AUTHORIZING THE REJECTION OF BIDS AND AUTHORIZING
CONTRACT NEGOTIATIONS FOR THE INDUSTRIAL ROAD DRAINAGE
CULVERT INVESTIGATION PROJECT
WHEREAS, the Borough of Carteret, (the "Borough ") has previously solicited and received
bids for the Industrial Road Drainage Culvert Investigation Project within the Borough; and
WHEREAS, upon a review of said most recent bid submittals for the said Project the Borough
Engineer determined that all of the submittals substantially exceed his estimate for said work and
funding available for said Project; and
WHEREAS, the Borough Engineer has determined to revise the scope of the project in an effort
to obtain more cost effective bid proposals; and
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of
Carteret, County of Middlesex, State of New Jersey, that the Borough Engineer is hereby
authorized to solicit bids for the revised scope of the work for the Industrial Road Drainage
Culvert Investigation Project.

and certified as a true copy of the

Supplemental Scope and Fee Proposal for Survey Services
Dear Mr. Bergen:
As you know, in furtherance of the Borough's acquisition of Lot 1.02 In Block 201 (Arthur Kill
Ferry Terminal Parking Lot parcel), we have received the review comments from the Green Acres
program. In order to finalize the survey documents for program approval, several items must be
addressed which warrant additional service and fee.
SCOPE OF SERVICES
As the property Is almost entirely surrounded by other lands of the Borough, our 2012 proposal
had excepted the service of setting of property corner markers. Per review comments recently
received and per further discussion with the program review team, the Borough is Indeed being
required to set the two corner markers on the westerly boundary of the property (common with
the private owner). We therefore propose to set these corner markers as required.
Additionally, as the title report for Lot 1.02 is the same as the title report for the large tract from
which it was subdivided, the program review team has required that we plot, depict or explain
the numerous offsite easements and restrictions, even though they are not proximate to the Lot
1.02 Itself. This would likely not have been an issue not were an updated title report been
prepared for Lot 1.02 itself.
We understand that the Green Acres program professional land surveyor who reviewed the
Initial submittal will be retiring late next week. Therefore, T &M will make every effort to set the
property corner markers and resubmit deliverables to Green Acres by July 23rd in order to
maintain reviewer continuity. Transmittal of G.A. deliverables for approval will consist of two (2)
signed, sealed and dated paper copies of the survey plan; two (2) copies of the original metes
and bounds "Description of Property" with a copy of the 81/2" x 11" reduced survey attached to
each; one (1) 3'/: floppy diskette or CD -ROM of the parcel survey lines in a .dxf format; and one
(1) completed "Surveyor's Certification and Summary Form." Copies of the above documents
will be sent to your office as well.

schedule, we propose a fee of $2,500 to perform these additional services as outlined above.
