A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING
A SUBSTANTIAL AMENDMENT TO THE 2010 -2011 AND 2011 -2012 HUD ANNUAL
ACTION PLANS
WHEREAS, the City of Lynwood approved the use of HOME funds for fiscal
years 2010 -2011 and 2011 -2012, inclusive of activities specified within their respective
Annual Action Plans; and
WHEREAS, the City of Lynwood is required to reserve and commit 15% of its
annual allocation of HOME funds to a qualified Community Housing Development
Organization (CHDO); and
WHEREAS, the need exists to reallocate funds in order to meet a June 30, 2012
commitment deadline and avoid the de- obligation of funds; and
WHEREAS, The City of Lynwood proposes to enter into a HOME Program
Reservation and Commitment Agreement with Habitat for Humanity of Greater Los
Angeles, a qualified CHDO, to assist the City in carrying out the HOME requirements of
providing affordable housing opportunities to low- and very-low income residents; and
WHEREAS, The City wishes to reserve and commit both CHDO funds and
previously allocated but unspent Housing Rehabilitation funds; and
WHEREAS, The Home CHDO funds are committed via a HOME Funds Program
Reservation and Commitment Agreement, which will be considered as a separate
approval by the City Council (concurrently); and
WHEREAS, The City proposes to reserve /commit CHDO funds of $620,000 to
Habitat for Humanity of Greater Los Angeles; and
WHEREAS, The City Council will consider as separate actions, and retain
approval authority for all proposed projects funded with HOME CHDO funds which are
being reserved /committed; and
WHEREAS, Upon approval and execution of the HOME Funds Program
Reservation and Commitment Agreement, the commitment of funds will be entered into
HUD's reporting and financial management tracking system, "IDIS "; and
WHEREAS, the adoption of a Substantial Amendment will allow the City to
comply with the commitment and expenditure requirements of the HOME program,
while meeting its housing goals.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. Approve and Adopt amendments to the City of Lynwood HUD
Annual Action Plans, as follows:
a. Amend the FY 2010 -2011 Annual Action Plan to allocate $100,669.05 from
CHDO Activity, to FY 2011 -2012 CHDO Activity
b. Amend the FY 2010 -2011 Annual Action Plan to allocate $215,244.02 from
Housing Rehabilitation Activity, to FY 2011 -2012 CHDO Activity
c. Amend the FY 2011 -2012 Annual Action Plan to allocate $215,244.02 from
Housing Rehabilitation Activity, to FY 2011 -2012 CHDO Activity
Section 2. This Resolution shall go into effect immediately upon its adoption.
