A RESOLUTION AUTHORIZING ALLIANT ENERGY
TO PROCEED WITH BURIAL OF ELECTRICAL DISTRIBUTION SYSTEM
WIRES ALONG US RTE 6 RELATED TO THE
IRELAND AVENUE STREET PROJECT
WHEREAS, The City Council of the City of Tiffin has undertaken the construction of an
extension of Ireland Avenue for the improvement of traffic flow and the overall benefit of the community,
which project affects other utilities where the Ireland Avenue extension intersects with US Route 6,
including the electric utilities necessitating relocation of those utilities; and,
WHEREAS, it is the policy of the City Council to cause for the placement of electrical
distribution and service lines underground improving both service reliability and appearance within the
community and the franchised electric utility company Alliant Energy will accommodate those changes
for the cost difference between overhead and underground electrical construction; and,
WHEREAS, Alliant Energy has at the request of City officials undertaken the acquisition of
easements and planning for the burial of the distribution and service lines related to the Ireland Avenue
project in a manner necessary and sufficient to accomplish the burial of its lines in a timely manner in
coordination with the Ireland Avenue project; and,
WHEREAS, the City did receive an estimate from Alliant Energy the week of April 13, 2015
entitled "Exhibit B, Estimate 114535 Worksheet In Aid" which is attached hereto and made a part of this
resolution, in the amount of $76,289.23 for the estimated cost of the difference for burying the aforesaid
distribution and service lines, with a detailed scope of work to be provided soon hereafter, with additional
costs of acquisition of easements yet forthcoming; and,
WHEREAS, Alliant Energy requests the City Council approve that Alliant continue to proceed to
finalize plans and engage their contractors to timely complete the work of burying their distribution and
service lines in concert with the City and its Ireland Avenue project contractors, subject to the continued
review and approval by the City of Tiffin.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
TIFFIN, IOWA to authorize Alliant Energy to to proceed to finalize plans and engage their contractors to
timely complete the work of burying their distribution and service lines in concert with the City and its
Ireland Avenue project contractors, subject to the continued review and approval by the City of Tiffin..
On the 22nd day of April, 2015 at the regular meeting of the Tiffin City Council, Councilperson Kahler
introduced RESOLUTION NO. 2015 -055, entitled: "A RESOLUTION AUTHORIZING ALLIANT
ENERGY TO PROCEED WITH BURIAL OF ELECTRICAL DISTRIBUTION SYSTEM
WIRES ALONG US RTE 6 RELATED TO THE IRELAND AVENUE STREET PROJECT" and made a
motion for approval. Motion seconded by Councilperson Bartels.
AYE: Jim Bartels, Al Havens, Joan Kahler
NAY: Peggy Upton
PASSED: YES
ABSENT: Mike Ryan
Whereupon four Council members were present and voted three aye to one nay and Mayor Berner
declared that RESOLUTION NO. 2015 -055, entitled: "A RESOLUTION AUTHORIZING ALLIANT
ENERGY TO PROCEED WITH BURIAL OF ELECTRICAL DISTRIBUTION SYSTEM
WIRES ALONG US RTE 6 RELATED TO THE IRELAND AVENUE STREET PROJECT" to be
adopted and signified his approval by affixing his signature thereto.
