Jones Clerk- Treasurer GREENCASTLE BOARD OF WORKS REGULAR SESSION WEDNESDAY, APRIL 18, 2001 4:00 P.M. CITY HALL The Greencastle Board of Works met in Regular Session Wednesday, April 18, 2001, 4:00 p.m. at City Hall. Mayor Michael called the meeting to Order. On the Roll Call, the following were found to be present: Sue Murray and George Murphey. Motion to approve Minutes form March 7, 2001, Special Session; March 22, 2001, Executive Session; March 22, 2001, Regular Session and April 9, 2001, Special Session, made by Sue Murray, seconded by Mayor Michael. Street Commissioner Miles recommended Patrick Jennings for the position of Truck Driver/Laborer at $18,100.00 per year. Motion to accept recommendation made by Mayor Michael, seconded by Sue Murray. Vote was unanimous. Street Commissioner Miles reported that Mark Dickerson has completed his physical and written test for CDL. Mr. Dickerson has received his permit which he will have to hold for two months then he will take the driving test for his CDL license. Wastewater Superintendent Mike Neese reported that Donald Hickey has completed his ninety day probation period and recommended he be accepted as a full -time employee. Motion to accept was made by George Murphey, seconded by Sue Murray. Vote was unanimous. Fire Chief Bill Newgent recommended hiring Kyle App as the new Firefighter. Motion to accept the recommendation pending PERF approval was made by Sue Murray, seconded by George Murphey. Vote was unanimous. Wastewater Superintendent Neese reported that bids were taken for the Field Gymmys. All bids were rejected. One of the bidders, A.A. Septic, contacted Superintendent Neese offering $40,000.00 for the 1996 Field Gymmy. Superintendent Neese stated he feels this is an acceptable amount for the vehicle and recommended the Board accept the offer. Motion to accept the $40,000.00 offer for the 1996 Field Gymmy was made by Mayor Michael, seconded by George Murphey. Vote was unanimous. Sue Murray made the motion to table the LPA Agreement with Putnam County, seconded by ® George Murphey. Vote was unanimous. A meeting was set for May 2, 2001, 7:00 p.m. at City Hall to discuss this agreement. " Motion to approve Water claims in the amount of $88,130.01, was made by Sue Murray, seconded by George Murphey. Vote was unanimous. Motion to approve Wastewater claims in the amount of $95,765.29, was made by George Murphey, seconded by Sue Murray. Vote was unanimous. Motion to approve submittal of SRF claims in the amount of $601,889.00, was made by George Murphey, seconded by Sue Murray. Vote was unanimous. Daniel Ray Hagan and Harold Barger submitted letters to the Board of Works, Mayor and Street Commissioner Miles, regarding pending litigation on personnel issues. Mi ael, Mayor 0 4/18/01 • Street Commissioner: Thomas Miles Mayor: Nancy Micheals Board Of Works City Attorney: Laurie Robertson I have voiced my concern about the employment of John Childress at the • Greencastle City Street Department. This has been a concern since October of 2000 at the time of John's employment. The concern that I have is that the personnel policy states that family cannot work in the same department. Approximately one year ago, my son and nephew were denied employment at the City Street Department because I already work there. Yet, in October of last year, Thomas Miles hired his nephew John Childress, at the same time Mr. Hagan's son was promised full time employment, and then denied. The problem has not been rectified and I feel I have no other choice but to file a discrimination suit against the City of Greencastle. Sincerely yours, Harold Barger • 4/18/01 ® Street Commissioner: Thomas Miles Mayor: Nancy Micheals Board Of Works City Attorney: Laurie Robertson In August of 2000 I was hired on part time at the Greencastle Street Department, later I was asked if I would like to have a full time position. I agreed to the job offer under the condition that I would receive my G.E.D. before being hired on at full time. I later got my G.E.D., then I was told that I could not work in the same department as my father Daniel H. Hagan. Then come to find out Thomas Miles hired his nephew, John Childress in October of 2000, knowing that it went against the personnel policy. The O personnel policy states that family cannot work in the same department or under the same direct supervision. I have voiced my opinion and concerns about this since January of 2001, and nothing has been done other than myself being denied a full time position because a family member works in the same department. Since the problem has not been dealt with properly, I feel that I have no other choice than to take civil action against the City of Greencastle for discrimination. Sincerely, Daniel R. Hagan •
