Public Petitions and Comments: None V Department Reports A. Cemetery — Ernie Phillips B. Engineer — C. Fire Department — Bill Newgent D. Park and Recreation — Rod Weinschenk E. Planner — Shannon Norman F. Police Department — Tom Sutherlin G. Department of Public Works — Brad Phillips H. Water &Wastewater Department — Robert Lovell I. City Attorney - Laurie Robertson Hardwick Lynda R. Dunbar Clerk Treasurer Greencastle City Hall I. Call to Order; Roll Call Mayor Murray called the meeting to order at 7:00 PM, upon roll by Clerk - Treasurer Lynda Dunbar the following were present: Adam Cohen, Jinsie Bingham, Mark Hammer, and Phyllis Rokicki Terry Smith was absent 111. Special Requests: A. DePauw University Wrestling Club -David Johnson- Motion by Adam Cohen to accept street closures as presented, second Mark Hammer, 4 -0, motion carried. B. Greencastle Farmers Market- Motion by Jinsie Bingham, second Phyllis Rokicki, 4 -0, motion carried VI. Reports A. Mayor's Report Mayor updated the Council on the Stellar projects going on in the city. B. Clerk- Treasurer's Report- State Board of Account Auditors are at the City performing our Federal Audit. Should be done before May. C. Councilors- Adam Cohen read a statement on the investigation regarding Councilman Terry Smith. Bill Dory presented copies of the Redevelopment Commission Annual Report for 2013 to the Council. No formal action taken. VII. Approval of Minutes A. Regular Session - February 11, 2014 B. Special Session February 26, 2014 Motion by Jinsie Bingham to approve the regular session minutes dated February 11, 2014 with a "d" added to the word spangled and to approve the special session minutes February 26, 2014 as presented, second by Adam Cohen, 4 -0, motion carried. C. Approval of City Claims Motion by Mark Hammer to approve claims as presented, second by Phyllis Rokicki, 4 -0, motion carried. VIII. Old Business A. Appointment to the Board of Zoning Appeals- Motion was made by Adam Cohen to appoint Margaret Kenton to the Board of Zoning Appeals, second Phyllis Rokicki, 4 -0, motion carried. B. Ordinance 2014 -2 (Second Reading) An Ordinance Amending and Updating Chapter 9. Utilities of the Greencastle Code Regarding Sewer Use (First Reading)- Motion was made by Adam Cohen to accept Ordinance 2014- 2(Second Reading) as presented, second by Mark Hammer Rokicki, 4 -0, motion carried. C. Ordinance 2014 -4 (Second Reading) Additional Appropriations for the City of Greencastle- Motion was made by Adam Cohen to accept Ordinance 2014- 4(Second Reading) as presented, second by Jinsie Bingham, 4 -0, motion carried. IX. New Business A. Ordinance 2014 -5 An Ordinance Approving the Vacation of Right -Of- Way Including Martha Street, Badger Street, an Alleyway Between College Street and Spring Street and an Alleyway East of Rockville Road Located in the City of Greencastle, Putnam County, Indiana (First Reading)- Motion was made by Phyllis Rokicki to accept Ordinance 2014- 5(First Reading) as presented, second by Mark Hammer, 4 -0, motion carried. B. Ordinance 2014 -6 An Ordinance Amending Ordinance 2013 -7, An Ordinance Establishing the Size of the Departments of City Government of the City of Greencastle, Indiana, Fixing Salaries for the Employees of Such Departments and Fixing the Salaries of Certain Other Appointed Officials for the Year 2014 (First Reading)- Motion was made by Phyllis Rokicki to accept Ordinance 2014- 6(First Reading) as presented, second by Jinsie Bingham , 4 -0, motion carried. C. Resolution 2014 -3- Resolution Authorizing Application Submission and Local Match- Motion was made by Adam Cohen to accept Resolution 2014 -3 as presented, second by Mark Hammer, 4 -0, motion carried.
