This permit must be posted in a conspicuous location in the front of building and protected from the weather. If this permit is not posted work
will be stopped. The building contractor will replace curb paving and gutter broken during construction. This permit will be voided unless
work has begun within six months of the date of issuance.

RE: Letter of Permission (LOP), Surfers for Autism, Placement of Temporary Festival
Structures, City of Tybee Island, Chatham County, Georgia.
Dear Mr Ryan:
This Letter of Permission (LOP) is in response to your request dated August 6, 2012 to sponsor
the 2012 Surfers for Autism event on the beach seaward of 16th Street and Strand Avenue, Tybee
Island, Georgia. Surfers for Autism will provide special needs children an opportunity to surf and
socialize with other surfers and their family members.
Your request includes the placement of a sixteen (16) 10' X 10' tents and five (5) 20'X 20' tents,
all of which will be placed on the dry sand beach located seaward of 16th and Strand and
approximately 100 feet south of the pier & pavilion. The event will be set up Saturday,
September 8 and removed Saturday, September 8, 2012.
All activities proposed in association with Surfers for Autism will occur seaward of the sand
dunes. No impacts to the sand sharing system are proposed and access to the beach is available to
the public at existing crossovers along the strand.
The Department authorizes the placement of amenities as identified in 2012 Surfers for Autism
Site Plan (attached). No heavy equipment or vehicles are allowed on the beach in connection
with this project. All construction and lighting must comply with Department of Natural
Resources Sea Turtle Guidelines.
This Letter of Permission is not meant to exempt the above referenced activity from future
environmental laws. This project must comply with all other Federal, State, and local statutes,
ordinances and regulations.

(* small tent) that is displaying a sewn on "Warning label" has been certified by the
manufacturer or its supplier as have being made of a flame resistant material so that:
The Fabric (500d Polyester) and has been independently tested and shown to meet or exceed
the minimum requirements of CPAI - 84 tent and wall material.
The CPAI -84 meets the requirements in the following codes:
• California State Fire Marshal, Title 19, Subchapter 1, Article 4 section 332 (a) (2)
Definition :
• Small Tent . A tent designed for use by less than 10 people. (California State Fire

1. Section 13115(b) specifically states tents not awnings etc. as in 13115(a). Are
canopies for less than 10 persons (easy-ups used at street fairs etc.) considered
tents in section 13115 (b)?
Yes, canopies could be deemed to be tents. While the Health and Safety Code
does not give a definition of a canopy, Section 3207 of the California Fire Code
(2001), which is adopted by the State Fire Marshal, clearly indicates that tents and
canopies shall be flame retardant.
2. Does it make a difference if cooking is being conducted under the easy -up
(10x10) canopy?
No. The provisions in Article 32, Section 3216.1 of 2001 California Fire Code
concerning cooking and heating apply to these canopies.
