A Regular Meeting of the Mayor and Council of the Borough of
Carteret was called to Order by Council President, Jorge Diaz,
Thursday, September 20, 2012, 6:00 P.M., Council Chambers,
Memorial Municipal Building, 61 Cooke Avenue, Carteret, New
Jersey.
Upon Individual Roll Call Vote the following were noted present:
Councilmember Vincent Bellino

Noted Absent was Mayor Daniel J. Reiman.
Also noted present was Municipal Clerk, Kathleen M. Barney and
Borough Attorney, Robert Bergen.
The meeting was opened with a minute of silent prayer and the
Pledge of Allegiance led by Mayor Daniel J. Reiman.
The Clerk stated that on January 9, 2012, the 2012 Annual Notice
was mailed to The Home News Tribune, The Star Ledger and
posted on the Bulletin Board. Notice was published in The Home
News Tribune on January 9, 2012 and in The Star Ledger on
January 10, 2012.

Kevin Urban Kevin Urban then spoke. He said the Engineering Department of
Carteret realizes that builders make mistakes and made reference
to the elevation of a house built next to his property which caused
his property to flood. He questioned if he had to go through a
legal source and sue the town and the builder. He asked what the
remediation would be because they will not get a certificate of
occupancy until it is fixed and he was told it will be sold next
month.
He questioned who the Professional Services are for in reference
to Resolution 412 -160 "Professional Services -Jack Venturi, Esq.,
Re: Legal Defense."
GX it President Council President Diaz said he would speak to John DuPont in
Diaz reference to the problem with the elevation of the property and
in reference to the Professional Service resolutions he explained
there were three (3) of them on the Order of Business, numbers
seven (7), eight (8) and nine (9), for legal representation for
internal investigations for police officers.
Attorney Bergen Attorney Bergen explained that Municipal Court charges have
been filed against police officers and under the officers contract
they are entitled to a defense.
Kevin Urban Mr. Urban asked if Mr. Venturi is representing the town.
Attorney Beu:gen Attorney Bergen said he is representing the police officers in town
that have been charged by another individual.

Board of Health /OOA- March, April & May 2012.
Inspection of Buildings- August 2012.
Upon MMS &C by Councilmembers Sitarz and Krum and
unanimous affirmative vote of the full Council present, all Reports
were ordered to be received and placed on file.
01Mulm COMMITTEES:
BUILDINGS & GROUNDS: Committee Chairperson _ Naples
reported routine maintenance in the department and help with
Ethnic Day and all the events at the park. She said the lighting
program has proven to be effective at a cost savings to the
Borough.
FINANCE & ADMINISTRATION: Committee Chairperson Diaz
reported the tax collection period ended on September Ist and
the office is preparing delinquent notices to be mailed. He
thanked Councilmember Naples who worked with the School
Board and the Finance Office to assist with some clerical work. He
said the sewer collection bills were mailed last week and the
sewer rebate for seniors is still in effect for a one hundred (100)
dollar rebate. He reported our Finance Audit should be released
next week and he understood there is no recommendations
provided in our audit report. He then announced along with the
Middlesex County Board of Chosen Freeholders, Office of
Economic Development and the Mayor' Office, that a job fair is

being hosted in Carteret on September 27 at the Community
Center. Continued Progress.
FIRE & DOMESTIC PREPAREDNESS: Committee Chairperson Krum
welcomed back Ronald D'Onofrio as a Volunteer Fireman and
wished him the best of luck. Continued Progress.
PARKS, RECREATION & PUBLIC PROPERTY: Committee
Chairperson Bellino reported even with the weather issues, Ethnic
Day and the carnival went over well and the car show on Sunday
went well. He thanked all the people that helped out. He reported
on the third Friday in September there is a POW /MIA
Remembrance at the Garden State Arts Center and a ceremony
tomorrow at 11:00 A.M. at the National Memorial. Continued
Progress.
POLICE: Committee Chairperson Sitarz commented on the
Professional Service Resolutions on the Agenda for the Police
Officers that need representation. He reported they are deciding
on the kind of Police Cars to get this year and said they are getting
a lot of complaints about the little ones because it is hard to fit in
them. Progress.
Councilmember Bellino asked in reference to the police cars, if an
appropriation was made that they would not put the back wall up
so they could push the seat back .
Councilmember Sitarz said that's only on one (1) or two (2) cars.
PUBLIC WORKS: Committee Chairperson DiMascio reported he
spoke to Mr. DuPont about the speed bumps on Heald and
Matthew Streets and said they cannot put the speed bumps
under the parking spaces and if they are going around them when
there is no cars we cannot do anything about that. He reported
the street light was fixed on Heald and Matthews and the one on
the corner of Washington and Mathews is being worked on and

CZ`P1= cont: said one of the residents of Pekola Terrace in West Carteret is
complaining that when it rains he gets big puddles. He said he
spoke to Mr. DuPont about dropping more stone.
Councilmember Krum said there was an empty truck lost and it s
driver made a left turn behind Rite Aid and the police were there
to back him up and get him on his way
Councilmember Sitarz mentioned a new truck coming in.
Councilmember Krum said he was talking to Mr. DuPont about it.
He then went on to report the sink hole on Hagaman and Hickory
that was fixed is again sinking. Otherwise Progress.
BOARD OF EDUCATION: Committee Chairperson Naples reported
the Food Servicer that serves all of our cafeterias in the schools
have upped their game, even above regulations, explaining each
of the meals will consist of five (5) components, fruits, vegetables,
milk, grains and meat and students must select three (3) out of
the five (5) and one (1) must contain a vegetable and said the
presentation of the food has also improved. She commented that
it is nice to see that the initiatives the first lady takes in
Washington has hit us at a local level. She went on to report that
the uniform program in Nathan Hale School is highly successful,
with one hundred percent compliance and the School Board is
looking to start the program throughout the district. She said it is
very successful and asked Mrs. Diaz be given their appreciation.
She reported, for some not so good news, the CASA Program at
the Middle School did not get their grant approved. She said the
Board of Education is looking into some non - profit agencies for
funding and the Mayor is working with the legislatures. She
explained she serves on the executive board for CASA and they
were pretty much blind sided because in handing in the
application they were told things had looked good and
commented hopefully we will get better news and a solution in
the near future.

Council President Diaz said as he understood those grants are not
designed to be forever. He said he spoke from experience about a
grant he had in New Brunswick. He went on to say he is very
happy about the one hundred per cent compliance with the
uniforms and that people are happy about it and hopes it
continues into the other schools.
MAYOR -
Council President Diaz said the Mayor is visiting our sister city in
Italy and will be coming back today or tomorrow.
At approximately 6:15 P.M., after no further discussion, upon
MMS &C by Councilmembers Sitarz and Bellino and unanimous
affirmative vote of the full Council Present, the meeting was
Adjourned.
