A RESOLUTION CERTIFYING TO THE BOARD OF TRUSTEES, TOWN OF
FRASER, COLORADO APPROVAL OF THE FRASER MASTER PATHWAY PLAN
("PATHWAY PLAN"), AN AMENDMENT TO THE COMPREHENSIVE COMMUNITY
PLAN (MASTER PLAN) FOR THE TOWN OF FRASER ATTACHED HEREIN AS
EXHIBIT "A", BY THE TOWN OF FRASER PLANNING COMMISSION AS
AUTHORIZED BY COLORADO REVISED STATUTES, AS AMENDED, SPECIFICALLY
TITLE 31, ARTICLE 23, PART 2.
WHEREAS, the Town of Fraser Planning Commission has
entertained public input during an advertised public hearing on
December 28, 1994 as a means of incorporating local information
and expertise into the Pathway Plan; and
WHEREAS, the Pathway Plan has been made available for review
by the general public prior to such public hearing at the Fraser
Town Hall; and
WHEREAS, notice of the public hearing on the Pathway Plan
was duly published as required by law.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN OF FRASER
PLANNING COMMISSION, AS FOLLOWS:
1. That the Fraser Master Pathway Plan attached hereto as
Exhibit "A" (including Figure 1 referred to in said Pathway Plan)
be adopted as an amendment to the Comprehensive Community Plan
(Master Plan) of the Town of Fraser, Colorado, subject to all
conditions and authority as authorized by the Colorado Revised
Statutes, Title 31, Article 23, Part 2, as amended, and subject
to final approval by the Board of Trustees.
2. That the Board of Trustees of the Town of Fraser be
urged to approve the Pathway Plan as an amendment to the
Comprehensive Community Plan (Master Plan) of the Town of Fraser.
DULY MOVED AND ADOPTED BY THE TOWN OF FRASER PLANNING
COMMISSION BY THE AFFIRMATIVE VOTE OF AT LEAST TWO-THIRDS OF THE
ENTIRE MEMBERSHIP OF THE COMMISSION, this day of

I.
An Amendment to the Fraser Comprehensive
Community Plan (Master Plan)
December, 1994

INTRODUCTION; PURPOSE ~
The Fraser Comprehensive Community Plan (Master Plan) was
completed in 1981 and was adopted by the Fraser Planning
C...u...ission and Board of Trustees in early 1982. In 1986,
the Planning C.,...,.~ission and Board of Trustees adopted the
Fraser Comprehensive Community Plan Update (the 1986
Update), which amended and supplemented such Community Plan.
The Community Plan and 1986 Update contain goals,
objectives, and policies relating to the development of
Fraser and the immediately surrounding area. This Master
Pathway Plan (Pathway Plan) is intended to amend and
supplement the provisions of said Community Plan and 1986
Update with respect to planning for bicycle and pedestrian
pathways. In particular, this Pathway Plan shall replace
the provisions contained in Section VI.D. on page 33 of the
1986 Update. In case of any conflict between the provisions
of the Pathway Plan set forth herein and the provisions of
the 1981 C~..,...unity Plan or the 1986 Update, the Pathway Plan
provisions shall control.
The purposes of this Pathway Plan are to define the
functional classes of bicycle/pedestrian pathways for use in
pathway planning, to identify recommended pathway routes,
and to provide for the establishment of minimum design
standards for pathway construction within the T..~„ of
Fraser.
All future annexations, subdivisions and/or developments are
to provide routes for safe movement of pedestrians and
bicycles within their boundaries and to connect to regional
and local circulation pathways identified on this Pathway
Plan. In addition, all future annexations, subdivisions and
developments shall provide regional and local circulation
pathways and recreation pathways where the route for such
pathways as identified on this Pathway Plan falls within
their boundaries.
II. PATHWAY FUNCTION CLASSIFICATION
For purposes of this Pathway Plan, all pathways are
considered as providing for bicycles and pedestrians and are
classified by function according to the following:

Regional Circulation - Primary function is to provide
travel routes between towns
and/or developed centers.
Local Circulation - Primary function is to provide
travel routes between
neighborhoods and/or
commercial centers and/or
public areas within the Town
of Fraser.
Neighborhood Circulation - Primary function is to provide
for safe travel within
neighborhoods or subdivision
projects and to connect with
regional or local circulation
pathways.
Recreational - Primary function is to provide
recrc~.tion opportunities.
III. PATHWAY ROUTES ~, r ;~ i,~

The attached Figure 1, entitled "Town of Fraser, Master `~
Pathway Plan, November 1994" sets forth recommended routes
for regional and local circulation pathways, for
recreational pathways, and for neighborhood circulation
pathways within existing developed areas.
The routes are shown in schematic location. These locations
may be modified to fit the development plan of individual
projects. However, the final route location must provide a
safe, logical route that offers a desirable alternate to use
of the travelled way of public streets and must provide
logical connections to pathways on abutting properties.
Pathway locations will be submitted to the Planning
Commission for approval.
Local and neighborhood circulation .routes are not shown
within undeveloped areas. In such areas subdividers and
developers of projects shall provir~e pathways meeting the
functional classifications of this Pathway Plan and as
approved by the Planning Commission.
IV. DESIGN STANDARDS
Pathways shall be designed and constructed in accordance
with the standards set forth in the Fraser subdivision
regulations, as adopted and amended from time to time by the
Town.
