HomeMy Public PortalAbout2009-04-20 Induction Meeting287 BAL HARBOUR VILLAGE COUNCIL MEETING MINUTES INDUCTION MEETING - APRIL 20, 2009 The Induction Meeting of the Bal Harbour Village Council was held on Monday, April 20, 2009, at the Bal Harbour Village Hall Council Chambers (655 — 96th Street, Bal Harbour, Florida). 1. CALL TO ORDER/ROLL CALL: The meeting was called to order at 10:00 a.m. by Mayor Berlin. The following were present: Mayor Howard J. Berlin Assistant Mayor Jean Rosenfield Councilman Martin Packer Councilwoman -Elect Joni D. Blachar Councilwoman -Elect Patricia Cohen Councilman -Appointee Jaime M. Sanz Alfred J. Treppeda, Village Manager Ellisa L. Horvath, Village Clerk Richard J. Weiss, Village Attorney As a quorum was determined to be present, the meeting commenced. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Mr. Weiss. 3. CERTIFICATION OF APRIL 7, 2009 VILLAGE ELECTION BY VILLAGE CLERK: Mrs. Horvath certified that Jean Rosenfield was elected as the Councilmember from District 1 (Jean Rosenfield 235 votes and Abraham Gotman 169 votes), Patricia Cohen was elected as the Councilmember from District 3 (Patricia Cohen 227 votes and Barbara Grossman 138 votes), and Joni D. Blachar was elected as the Councilmember from District 5 (unopposed). A motion was offered by Councilman Packer and seconded by Assistant Mayor Rosenfield to accept the Certification as presented The motion carried unanimously (3-0). 4. OATH OF OFFICE: Mrs. Horvath administered the oath of office to Councilwoman Joni D. Blachar, Councilwoman Patricia Cohen, Councilwoman Jean Rosenfield, and Councilman Jaime M. Sanz. 5. APPOINTMENT OF TEMPORARY MEETING CHAIRPERSON: A motion was offered by Councilwoman Blachar and seconded by Councilman Sanz to appoint Councilwoman Rosenfield as the Temporary Meeting Chairperson. ELECTION OF MAYOR: A motion was offered by Councilman Packer and seconded by Councilwoman Blachar to nominate and appoint Councilwoman Rosenfield as Mayor. There being no additional nominations, the nominations were closed. The motion to nominate and appoint Councilwoman Rosenfield as Mayor carried unanimously (5-0), with the roll call vote as follows: Councilwoman Rosenfield aye; Councilwoman Blachar aye; Councilwoman Cohen aye; Councilman Packer aye; and Councilman Sanz aye. 7. OATH OF OFFICE - MAYOR: Mrs. Horvath administered the oath of office to Mayor Rosenfield. 8. ELECTION OF ASSISTANT MAYOR: A motion was offered by Councilman Packer to nominate and appoint himself as Assistant Mayor. The motion died, due to the lack of a second A motion was offered by Councilman Sanz and seconded by Councilwoman Cohen to nominate and appoint Councilwoman Blachar as Assistant Mayor. There being no additional nominations, the nominations were closed. The motion to nominate and appoint Councilwoman Blachar as Assistant Mayor carried unanimously (5-0), with the roll call vote as follows: Mayor Rosenfield aye; Councilwoman Blachar aye Councilwoman Cohen aye; Councilman Packer aye; and Councilman Sanz aye. 9. OATH OF OFFICE - ASSISTANT MAYOR: Mrs. Horvath administered the oath of office to Assistant Mayor Blachar. 10. SELECTION OF REGULAR MEETING DATE AND TIME: A motion was offered by Councilman Packer and seconded by Mayor Rosenfield to schedule the June and July meetings on the third Tuesday of the month at 7:00 p.m. The motion carried unanimously (5-0). Councilman Packer congratulated the new Council. Councilwoman Cohen expressed excitement in her new endeavor. Councilman Sanz thanked former Mayor Berlin for his years of service on the Council and looked forward to serving with the new members. Assistant Mayor Blachar thanked former Mayor Berlin and the other Councilmembers for their service on the Council. She encouraged a smooth transition and people in the community working together. Mayor Rosenfield thanked former Mayor Berlin for his guidance and expressed looking forward to the next four years of service. Mayor Rosenfield presented former Mayor Berlin with a token of appreciation for his eight years of service on the Council. Former Mayor Berlin congratulated the new Council and thanked the community and Village staff for their help during his term. ADJOURN: There being no further business to come before the Council, a motion was offered by Assistant Mayor Blachar and seconded by Councilman Sanz to adjourn.
