HomeMy Public PortalAboutTraffic Study Scope      MEMORANDUM   Date: November 4, 2008 Project #: 9670.0  To: Bradley Krausharr, City of McCall  Michelle Groenevelt, City of McCall  Pam Golden, Idaho Transportation Department    CC: Brian O’Morrow, Browns Industries  Violet Patton, Secesh Engineering    From: Yuri Mereszczak, Chriss Ruiz, and John Ringert, PE  Project: Proposed East Airport PUD  Subject: Proposed Scope of Work    This memorandum provides an outline of our proposed scope of work for the East Airport PUD  Master Plan transportation impact study (TIS). This memorandum was prepared based on our  discussions with the Idaho Transportation Department (ITD) on October 17, 2008 and the City of  McCall on October 20, 2008, our preliminary due diligence work on the proposed transportation  impacts, our discussions with the owner of the property and Secesh Engineering, and our  knowledge of ITD traffic impact study requirements and the City of McCall’s Comprehensive  Plan. This memorandum addresses the following items:  o Project Description  o Estimated Trip Generation  o Estimated Trip Distribution  o Traffic Analysis Assumptions  PROJECT DESCRIPTION The proposed East Airport PUD will be located east of State Highway (SH) 55 extending from  Krahn Lane to approximately 0.8 miles south of Elo Road. The project will consist of  approximately 70 new aircraft hangers, approximately 60,000 square feet of light industrial uses,  park, approximately 40,000 square‐feet of office space, and approximately 60 acres of mixed  industrial uses. In addition, 35,000 square‐feet of airport related commercial uses and a 75‐room  hotel are proposed adjacent to a planned small private/commercial airport terminal.   In the near‐term, one industrial parcel at the south end of the property is planned to be developed  into a concrete and asphalt processing plant. All other industrial parcels are planned for long‐ term build‐out. The site plan shows four parcels in the southeast corner of the development  planned for rural residential zoning designation; however, in conversations with Brown’s  Proposed East Airport PUD Project #: 9670.0 November 4, 2008 Page 2 Kittelson & Associates, Inc. Boise, Idaho Industries, they indicated no intent to develop or sell these parcels at any time in the foreseeable  future. Figure 1 illustrates the site vicinity map and Figure 2 provides the proposed site plan.   The assumed ultimate build‐out year for the proposed development is the year 2023. The TIS will  also analyze an initial, near‐term phase of development (Phase 1) scenario, which assumes the  development of the 70 aircraft hangers, 30,000 square‐feet of light industrial, and 20,000 square‐ feet of office in addition to the concrete and asphalt processing plant by the year 2014.    Access to the site is planned via a public street system that connects to two new access points on  SH 55. One access is proposed at Krahn Lane (existing T‐intersection with a proposed west leg  extension) and a second access is proposed via a new roadway, Risto Road (proposed roadway  approximately 0.5 miles south of Elo Road). While access at Elo Road has been discussed, it is not  of part of the current proposed development.    ESTIMATED TRIP GENERATION Projections of weekday p.m. peak hour vehicle trip ends for the proposed East Airport PUD were  estimated based on the Trip Generation Manual, 7th Edition, published by the Institute of  Transportation Engineers (ITE) (Reference 1). No pass‐by trips were assumed. A 6% daily internal  capture and a 3% p.m. peak hour internal capture were assumed for only the year 2023 full build‐ out trip generation scenario. The internal trip capture was estimated using information provided  in the ITE Trip Generation Handbook (Reference 2). Tables 1 and 2 summarize the estimated trip  generation for Phase 1 and full build‐out of the proposed development, respectively. All volumes  shown are rounded to the nearest five vehicles.  Information was gathered from a potential operator of this concrete and asphalt processing plant  as to the expected trip generation from the plant. It is expected that, on average, the site will  produce approximately 100,000 tons per year operating under an eight‐month season. This  equates to approximately 28 truck loads per day. According to the potential operator, shifts  during a typical weekday run from approximately 6:30 a.m. to 6:30 p.m. except on Friday  afternoons where shifts end by 4:00 p.m. on Friday afternoons. Trucks typically try and avoid  trips in and out of the site during the a.m. and p.m. peak hours, but the potential operator of the  site suggested using a conservative estimate of 10 to 15 trips during the weekday a.m. and p.m.  peak hours. It is assumed that a maximum of five heavy vehicle trips will be generated by the  concrete/asphalt plant during the both the weekday p.m. peak hour and summer Friday p.m.  peak hour. Tables 1 and 2 provide the heavy vehicle estimates for the concrete/asphalt plant  along with heavy vehicle estimates for the other industrial parcels based on data provided in the  ITE Trip Generation Handbook (Reference 2). Based on discussions with Brown’s Industries and the  location of the proposed plants, it is expected that all of the truck traffic will access SH 55 via  Risto Road.  Proposed East Airport PUD Project #: 9670.0 November 4, 2008 Page 5 Kittelson & Associates, Inc. Boise, Idaho As shown in Table 2, under full‐build out conditions, the development is expected to generate  approximately 790 net new trips during the a.m. peak hour, 830 net new trips (215 inbound, 615  outbound) during the p.m. peak hour, and a total of 7,285 net new trips daily. The traffic impacts  during the weekday p.m. peak hour will be analyzed along with the summer Friday p.m. peak  hour under year 2023 full build‐out traffic conditions.  TRIP DISTRIBUTION The distribution of site‐generated trips onto the roadway system within the study area was  assumed to match the estimated trip distribution pattern assumed in the Draft Krahn Lane Crossing  Transportation Impact Study (also referred to as the King’s Development) on the northeast corner of  the SH 55/Krahn Lane intersection (Reference 4). This estimated trip distribution for the East  Airport PUD development is illustrated in Figure 3. It is requested that the reviewing agencies  provide any additional insight on the trip distribution to be used in the study.  TRAFFIC ANALYSIS CONSIDERATIONS The TIS will include the following study intersections as illustrated in Figure 2:  • Krahn Lane/SH 55 (existing T‐intersection with proposed west leg extension into the site)  • Risto Road/SH 55 (proposed T‐intersection)  An evaluation of sight distance will be performed at both of the study intersections. Also, the  need for right‐ or left‐turn lanes will be evaluated based on both ITD Turn Lane Warrant  procedures and National Cooperative Highway Research Program (NCHRP) Report 457:  Engineering Study Guide for Evaluating Intersection Improvements procedures.  An investigation of the ITD 2009‐2013 Statewide Transportation Improvement Program showed  no planned near‐term intersection or roadway improvements in the vicinity of the site (Reference  5). Therefore, no intersection or roadways improvements will be assumed under year 2014 traffic  conditions.   Based on discussions with the City of McCall, the proposed King’s Mixed‐Use Development was  identified as the only in‐process development in the site vicinity. The estimated traffic generated  by this development will be incorporated at the study intersections under both year 2014 and  year 2023 background and total traffic conditions.  Proposed East Airport PUD Project #: 9670.0 November 4, 2008 Page 8 Kittelson & Associates, Inc. Boise, Idaho Two time periods are proposed to be studied:  Summer Friday P.M. Peak Hour:  This time period represents the worst‐case traffic  conditions because normal weekday traffic is combined with the weekend recreational  traffic on SH 55.   Summer Weekday P.M. Peak Hour:  This time period represents a typical commuter peak  hour during the highest traffic volume months.   The year 2006 traffic counts from the Krahn Lane Crossing study were utilized as the year 2008  existing counts since traffic growth has not occurred since 2006.  Table 3 summarizes the average  daily traffic (ADT) volumes from ITD Counter #43 and the average growth rates for traffic along  SH 55 north of Donnelly. This summary was performed for the month of July as this is typically  the month with the heaviest average traffic volumes on SH 55 and also was the most recent  month of available data for 2008.  Table 3 July Average Daily Traffic Volume Data (ITD Counter #43) Year State Highway 55 (July ADTs) Yearly Growth Rate 1991-2001 4,570 – 4,890 0.7% 2001-2005 4,890 – 6,280 6.5% 2005-2008 6,280 – 5,680 -3.3% 1991-2008 4,570 – 5,680 1.3%   The year 2006 traffic counts were conducted during a Friday p.m. peak hour in the summer of  2006. Based on the data summarized in Table 3, the traffic on SH 55 has decreased at an average  of 3.3‐percent annually over the most recent three years of data, although most of this decrease  has come over the past year. Because of this recent trend of decreasing traffic volumes, it is  assumed that no growth in traffic occurred at the Krahn Lane/SH 55 intersection between the year  2006 and the year 2008; therefore, the year 2006 summer p.m. peak hour traffic counts will be  used to reflect year 2008 existing summer traffic conditions. For estimation of the weekday p.m.  peak hour counts on SH 55, ITD Counter #43 identified that the summer weekday p.m. peak hour  counts for the most recent one‐month period of data (July 2008) are on average approximately 75‐ percent of the summer Friday p.m. peak hour counts. The summer Friday p.m. peak hour  through volumes on SH 55 will be factored by 0.75 to arrive at the weekday p.m. peak hour  volumes. The turning movements to and from Krahn Lane will remain consistent between the  summer Friday p.m. peak hour and the weekday p.m. peak hour. Figure 4 provides the year 2008  existing traffic volumes at the study intersections rounded to the nearest five vehicles per hour.  Attachment “B” contains the year 2006 traffic counts assumed to represent year 2008 existing conditions  based on recent growth trends.  Proposed East Airport PUD Project #: 9670.0 November 4, 2008 Page 10 Kittelson & Associates, Inc. Boise, Idaho As shown in Table 3 the year 2006 summer peak average daily traffic along SH 55 was just over  6,000 vehicles per day. Since the high in 2006, the traffic on SH 55 has decreased at an average  rate of 3.3‐percent annually. The growth in average daily traffic has varied from no growth in the  late 1990s to a high of 6.5‐percent in the early 2000s. Overall, traffic volumes have grown at an  average rate of 1.3‐percent per year over the past fifteen years. Based on the cycle of growth and  recent ITD traffic impact studies performed in the area, a conservative annual growth rate of 3.0‐ percent will be applied to year 2008 existing traffic volumes to forecast year 2014 and year 2023  background traffic volumes at the study intersections.   NEXT STEPS At this time, we request that ITD and the City of McCall review this scope of work and provide  comments to us by November 11, 2008. We would like to confirm the appropriate level of analysis  so that we may proceed with the transportation impact study. Thank you for your assistance and  please contact us at 208‐338‐2683 with any questions or comments.  REFERENCES 1.
