A Regular Meeting of the Mayor and Council of the Borough of gp P1�
Carteret was called to order by Mayor Daniel J. Reiman, Thursday,
January 30, 2014, 6:00 P.M., Council Chambers, Memorial January 30, 2014
Municipal Building, 61 Cooke Avenue, Carteret, New Jersey.
Upon Individual Roll Call Vote the following were noted present: POLL CALL
Councilmember Vincent Bellino

Randy Krum

Joseph W. Sitarz
Noted Absent was Councilmember Jorge Diaz.
Also noted present was Municipal Clerk, Kathleen M. Barney, and
Law Director, Robert J. Bergen.
The meeting was opened with a minute of silent prayer and the ate of Silent Prayer/
Pledge of Allegiance led by Mayor Daniel J. Reiman. Plebe of Allegiame
The Clerk stated that on January 6, 2014, the 2014 Annual Notice SDUE4NP CF t& TEC
was mailed to The Home News Tribune, The Star Ledger and N)ITCE
posted on the Bulletin Board. Notice was published in the Home
News Tribune on January 8, 2014 and The Star Ledger on January
9, 2014.

MLNUILS FOR Upon MMS &C by Councilmembers Sitarz and Bellino and
APi"AL. unanimous affirmative vote of the five (5) Councilmembers
present, the Minutes of January 5 and 23, 2014, were approved
and transcribed and engrossed by the Clerk.

"Ordinance AendirC ORDINANCE #14 -5 was introduced and adopted on First Reading
25 -31 Re: Loadiig and the Clerk authorized and directed to advertise same for Public
Zon�s' Hearing to be held on February 13, 2014 upon MMS &C by
Councilmembers Bellino and Krum . Upon Individual Roll Call Vote
Councilmembers Bellino, DiMascio, Krum, Naples and Sitarz voted
in the Affirmative. Councilmember Diaz was noted Absent.

Re: Oudunax:e #14 -5 Mayor Reiman explained this ordinance has to do with permitting
a loading and unloading zone for parents who are dropping off
students at the Excel Learning Center which is also the Head Start
Program, at the Terminal Building (the old AIRCO), which was also
the Board of Education Building in the nineties for special needs
students. He explained now the northern side of Terminal Avenue
has no parking, no drop off and is completely restricted.

present and had an RFQ and information which they submitted to
the Mayor and Council.
Mayor Reiman asked them if they previously submitted this
information.
The representative said they had.
Upon MMS &C by Councilmembers Sitarz and Bellino and Public Portion Closed
unanimous affirmative vote of the five (5) Councilmembers
present, the public portion was closed.
Mayor Reiman read the following resolutions into the record: RESOIIJJICM
1. #14 -20 Directing the Issuance of Various Raffle Licenses.
2. #14 -21 Authorizing Mayor and /or Director of Engineering
to Execute a TWS Permit for 2014 with Regards to NJDEP
for Various Projects Within the Borough.

Road Improvement Program.

Mayor Reiman asked the Council if they had any questions.
There were no questions from the Council.
Mayor Reiman asked for a motion on the Consent Agenda.

COMMITTEES:
BUILDINGS & GROUNDS: Committee Chairperson Naples
reported for the last two (2) weeks the department has been
doing maintenance with the ice and snow. She reported some
future projects for this department will be replacing the floor in
the lunch room and some potential work in the West Carteret Fire
House.
FINANCE & ADMINISTRATION: In the absence of Committee
Chairperson Diaz, Mayor Reiman reported progress in this
department.
FIRE & DOMESTIC PREPAREDNESS — Committee Chairperson Krum
reported the Fire Department continues to receive training on the
EMS charts and the new EMS Data and Filling Program, of which
all personnel started using this on January 1 will be fully
implemented by February 1 s `, which will eliminate the use of
paper charts. He reported that three (3) Carteret firefighters have
completed state required training and two (2) others will
complete this training in February. He reported we will be Fit
Testing all our interior certified firefighters by third party for the
first time ever this February. All firefighters will be tested for
pulmonary function and have vital statistics taken with NFPA
standards and this program is part of our ongoing effort to bring
all items into compliance with the best industry practices, state
and federal law and national standards. Progress.
PARKS, RECREATON & PUBLIC PROPERTY — Committee
Chairperson Bellino reported progress in the department and
commended how they are working together to keep the streets
clear of snow.

01`TiL= COnt: POLICE — Committee Chairperson Sitarz reported and referred to
the Mayor, that he and the DC will be sitting down with him
probably next week to discuss new police cars. Progress.
PUBLIC WORKS: Committee Chairperson DiMascio reported the
workers have done a great job on the last few snow storms and
also with their daily jobs. Progress.
mayor Reinm Mayor Reiman said we are looking to convert the old pumper
truck and the Elgin sweeper into brine treatment trucks for the
roadway . He said it is reported that today's technology, with the
pre- treatment of the road with the brine, is only about 30 cents a
gallon and could significantly help us with the ice and snow
conditions. He said he has engineering and the DPW crushing
numbers on it.
BOARD OF EDUCATION — Committee Chairperson Naples reported
she received many compliments on the snow removal. She
reported the teacher in the Library Program, sponsored by the
Mayor and Council, is getting phenomenal reviews and lots of
children are being helped and parents are also coming in for
instruction. She reported the school amended their calendar to
include an abbreviated session on February 18`
N'ayor Reiman Mayor Reiman said the Boys and Girls Club also expanded the
tutoring program for one on one on Saturday in addition to the
homework help.
Mayor Reiman thanked Councilman Sitarz for coming in and doing
many hours of plowing.

Mayor Reiman said he is reappointing John Wyatt for Emergency Hrezgemy P nerrent
Management Coordinator. Coordinator
Mayor Reiman said the problem with the Deputy Court D2�uty Cart Aadinistrator
Administrator has been resolved explaining there was a process
by which he made the appointment and the Council had
concurred. He commented the State Law and the Civil Service
Regulations and the Courts Administrative Office of the Courts all
contradict each other, so ultimately the presiding judge Travis
Francis has approved the appointment but we still need to certify
that. He then made the appointment for Susan Gadecki to be the
Deputy Court Administration and explained it needed Council
Consent and then asked for their consent. Upon MMS &C by
Councilmembers Sitarz and Naples and unanimous affirmative
vote of the five (5) Councilmembers present the motion to make
Susan Gadecki the Deputy Court Administrator was approved. He
explained Susan has been with the Borough for about twenty (20)
plus years and has been the Acting Deputy Coordinator and the
Superior Court just recently approved her appointment. He
explained she is the only one working in the court that has the
ability for the appointment.
Mayor Reiman said he will make the appointment of our Mnicipa J*e
Municipal Court Judge at the next meeting.
After no further discussion, upon MMS &C by Councilmembers AD CUX MIFD
Sitarz and Bellino and unanimous affirmative vote of the five (5)
Councilmembers present, the meeting was Adjourned at
approximately 6:10 P.M.
