HomeMy Public PortalAbout034-2018 - Grant - Rose ViewCOMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA ORDINANCE NO.34-2018 AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF TRANSPORTATION WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any documents necessary to receive money from the state or federal government or any other source, and said documents are prepared and executed by the City executive administration, provided that the Common Council of the City of Richmond as the legislative body of the City approves an ordinance for the appropriation of any monies received in accordance with IC 36-4-6-18; and WHEREAS, The U.S. Department of Transportation is authorized to make grants to states through the Federal Transit Administration (FTA) to support capital, operating, and feasibility study assistance projects for non -urbanized public transportation systems under Section 5311 of the FTA Act of 1964, as amended; and WHEREAS, The Public Transit Section, Indiana Department of Transportation (INDOT) has been designated by the Governor to make Section 5311 grants for public transportation projects; and WHEREAS, The Indiana Department of Transportation has grant funding available; and WHEREAS, The City of Richmond, by and through the City of Richmond, Rose View Transit, has submitted or will submit a grant application to assist with operating and capital expenses for Rose View Transit for 2019; and WHEREAS, The contract for financial assistance will impose certain obligations upon the applicant, including the provision by it of the local share of the project costs; and WHEREAS, The City will provide up to One Hundred Seventy-three Thousand Two Hundred Seventy- four Dollars and Zero Cents ($173,274.00) in local general funds towards transportation services (both capital and operating) in 2019; and WHEREAS, The City will also provide up to Two Hundred Sixty-one Thousand Three Hundred Sixty- three Dollars and Zero Cents ($261,363.00) in local fare box, advertisements, and Life Stream grant funds (estimated revenue figures) for the local match. follows: NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, as 1. The City of Richmond in accordance with IC 36-1-4-10 has submitted or will submit a grant application to the Indiana Department of Transportation to assist with operating and capital expenses for Rose View Transit for 2019. 2. The total project cost is estimated to be a total amount up to One Million Three Hundred Eighty-nine Thousand Two Hundred Ten Dollars and Zero Cents ($1,389,210.00). 3. The City of Richmond, by and through the City of Richmond, Rose View Transit, is authorized to accept said grant funding from the federal (FTA) and/or state (INDOT) governments in an amount up to Nine Hundred Fifty-four Thousand Five Hundred Seventy-three Dollars and Zero Cents ($954,573.00). 4. If awarded, the federal, state, and local match breakdown for both operating and capital expenses will be distributed in amounts up to the following estimates: OPERATING EXPENSES Federal: $523,035.00 State: $375,594.00 Local: $428 421 00 Total: $1,327,050.00 CAPITAL EXPENSES Federal: $49,728.00 State: $6,216.00 Local: $6 216 00 Total: $62,160.00 5. Said federal and state funds, if awarded to the City of Richmond, Rose View Transit, shall be appropriated as follows: a) Up to Eight Hundred Ninety-eight Thousand Six Hundred Twenty-nine Dollars and Zero Cents ($898,629.00) to assist with operating expenses for Rose View Transit for 2019; and b) Up to Fifty-five Thousand Nine Hundred Forty-four Dollars and Zero Cents ($55,944.00) to assist with capital improvements for Rose View Transit in 2019. 6. The City will provide up to One Hundred Sixty-seven Thousand Fifty-eight Dollars and Zero Cents ($167,058.00) in local general funds towards transportation services in 2019. 7. The City will also provide up to Two Hundred Sixty-one Thousand Three Hundred Sixty- three Dollars and Zero Cents ($261,363.00) in local fare box, advertisements, and Life Stream grant funds (estimated revenue figures) for the local match: ESTIMATED REVENUE (2019) Fare Box: $205,000.00 Advertisements: $20,000.00 Life Stream 9 Grant: $36 363 00 Total: $2 1,363.00 Passed and adopted thisd� day f 2018, Richmond, Indiana.
