Town- what needs to
happen to make the Town streets safe for fire trucks. PW Nordin explained that
our review of the standards was sent to the Fire District last fall; no comment
from the Fire District was received. EGFD was receptive to having their input iri
the Ti,wii's design standards next review. The Town's standards are
re.,r,...auended by the T.,w~~ engineer.
Chair Sumrall: None
Comm. Smith: Grand Billboards- neighbor involved with advising planning
commissions. Believes the commission can change sign code retroactively. TP
Trotter doesn't believe this is a possibility. Grand Park Master Sign plan
discussed.

Comm. Shapiro: None
Comm. Naill: None
Comm. Shapiro moved, and Mayor Cook seconded the motion to adjourn.
Motion carried: 6 -O. Meeting adjourned 8:17 .m.
