The Agenda Meeting of the Mayor and Council of the Borough of Agerda M etirg
Carteret preceding the Regular Meeting, September 20, 2007, was held
on Thursday, September 6, 2007, 5:00 P.M., Municipal Building, 61
Cooke Avenue, Carteret, New Jersey.
PRESENT Roll Call
The following were noted present:

Noted absent was Councilman Jorge Diaz. Noted Absent
Also noted present was Borough Attorney Robert J. Bergen. Also Noted Present
STATEMENT OF MEETING NOTICE Statgmnt of Meeting
The 2007 Annual Meeting Notice was mailed to The Home News Notice
Tribune, The Star Ledger and posted on the bulletin board on
December 27, 2006.
The Meeting was opened with a minute of Silent Prayer and the Pledge Silent Prayer & Pledge
of Allegiance led by Mayor Daniel J. Reiman. of Allegiatre
The Minutes of July 26` and August 9 2007 were put on hold by the Approval of Minutes
Mayor for the next meeting.
Ordinance — First Reading Ordinance First Reading
407 -26 Capital Improvement Ordinance Appropriating
$500,000.00 for the 2007 -2008 Road Improvement Program.

Mayor's Campnt The Mayor said that they could not do this ordinance until
after the budget was adopted. The language has to be changed
to the 2007 -2008 road improvement program and other public
improvements.
Ordiname - 107 -26 Ordinance #07 -26 was introduced and adopted on First
Reading and the Clerk authorized and directed to advertise
same for Public Hearing to be held September 20, 2007, upon
First Readirg MMS &C by Councilmembers Rios and Naples. Upon
individual roll call vote, Councilmembers Bellino, Krum,
Naples, Rios and Sitarz voted in the affirmative for the
adoption. Councilmember Diaz was noted absent.
Councilmember Sitarz asked if they were referring to
Hermann Avenue near the High School.
The Mayor replied that this was Monroe and about 6 other
streets. This sets up the funding for it.

Attorney Bergen stated that he would like to have Ordinance #07 -24
on for Public Hearing also.
The Municipal Clerk said that she hasn't received it and it would have
to be published.
RESOLUTIONS: Resolutions

Resolution Arerded to Councilmember Bellino asked if the agenda could be amended to add
Include a Donated Truk a resolution accepting a truck that was donated to the Borough by
Middlesex Water Company.
Councilmember Rios withdrew his original motion and made a motion
to amend the agenda to include Resolution #7 — Accepting the truck
donated to the Borough by Middlesex Water Company.
Councilmember Naples second the motion.
Upon individual roll call Councilmembers Bellino, Krum, Naples,
Rios and Sitarz vote in the affirmative. Councilman Diaz was noted
absent.
Adopted Upon MMS &C, by Councihnembers Rios and Sitarz, the following
resolutions were adopted. Upon individual roll call vote,

PAYMENT OF BILLS Paynmt of Bills
List of Bills properly audited and signed.
Upon MMS &C, by Councilmembers Rios and Sitarz, all bills
appearing on the prepared list, properly audited and signed, were
ordered to be paid. Upon individual roll call vote, Councilmembers
Bellino, Krum, Naples, Rios and Sitarz voted in the affirmative.
Councilman Diaz was noted absent.

Special Police Re: Special Police

Mayor Reiman said that at the next Council Meeting or prior, he
will be appointing two (2) Special Police Officers. These are Class
I or Class 2 officers that will be working in the schools and paid
either by the schools or through the Borough by the schools. These
are retired police officers that will be working part -time and will
have very limited police authority but they'll be in lieu of private
security. We have two retired police officers and two off -duty
police officers. Out of the $200,000.00 that we re- appropriated for
the schools, the Board of Education has already spent close to
$100,000.00 on cameras, etc.
Councitmember Sitarz asked who was going to provide the radios.
Mayor Reiman said he thinks that they have specific radios.
The Mayor explained that one is a full police officer who goes to
the academy and graduates. It is basically a per diem police officer.

and do ordinances and whatnot. The good thing about these two

qualified so they can carry their gun as all retired police officers
can do and they would basically have limited authority given by
statue and the Chief. They were looking to replace the security
personnel stationed at the front entrances to the two schools. The
two specials would handle that and the two off -duty officers would
be more of police enforcement around the schools.

Councilmember Bellino said it would be a visual deterrent vs. a
rent —a -cop.
The Mayor said that it doesn't cost any more money and we would
be providing uniformed police with much more authority than a
security guard. He explained the Class 1 and Class 2 would work
with Captain Talalai because Class I we could do in -house
training. Class 2 may be able recertified. If not, we can make them
Class 1.
Councilmember Rios asked about using off -duty police officers.
The Mayor said they will still have two off -duty police officers.
They had negotiated a contract with an outside security agency.
We've recommended of -duty police officers and/or specials in lieu
of completely having private security. We rather have a police
presence. The private security has absolutely no authority per se
and anytime there's an issue or incident, they'd just have to call the
Police Department anyway.
Supervisor's On Call
SUPERVISOR'S ON CALL
Councilmember Sitarz noted that the other night there was an
accident in Grandma's Ice Cream store and they couldn't get a
hold of anybody to come. He suggested that a supervisor should be

on call for every holiday. They could have a lotto system. They
could put names in a hat. Whomever they designate, like Tony
Neibert, Charlie Nagy or John DuPont, let them pick up a slip and
whatever that slip says they're on call for Thanksgiving, then they
better answer that phone. Just in case we have a disaster. They
couldn't get anybody to go over there and board up where that car
went into the wall.
The Mayor said his concern is compensation but he is sure they
can do it where they can arrange for somebody to be on call for the
holidays. Ultimately it is the property owner's responsibility but
the police couldn't leave the scene while the hole was in the wall.
Councilmember Sitarz said that on the other hand, we didn't know
how bad the wall was, if it was going to cave in. If you had
somebody from the Building Department they could check it out.
These people are making big money.
Mayor Reiman agreed. He said he will see what kind of policy
they can put in place for that.

Councilmember Bellino thanked the Council for amending the
Agenda to add the resolution accepting the truck.
911 SERVICES
Councilmember Rios stated that the 911 Memorial Services will be
held on September l I 7:00 P.M. at Carteret Park.
PROPERTY MAINTENANCE
Councilmember Rios noted that he, Mr. Neibert and Mr. Bergen
are working on an ordinance change where if property is neglected
or we have to make repairs that we can have something on the
books to charge them or put a lien on the property. If property is

neglected and our people have to cut the lawn, at lease now we
would be able to be compensated.
Ehnen Relations
Cartrdssion HUMAN RELATIONS COMMISSION
Councilmember Rios informed the Mayor and Council that there is
a vacancy on the Human Relations Commission. Our Chairperson,
Alexandra Lopez resigned for personal reasons. If anyone knows
someone interested in the position, let him, the Mayor or Mayor's
Office or the Clerk's Office know if you have anyone interested in
the position so we can fill it ASAP.

unanimous affirmative vote of the five (5) members present, the
meeting was opened to the public.
Closed to Public Upon MMS &C, by Bellino and Rios and unanimous affirmative
vote of the five (5) members present, the meeting was closed to the
public.

There being no further business or discussion, upon MMS &C, by
Councilmember Rios and Bellino, and unanimous affirmative vote
of the five (5) members present, the meeting adjourned at
approximately 5:15 P.M.
