work has begun within six months of the date of issuance.

RE: Letter of Permission (LOP), Surfers for Autism, Placement of Temporary Festival
Structures, City of Tybee Island, Chatham County, Georgia.
Dear Mr Ryan:
This Letter of Permission (LOP) is in response to your request dated August 6, 2012 to sponsor
the 2012 Surfers for Autism event on the beach seaward of 16th Street and Strand Avenue, Tybee
Island, Georgia. Surfers for Autism will provide special needs children an opportunity to surf and
socialize with other surfers and their family members.
Your request includes the placement of a sixteen (16) 10' X 10' tents and five (5) 20'X 20' tents,
all of which will be placed on the dry sand beach located seaward of 16th and Strand and
approximately 100 feet south of the pier & pavilion. The event will be set up Saturday,
September 8 and removed Saturday, September 8, 2012.
All activities proposed in association with Surfers for Autism will occur seaward of the sand
dunes. No impacts to the sand sharing system are proposed and access to the beach is available to
the public at existing crossovers along the strand.
The Department authorizes the placement of amenities as identified in 2012 Surfers for Autism
Site Plan (attached). No heavy equipment or vehicles are allowed on the beach in connection
with this project. All construction and lighting must comply with Department of Natural
Resources Sea Turtle Guidelines.
This Letter of Permission is not meant to exempt the above referenced activity from future
environmental laws. This project must comply with all other Federal, State, and local statutes,
ordinances and regulations.

1. Section 13115(b) specifically states tents not awnings etc. as in 13115(a). Are
canopies for less than 10 persons (easy-ups used at street fairs etc.) considered
tents in section 13115 (b)?
Yes, canopies could be deemed to be tents. While the Health and Safety Code
does not give a definition of a canopy, Section 3207 of the California Fire Code
(2001), which is adopted by the State Fire Marshal, clearly indicates that tents and
canopies shall be flame retardant.
2. Does it make a difference if cooking is being conducted under the easy -up
(10x10) canopy?
No. The provisions in Article 32, Section 3216.1 of 2001 California Fire Code
concerning cooking and heating apply to these canopies.

Article 5. Laboratory Accreditation
213. Approved Testing Organization.
(a) Qualifications. It shall be incumbent upon persons, firms, corpora-
tions, or associations desiring approval as a testing organization to corpo-
rations, or associations desiring approval as a testing organization to initi-
ate a request and present to the State Fire Marshal evidence of their
qualifications which in the judgement of tho State Fire Marshal is suffi-
cient to grant approval. For the purposes of this tattle, an approved test -
ing organization shall moan any person, firm, corporation, or association
which conforms let al of the following;
(I) Equipped orhas access to facilities which are equipped to perforua
tests in accords to with the required teat procedures.
(2) Organizations which employ personnel who are qualified for tent-
ing_ Evidence of such qualifications may include persons who are regis-
tered engineers in an appropriate discipline.
(3) .Approved by the State Fire Marshal.
(b) Discontinued Approvals. Approvals granted to any testing organi-
zation either prior to or after the effective date of this aeotionmay contin-
ue in effect unless rescinded by the State Fire Marshal for cause.
(c) Affidavit. The applicant requesting approval shall submit a note -
rizcd affidavit to the effect that;
(1) The applicant and thc testing organization has no financial interest
in any c ompany menufeentriag or distributing any portion of the products
to be tested or inspected.
(2) The tearing organization is not owned, operated 'or controlled by
any company manufacturing or distributing any portion of the products
to be tested or inspected.
(d) Sample Test Reports. The applicant shall submit sample copies of
typical test reports to demonstrate their completeness and compliance
with requirements of the test standard.
(c)lnspeetions. Test facilities shall be subject to periodic unannounced
inapeions to verify the adequacy of existing test equipment, test meth-
ods, certifications and personnel. If the inspection reveals noncom -
plienoc, the State Fire Marshal may rescind his approval and remove the
laboratory from the list.
(f) Change of Status, Approved testing organizations shall notify the
State Fire Marshal at his Ssemzuento address of any of the following oc-
currences within 30 days of such events. Notification shall be in writing.
(1) Any change in name or address,
(2) Any change in major lest equipment or procedures.
(3) Changes in principal officers or in supervisory and responsible per-
sonnel.

215. inspection Agency.
(a) General. An approved inspection service agency is any person,
firm, corporation, or association which periodically and on a continuous
basis, conducts inspections of listed materials and equipment to deter-
mine if the produotionline fabrication and workmanship is in accordance

A single fire alarm control unit which incorporates any combination
of functions (such as alocal signaling control unitdesigned for auxiliary
connection) shall be considered for a single listing. Such listing may in-
clude units used in conjunction with any of the following actuating meth-
ods- Automatic Fite allure, manual fire alum, sprinkler supervisory, or
waterflow alarm.
(b) Devices, Fire alarm and autoruelie sprinkler devices, for the pur-
pose of a single listing, may have variations in size, dimensions, ratings,
=vent and voltage but shall not include variations in method of opera-
tion.
(c) Fi re A1armProhibitions. When any equipment or systems specified
in Section 204(c)(2) is to be connected to any fire alarm control unit or
Bee alarm device, such control unit or device shall be so designed and ar-
ranged that;
(1) The electrical design of thc equipment or systems shall not be into-
Foil to the internal circuitry of the fire alarm control unit of the system
or device, and
(2) Such equipment and systems shall be served by a power supply or
circuit independent of the power supply or circuit necessary for the func-
tion of the control unit or device, and
(3) Such equipment and systems shall be interconnected to the control
emit oldie system or device by relays or switching devices which wii1 pro-
vide electrical isolation from the system or device to preventinterfcrenoe
or interruption of the normal or intended operation of the fire alarm sys-
tem or device.
(d) Service. The listee of fits alarm systems and fire alarm devices
shall filenotice of the establishmcnxoffacilities and evidence o(capabili-
ty to provide for the repair of their approved and listed systems and de-
vices.
(e) Restoration. Required Systems_ Listees of fire alarm equipment
used or intended for use on fire alarm systems required by Subchapter 1
of these regulations shill, at the time of application for approval and list-
ing, include evidence of the capability to restore to operating condition,
fisted fire alarm systems. within 24 hours of notification.
(0 Continuity. Service and restoration facilities shall be maintained
(err the duration of listing and the listee shall file notice of the establish-
ment of new facilities or discontinuance of any previously established fa-
cilities, within SD days of the establishment or discontinuance of service
facility.
Organizations designated by a listee as a service or restoration facility
shall file with the notice, certification of service or restoration capability,
geographical eons, and evidence of service equipment, qualified
service personnel and the necessary stock of parts and devices.
Service and restoration organization€ who engage in the sale, distribu-
tion orinstmation of f i r e alarm systems or devices requiring a S talc Con-
tractor's License shall file such evidence with their notice.

§ 209. Required Submissions; for Liefing.
(a) Sample Specimens. In addition to the application and fee required
by Section 206, the State Fite Marshal may require that sample speci-
mens, taken fromregularproduction, be submitted to him for evaluation.
The State Fire Marshal may require the assembly or erection of a sample
specimen for evaluation purposes.
The applicant shall assume all responsibility relating to the assembly
or erection of such specimen, including but not limited to the cost, liabil-
icy and removal thereof. The applicant shall arrange for the removal of
any specimen submitted to the Stele Fire Marshal or which has been as-
sembled or erected pursuant to this section, within 60 days of notification

§319. Fire Extinguishers and Other Fire Protection
Equipment.
(a) One Class 2 -A fire extinguisharshall be provided in every tent hav-
ing a floor Brea between 500 square feet and 1,000 square feet plus one
2 -A fire extinguisher in each auxiliary adjacent tent- One additional ex-
tinguisher shall be provided for each additional 2000 square feet or frac-
tion thereof.
(b) At least one Class 10 B-C fire extinguisher shall be provided with
retch generator or transformer.
(c) At least one Class 10 B-C fire extinguisher shall be provided in
kitchen, dining areas, and at locations where flammable or combustible
liquids or flammable gases are used, stored, or diBpensed.
(d) Tents having acapaoity of 1,000 or mortpersDos shall be protected
on each of the long sides with fire hose lints of et loaaat 11/2 inch internal
dienieter and of sufficient length to reach either end of the tent. The water
supply shell be either from the public water mains or from tanks having
a capacity of not loss than 500 gallona. There shall be at least 65 pounds
of flowing pressure at the nozzle of the hose line when a 1/2 inch tip is
used.
(e) The enforcing authority may modify or waive any of the require-
ment of this section and may accept other types of fire extinguishing

(3) If registered fabric, the trade name and registration number of the
approved fabric, and the date of production.

formation in subsecdo 1(a), or shall comply with the provisions specified
in CPA1 --84 (1975) which reads as follows:
(1) Certification. A statement that the =tubas used in the manufac-
turer of the iiem meet the flame resistance requirements of CPAI -84,
(2) Manufacturer Identification. An identification of the manufacturer
of the item. If the item bears a private )abet, it shall identify the private
labeler and shall also contain a code mark which will permit it the seller of
the item to identify the manufacturer to the purchaser upon request.
(3).Code Number. A number enabling the manufacturer to identify
from his records the suppliers and suppliers' lot numbers of the ccnified
materials used in the itent_ The manufacturer shall also maintain records
identifying the parties to whom he told camping tentage. Further, he shall
maintain records identifying items uvtnufactured from lots of certified
