Public Comment- No public comment Agenda Review & Updates- None Introduction of Guests: Delta James, Bill Flood, and Sasha Childs Review Minutes: Minutes were not reviewed Business: 1. Public Art Discussion with Delta James and Bill Flood: -Delta James, economic development planner and staff liaison for the Public Art Committee spoke briefly about the effort the committee is putting forward on planning, visioning and informing the community. Delta introduced, Bill flood, hired personnel for the public art project. Bill had 3 questions for the committee: What is our vision of public art- what do we want to see? Tell? Feel? Where should public art pieces be located? and Can the art address community challenges? The committee would like to see a focus on natural landscape, play/interactive pieces and the history of McCall. The committee would like to see art along the pathways, entrance/four corners of McCall. With a focus on education and or messaging about our transitioning community portraying the resilient people who live and work in McCall. The board was encouraged by Bill and Delta to visit Mccall4art@mccall.id.us for more information and to provide more feedback on the project. 2.Site Plan & PUD Application Sasha Childs: Kurt Wolf introduced developer Sasha Childs and her proposed park development with Cornerstone Building and Design. A proposed 13 units with one local housing unit and bike path along W. Lake St. The bike path would fulfill the City requirement of a park feature for the public the alternative is a park fund contribution. Sasha shared her design drawings for review and gave a brief overview of the project and location. Committee concerns were, does the project fit into the current Pathways Masterplan and are their safety benefits to this feature or would funds be better spent on another park. The committee will continue to discuss at next month's meeting and determine what might be the best option for this project and provide recommendation. Recreation Department- Kurt and Stefanie gave an overview on current programming successes and failures in response to COVID-19. Stefanie said swim lessons at Cascade Rec and transportation with the rec bus are going well and received great participation, the program will run till Nov 17. Additional youth programming to begin in October is Tots and Tykes movement, Girl's Youth Basketball and the second No School Funday. Staff are looking for an alternative afternoon activity as the Roxy theater is closed to showings until the new year. Upcoming events with safety measures in place are Trunk or Treat, a youth trick or treating activity and Witches on the Water a paddle board or canoe from Legacy to Rotary Park. Parks & Recreation Advisory Committee Minutes 10-21-2020 6:00pm Legion Half/Virtual Meeting- McCall, Idaho osoft Teams Meeting +1208.63489GO United States, Boise (Toll) Conference ID: 384 134 316# Tara has been in contact with Central District Health and is continuing to discuss the best safety measures we can take to offer programming to the community. if at any time it is determined an event and or program cannot be or is not taking place safely it will be discontinued. Currently McCall Parks and Recreation is sanitizing shared equipment in between each use, decreasing group size and requiring masks when physical distancing cannot be achieved. 3.Parks Department Parks Projects: Kurt gave an overview and status on Park Projects: • Waterfront Improvement Project — Kurt updated the committee on the phased approach of the project from North of Legacy to Brown Park. MRA -McCall Urban Renewal Agency funds and grant funds will be used to accomplish this project. Beginning this fall the City is moving forward with Project One- the Brown Park Shoreline. MRA funds must be spent by September of 2021. The project was awarded to Falvey's Earthworks and came in 52% below budget and work began last week on the 12th. • Parks crew has assisted where necessary with the Downtown Project. The pathway behind the annex was replaced and rerouted allowing more laydown yard space for the parks crew. In addition to the alley work done next to Veteran's Park the parks crew adjusted brick and pavers adjusting the grade for run off. 4. Next meeting date and agenda items: • Recreation Program & Event Updates • Parks Projects and Maintenance Updates • Library & Parks Bond update/engagement • Parks and Recreation Site Tour {virtual/physical TBD) • Renewal of Dave's Term 5.
