AN ORDINANC E OF THE CI T Y O F JEFFERSON , MISSOUR I, AUTHORIZING THE MAYOR AND CITY
CLERK TO EXECUTE AN AGR EEMENT WITH JEFFERSON ASPHALT COMPANY FO R THE 2013
MILL AN D OVERLAY PROJECT.
WHEREAS, Jefferson Asphalt Company has become the appa rent lowest and best bidder on the
2013 Mill and Overlay project;
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF J EF FERSON , MISSOURI ,
AS FO LL OWS:
Sect ion 1. The bid of Jefferson Aspha lt Company is declared to be the lowest and best bid and is
hereby accepted .
Section 2 . The Mayor and City Clerk are hereby authorized to execute an agreement with
Jefferson Asp halt Company for the 2013 Mill and Overlay project.
Section 3. The agreement sha ll be substantially the same in form and content as that agreement
attached h ereto as Exhib it A.
Section 4 . This Ordinance shall be in full force and effect from and after the date of its passage
and approval.

BIDS RECEIVED:
Jefferson Asphalt, Jefferson City, MO $1,005,199.17
The RFB was advertised in News Tribune, posted on the city web site and sent to seven plan
rooms. Four firms requested plans and specifications.

PAST PERFORMANCE:
In the past, Jefferson Asphalt of Jefferson City, MO has completed awarded projects as specified
and bid.
RECOMMENDATION:
Staff recommends award of Bid 2665 to Jefferson Asphalt of Jefferson City, Missouri in the
amount of $1,005,199.17 to complete the Mill and Overlay project.

Public Works has completed a review of the bids opened at 1:30 P .M . on April 2 , 2013 for the
above noted project. As part of the review all the bids were tabulated to check for math errors
and to compare unit price quotes of the va ri ous contractors. Attached to this memo is the
tabulation of the one (1) bid that was received for the project, as well as a listing of the
registered plan holders.
Based on our review, we recommend acceptance of the bid from the low bidder Jefferson
Asphalt Company, PO Box 104868, Jeffe rson City Missouri 65110. The total amount of the
contract will be $1,005, 199.17 . ·
The project wi ll be expensed as follows :
