Withers, Director of Redevelopment BY: Annette Potts, Deputy Director of Administrative Services SUBJECT: Fiscal Year 2012 Consolidated Annual Action Plan The Department of Housing and Urban Development (HUD) has granted Lynwood federal funds in the amount of $1,612,593 for use during fiscal year 2012 -13 (July 1, 2012 — June 30, 2012). The funding breakdown is as follows: FY 2012 CDBG Allocation $1,124,042 CDBG Prior Year's Funds 80,000 TOTAL CDBG FUNDS $1,204,042 FY 2012 HOME Allocation $316,742 HOME Program Income 91,809 TOTAL HOME FUNDS $408,551 On April 17, 2012, Lynwood City Council allocated CDBG and HOME funds as depicted in the chart below: General management, oversight, coordination and CDBG monitoring of CDBG funded activities and public $206,808 NIA Administration information for HUD funded activities. CDBG administration provides HUD required reports such as the Consolidated Plan, Consolidated Annual Performance and Evaluation (CAPER), and Labor Standards Enforcement. Program ensures that Lynwood residents receive equal opportunities to rent, lease, or purchase Fair Housing housing without regard to race, religion, sexual $18,000 50 people Services orientation or gender, in addition to investigating housing discrimination complaints and providing housing counseling. The Code Enforcement program addresses property maintenance, zoning and building violations throughout the most deteriorated and deteriorating areas, located within CDBG areas, through a combination of public education and enforcement of $256,221 1,000 code compliance inspections Code Enforcement the Lynwood Municipal Code. Senior Citizens Program Provides services and activities that enrich and enhance the lifestyle of Lynwood senior citizens. Activities include coordination of a daily meals $50,000 50 people program, exercise and health classes, computer training, free legal services, HMO assistance, and an array of senior interest classes. Referrals also are made to other service programs that can address the needs of L nwood's senior residents. Crossing Guards Provides safe crossing at Lynwood street intersections. The City also encourages the $50,000 6 crossing locations dissemination of information to parents and children concerning the safest routes to the school in conjunction with the City's Public Works department — traffic division HOME Program Provide general management and oversight of $31,674 NIA Administration HOME funded activities. 10% maximum HOME Program CHDO Project Project provides funds to Community Housing Organizations (CHDO) for the development of $47,511 1 unit affordable housing. HOME Program Housing Rehabilitation Provide home improvement loans for a maximum of $35,000 and Grants for a maximum of $10,000 to low /moderate income homeowners. Within the $10,000 grant amount, there will be a provision to assist those owners who have emergencies which $329,366 8 families present immediate threat to the integrity of the structure or the health and safety of the occupants.
