Committee Members Present: Terry Edvalson, Larry Hauder, Andrew Testa, Forrest Stanley, Donna Bush,
Dalton Crane, and Dave Petty
Staff Members Present: Kurt Wolf & Stefanie Bork — second half of meeting.
Welcome- Meeting was called to order by Dave Petty at 6:04pm.
Public Comment- No public comment

Review Minutes: October Minutes where reviewed and motioned to approve by Terry Edvalson, Larry Hauder
second, all in favor. It was mentioned that during the last meeting we held off on reviewing the September
minutes until the end of the meeting. At that time Andrew Testa had to leave and we no longer had a quorum.
September minutes will need to be brought up during the December meeting for review and approval.
Business:
1. Recreation Department & Programs: Kurt gave an overview on current and planned programming and
events and what adjustments are being made as the status of the pandemic in our area and the State
changes. Kurt noted that fall programs went well with minor impacts as a result of the State's role
back to Stage 412 with the pandemic. Programs: Tots & Tikes was well received, however we had to
cancel the last session for Stage 2 roll back. Swim lessons (transportation) was also a success and like
Tots & Tikes, the last session was cancelled largely due to the risk associated with transporting kids to
Cascade and guidance from CDH. Girls Basketball went well, and the last practice was split into two
groups to further reduce numbers. Trunk or Treat and Witches on the Water in conjunction with
Halloween where discussed with minor concern from staff regarding the follow up activity at Shore
Lodge which was not sponsored by Parks & Recreation. Upcoming events include: Virtual Tree
Lighting, Calls from The North Pole, Letters to Santa, and Santa's mobile tour and visit to
neighborhoods throughout McCall following the tree lighting event.
Following the overview, Kurt and Dave opened it up to the committee for comments, questions,
concerns, and suggestions. Committee discussed risk vs. benefit to the community, staff, and
department recourses. Committee discussed the idea of an outdoor ice rink given the amount of
feedback the department received from the community over the past few weeks. Terry Edvalson
mentioned Enterprise Oregon has a good example and Donna Bush mentioned she has used it and
recommended reaching out to them for guidance. Other thoughts included possible partnerships with
other organizations, virtual opportunities, and implementing outdoor on the snow programs such as
Nordic skiing, snow shoeing, sledding, etc.
Staff will research outdoor ice rinks and community partners to implement and maintain an outdoor
rink. Kurt will work with Bear Basin and the Nordic club on partnership opportunities associated with
Nordic skiing, lessons, programs, and events. Tara is still planning to implement snowshoe events and

the luminary walk at the golf course during winter carnival. Staff will research, reach out, and
improvise with a focus on community health, moral, and safety during these difficult times.
Committee also discussed the value in mirroring decisions by School District and staff will follow
decisions made by school board.
2. Parks Department - Parks Projects: Kurt gave an overview and status on Park Projects:
• Waterfront Improvement Project — Kurt updated the committee on the phased approach of the project
from North of Legacy to Brown Park. MRA --McCall Urban Renewal Agency funds and grant funds will
be used to accomplish this project. Beginning this fail the City is moving forward with Project One- the
Brown Park Shoreline and work is going well. Task orders for design work in Brown Park and the
shoreline along E. Lake street have been approved. Kurt will bring exhibits before the committee for
review and comment as they develop over the winter. Playground final design will begin to take shape
over the next month. A presentation to the committee will take place once design is complete and
prior to planning and zoning review.
• Parks crew have winterized facilities and early snow removal efforts have gone well. Response from
community has been positive and collaboration with businesses and property owners in the downtown
core have been productive and positive.
• Kurt gave a brief update on the status of the proposed library and the bond initiative. No decision has
been made on when it will go out for a bond measure again however staff have been tasked with
identifying alternative funding sources to cover the parks relocate. More to come on that following the
December 03 City Council Meeting.
