II. Public Petitions and Comments: None V. Department Reports. A. Cemetery — Ernie Phillips B. Engineer — C. Fire Department — Bill Newgent D. Park and Recreation — Rod Weinschenk E. Planner — Shannon Norman F. Police Department — Tom Sutherlin G. Department of Public Works — Brad Phillips H. Water &Wastewater Department — Robert Lovell I. City Attorney - Laurie Robertson Hardwick Lynda R. Dunbar Clerk Treasurer Greencastle City Hall I. Call to Order; Roll Call Mayor Murray called the meeting to order at 7:00 PM; upon roll by Clerk - Treasurer Lynda Dunbar the following were present Adam Cohen, Jinsie Bingham, Terry Smith, and Phyllis Rokicki. Mark Hammer was absent. III. Special Requests: A. Noise Waiver- DePauw University Phi Gamma Delta- Motion by Adam Cohen to accept noise waiver as presented, second Terry Smith, 4 -0, motion carried. B. Street Closure -Gail Smith- Motion by Adam Cohen to close Franklin Street between Indiana and Jackson Street on the north side of the Square the first Friday of every month between May 2 and October 2014 from 4:30 -10:00 p.m., second Phyllis Rokicki, 4 -0, motion carried. IV. Public Hearing -Tax Abatement: Motion by Terry Smith to close the Public Hearing, second Phyllis Rokicki, 4 -0, motion carried. VI. Reports A. Mayor's Report-. Mayor updated the Council on the Stellar projects going on in the city. New city website will be running by end of week. B. Clerk- Treasurer's Report- State Board of Account Auditors are at the City performing our Federal Audit. C. Councilors- Adam Cohen stated the University is having a mid - spring open house for those students still trying to make a college choice. Jinsie commented on the Cemetery growing their own plants in the greenhouse they just built. Phyllis Rokicki reminded council if they had not contributed to the Senior Scholarship fund at the Putnam County Foundation they needed to do so. VII. Approval of Minutes A. Regular Session -March 11, 2014 B. Special Session- March 19, 2014 Motion by Jinsie Bingham to approve the regular session minutes dated March 11, 2014 and to approve the special session minutes March 19, 2014 as presented, second by Phyllis Rokicki, 3 -0, Terry Smith abstained, motion carried. C. Approval of City Claims Motion by Adam Cohen to approve claims as presented, second by Terry Smith, 4 -0, motion carried. VIII. Old Business A. Ordinance 2014 -5 An Ordinance Approving the Vacation of Right -Of- Way Including Martha Street, Badger Street, an Alleyway Between College Street and Spring Street and an Alleyway East of Rockville Road Located in the City of Greencastle, Putnam County, Indiana (Second Reading)- Motion was made by Adam Cohen to accept Ordinance 2014- 5(Second Reading) as presented, second by Phyllis Rokicki, 4 -0, motion carried. B. Ordinance 2014 -6 An Ordinance Amending Ordinance 2013 -7, An Ordinance Establishing the Size of the Departments of City Government of the City of Greencastle, Indiana, Fixing Salaries for the Employees of Such Departments and Fixing the Salaries of Certain Other Appointed Officials for the Year 2014 (Second Reading)- Motion was made by Jinsie Bingham to accept Ordinance 2014 -6 (Second Reading) as presented, second by Terry Smith , 4 -0, motion carried. IX. New Business A. Resolution 2014 -4- Resolution Amending Resolution 2012 -27 to Increase the Maximum Value of Equipment Eligible for Tax Abatement Granted to Ascena Retail Group, Inc.- Motion was made by Phyllis Rokicki to accept Resolution 2014 -4 as presented, second by Terry Smith, 4 -0, motion carried. B. Approval to Make Some Changes on Traffic Flow on Poplar Street during Indiana Street Reconstruction and Staging on Walnut Street. Consensus by the Common Council that the following changes occur during the construction on Indiana Street: a. Poplar between Vine and Indiana becomes 2 -way. b. No Parking on Poplar between Vine and Indiana Street. c. No Parking on Walnut between Indiana and Jackson Street Construction will operate 6 days a week, 10 hours per day starting on April 14, 4 through August 6, 2014. X.
