NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, that the zoning designation for a designated split portion of the above described property is changed to an Institutional (IS) District. Pre -Application Meeting: Prior to submitting an Application for Rezoning, the applicant shall meet with the Zoning Administrator to review the current zoning district, the proposed zoning district, adjacent zoning districts and land uses, applicable ordinance provisions, the application packet, and the procedure involved 2. A complete application must be filed and fees paid a minimum of 28 days prior to the public meeting at which it is first to be considered by the Advisory Plan Commission. 3. Submittals require the names and addresses of all known interested parties. Currently interested parties are defined as any adjacent property regardless if a road, river, railroad, or other physical barrier exists. As the Lord leads us and we can remain debt free, get the building permits, fits our master plans, do a topographical survey, feasibility study, done proper excavating, meet all the state and federal requirements, and fits all permitted uses on the "High Intensity Industrial (12) District" zoning we will build the necessary buildings that we need. Example listed below: 2. To build more warehouse storage buildings. 3. Gives us a hands on building for Industrial training. 4. Gives us hands on ability to teach construction, (trades: carpentry, electrical and plumbing). 5. We will meet and do the district intent and permitted uses of the "High Intensity Industrial (12) District" zoning. The "Institutional (IS) District" zoning (see page 5 pink highlights) gives us the ability: 1. The first thing we'll do is go in and clean up the property and make all necessary repairs to the following: A. Repair the 34 unit warehouse storage building. We already have the bids and the funds. B. Go to 30' X 40' steel building and repair it. Replace or fix the heating system and any other repairs needed. We have funds and rough estimate of cost for this. C. Go to other 30' X 40' metal sided building and do all necessary repairs on it. We have the funds for this also. D. We will go to old steakhouse building, 60' X 64' and do a feasibility study on it to see how we can use it and make sure we can use it under the future "Institutional (IS) District" zoning. Example listed below: 2. Church; the first thing we will do is get a church on the ground. We will do this in phases and again it will be done debt free. 3. Trade or business school 4. The "Outdoor Commercial (OC) District" zoning (see page 5 orange highlights) gives us the ability: 1. It is our goal to build everything in excellence. We have the experience and ability. With the proper zoning we've requested and zoning we have we will be able to build one of the most prestigious campus' that can be built in our area for our church, church related ministries and our International World Headquarters. The purpose of doing all this is to follow God's leading. 2. The three zonings give us the ability to do, as funds come in, many great things to help our local Richmond, Wayne Co., Preble Co. areas. 3. The first New Creations campus, we were a church to focus on boarding school students. 4. Our focus on this campus is to pastor, mentor, coach, train, teach and guide others to oversee, build and direct churches, missions, religious organizations and church related ministries. S. I have been the Bishop over 260 churches, missions, religious organizations and ministers for over 20 years. 6. We are to assist the Five Fold callings (Eph. 4:11 KJV), apostle, prophet, evangelist, pastor, and teacher. Topographical of the land will be done this winter, when all the leaves are off the trees, by a Air Surveyor or Land Surveyor for the purpose of knowing what is the best uses of the land, and where excavating must be done for the best use of the land for the Applicant. 2. The Applicant will make a Master Plan for the land once the proper zoning of IS is obtained. 3. The Applicant has already secured an offer to buy the ground 2.86 `` acres which was the Old Steak House Building which is on owned by West End Bank S.B., and the building with 38 rental storage units, a small steel building, and a small wood building and Applicant want to maintain the same zoning for the area High Intensity Industrial (12) District, and we want to change the zoning just in the area of the steak house to Institutional (IS) District which we have submitted legal description for. 5. The Applicant has already secured an offer to buy the property to the east of the Steak House 6.85 Acres which is owned by the Estate of Thomas Raper, C/O US Bank, and zoned High Intensity Industrial (12) District and we desire to change zoning of the whole property to Institutional (IS) District. The applicant total acres will be 12.36 acres. 8. The Applicant zoning request of Institutional (IS) District, and the present High Intensity Industrial (12) District, and Outdoor Commercial fir. (OC) District will meet all possible needs of the Church and Church Related Ministry that the Church could possibly have in the present and in the future. 9. The present desire is to build a Church as soon as we raise the money so we can be debt free for the building. 10. While waiting to raise the funds we will use the Old Steak House Resturants as a storage of ministry properties, place for small church meetings, Bible studies, children and youth meetings, and use it for the establishment of the Church, Church Office, and Christian Commercial Training Facility or School (Non Accredited) for youth and adult women and men hopefully over 18. 11. The 34 rental storage building we hope will be left in High Intensity Industrial (12) District along with the two smaller buildings. 2. The rental storage building will be rented out, and used to store the Church and it's Church Related Ministry needs. The two buildings will be used for hands on training for our Christian Commercial Training Facility or School. 13. We will go to local manufactures and find jobs that need to be done and then train them at our Commercial Training Facility.
