NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: L That the proposal from CME Associates for engineering services related to the Carteret Park Synthetic Turf Project, in a total amount of $9,100.00 billable in accordance with CME's existing contract with the Borough is hereby approved; 2. That annexed hereto is a copy of said proposal; 3. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. It is our understanding that the Borough desires to construct a synthetic turf sitting area within the circular gathering areas in adjacent to the existing gazebo at Carteret Park. The project will include the extension of a drainage system from Carteret Avenue to the area to be improved. The preliminary construction cost estimate for the improvements is $245,000.00 With this being said, we anticipate that the following tasks will be required: A. Survey and Base Map Phase Services — This work will consist of a preparing topographic and location survey of the existing field and adjacent features to be used as the base map for the design of the synthetic turf Improvements. B. Design Phase Services — This work will consist of the preparation of construction plans, quantities, and final cost estimate. The services have been divided into tasks as detailed below: 1. Prepare Preliminary Construction plans including the following: a. Existing Conditions Plan b. Layout and improvement plan c. Site grading and stormwater management plan d. Construction Details 2. D. Bid Phase Services — Work in this phase will provide the following services,to publicly bid the project in accordance with the Local Public Contracts Law: • Provide Bid Documents to Prospective Bidders as needed; • Answer Prospective Bidder's Request for Information; • Provide Addenda for Clarification of Project Specifications; • Attend Bid Opening; • Analyze Responsible Bids and Recommend Contract Award; • Coordinate with Borough as needed. E, Construction Phase Services Generally, we prefer to quote services for construction phase upon the completion of the Bid Phase as the ultimate cost for our services will depend upon a number of factors including the final design, the contractor to whom the contract is awarded and the desired level of construction observation required. We would recommend that the fee outlined below be budgeted for this purpose. Should the final design and other contract factors preclude CME from being able to properly administer the project within this budget, we will inform you immediately.
