HomeMy Public PortalAboutResolution 87-1359 PCRESOLUTION NO. 87- 1359PC A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF TEMPLE CITY APPROVING MODIFICATION OF CONDITIONAL USE PERMIT NO. 86 -797 The Planning Commission of the City of Temple City does hereby resolve: Section 1. Based upon a public hearing for a Modifica- tion to a Conditional Use Permit to modify a previously ap- proved twenty -two (22) unit motel project by expanding the site area and constructing a forty -one (41) unit motel at 5318 Rosemead Boulevard, the Planning Commission finds: 1. That the site for the proposed use is adequate in size, shape, topographs and circumstances; and 2. That the site has sufficient access to streets and highways, adequate in width and pavement type to carry the quantity and quality of traffic gener- ated by the proposed use; and 3. That the proposed use will not have an adverse affect upon the use, enjoyment or valuation of adjacent property or upon the public welfare. Section 2. The addendum to the Focused Environmental Impact Report is hereby approved and has been prepared in accordance with the State CEQA Guidelines. Section 3. Accordingly, the Modification of Condi- tional Use Permit is approved subject to the following condi- tions: 1. That the development take place in substantial conformance with the submitted development plans date stamped July 31, 1987, except as modified herein. 2. That compliance with and execution of all condi- tions listed hereon shall be necessary prior to obtaining final building permits and /or occupancy. 3. That this modification of Conditional Use Permit shall become null and void unless exercised within one (1) year of approval. 4. That this modification of Conditional Use Permit shall become permanent and henceforth run with the property. Any and all future alterations or sig- nificant changes shall be reviewed by the Planning Commission through an additional modification of the Conditional Use Permit. That all utilities shall be placed underground pursuant to City requirements, and that a plan for underground facilities shall be submitted to the Public Works Department for approval prior to issuance of building permits. 6. That all off - street parking areas be adequately illuminated, and that a lighting plan be submitted for review and approval by the Planning Depart- ment. 7. That detailed landscaping and irrigation plans be submitted for review and be subject to approval by the Planning Department prior to issuance of any building permits. The proposed landscaping along Rosemead Boulevard and on the site shall be pri- marily lawn area rather than ground cover. 8. That detailed sign plans be submitted for review and approval by the Planning Department prior to issuance of an occupancy permit. No future signage on the site shall exceed the height of the roof. 9. That trash enclosure details be submitted to the Planning Department for review and approval prior to the issuance of building permits. 10. That licensed architects, building designers, registered engineers and licensed landscape archi- tects shall sign all plans as applicable. 11. That all sewer reconstruction ordinance fees be paid prior to the issuance of building permits. 12. That cooking /kitchen facilities be allowed only in the manager's living unit. 13. That each motel unit shall not be occupied or registered by a person or persons for a period of more than twenty -one (21) calendar days in any ninety (90) day period. 14. That double pane windows shall be utilized to mitigate noise impacts and assist in energy con- servation. " " " Resolution No. 87- 1359PC Page 3 Mod. to CUP 86 -797 15. That all ground and roof top mechanical equipment shall be placed behind a permanent parapet wall and shall be completely screened from all ground level views per the review and approval of the Planning Department. All equipment shall be shown on plans as submitted to the Building Department for plan check. 16. That no single motel room shall be rented more than two (2) times in any twenty -four (24) hour period. 17. That no barricades impeding ingress or egress to the parking areas be permitted. 18. Curbs, gutters, and sidewalks: Install curb and gutters to match existing where old driveways are removed. Install 10- foot -wide sidewalk across full width of property. 19. Street Lights: Install two (2) new 47,000 L HPSV street lights on new 30' marbelite poles and 2" underground conduit from property line to property line for street lights. Provide underground service to street lights. Street lights to be located by street light engineer. 20. Street Trees: Install four (4) 24" box street trees behind property line. Incorporate into landscape plan. 21. Surface Drainage: Provide adequate drainage from property to flood control facilities or into street. No drainage shall be allowed to flow across sidewalks. 22. Underground Utilities: All utilities shall be provided underground and shall be shown on a utility plan submitted to the Public Works Depart- ment and subject for approval. 23. Permits shall be obtained prior to commencement of any work in the public right -of -way. All work in the right -of -way shall meet State of California (CALTRANS) standards. 24. That the three existing parcels be combined into a single parcel by recording Covenants approved by the City Attorney. " " Resolution No. 87- 1359PC Page 4 Mod. to CUP 86 -797 25 That "Right Turn Only" signs be installed at both proposed driveways as required by the City's Traffic Engineer and Public Works Coordinator. 26. That the developer provide a wall along the north and south property lines to connect with the existing wall of the abutting property to the east, and that the access door to the five foot rear yard area be locked at all times except for maintenance of the required landscaping. The property owner shall be responsible for assuring that guests do not enter this five foot rear yard area. Section 4. The Secretary shall certify to the adoption of this Resolution.
