Carteret was called to order by Mayor Daniel J. Reiman at 6:00
P.M., Thursday, March 20, 2014, in the Council Chambers,
Memorial Municipal Building, 61 Cooke Avenue, Carteret, New
Jersey.
Upon Individual Roll Call Vote the following were noted present:
Councilmember Vincent Bellino
It Jorge Diaz
" Dennis DiMascio
Randy Krum
" Susan Naples
Noted Absent was Councilmember Joseph W. Sitarz.
Also noted present was Kathleen M. Barney, Municipal Clerk and
Robert J. Bergen, Law Director.
The meeting was opened with a minute of silent prayer and the
Pledge of Allegiance led by Mayor Daniel J. Reiman.
The Clerk stated that on January 6, 2014, the 2014 Annual Notice
was published in The Home News Tribune, The Star Ledger and
posted on the Bulletin Board. Notice was published in the Home
News Tribune on January 8, 2014 and in The Star Ledger on
January 9, 2014.

MNJIFS RE Upon MMS &C by Councilmembers Diaz and Krum and unanimous
APFWVAL
affirmative vote of the five (5) Councilmembers present, the
Minutes of March 6, 2014, were approved, transcribed and
engrossed by the Clerk.
CRDEWIE #14 -7 The Clerk stated that Ordinance #14 -7 was introduced and
"Calerlar year 2014 adopted on First Reading at a meeting of the Borough Council of
CAP Bank (RM 4OA:4- 45.14) " the Borough of Carteret held on March 6, 2014. It was duly
published in The Star Ledger on March 12, 2014 with notice that it
will be considered for final passage after Public Hearing to be held
on February 20, 2014 at approximately 6:00 P.M. The Ordinance
was posted on the Bulletin Board and copies were made available
to the general public and according to law she read the Ordinance
by title.
Public Hear Upon MMS &C by Councilmembers Diaz and Bellino and
unanimous affirmative vote of the five (5) Councilmembers
present, the Mayor declared the Public Hearing to be open.
There were no comments or objections to the ordinance.
Lharirg Closed There being no further comments or objections to the ordinance,
the Mayor declared the Public Hearing to be closed upon MMS &C
by Councilmembers Diaz and Krum and unanimous affirmative
vote of the five (5) Councilmembers present.

PAY111TCF Upon MMS &C by Councilmembers Diaz and Bellino, all bills
B11 appearing on the prepared list, properly audited and signed, were
ordered to be paid. Upon Individual Roll Call Vote,
Councilmembers Bellino, Diaz, Dimascio, Kum, and Naples voted
in the Affirmative. Councilmember Sitarz was noted Absent.
OSM= COMMITTEES-
BUILDINGS & GROUNDS:
Committee Chairperson Naples reported minor repairs at the
Police Station and new cameras in the jail cells . She said work was
done on the gym floor in St. Elias and contractors will be coming
in and reinstalling the cabinets in the Recreation Center before
the baseball /softball season.
FINANCE & ADMINISTRATION:
Committee Chairperson Diaz reported Progress in this
department,
FIRE & DOMESTIC PREPAREDNESS:
Committee Chairperson Krum reported on April 2 " of this year
we will be fitting fourteen (14) Volunteer Firefighters for their
Class A uniforms, ten (10) of which are the new volunteers that
we added on since April 1 of last year. He said on Saturday,
March 22 " they will have a department wide motor vehicle
extrication drill from approximately 8:00 a.m. to 4:00 p.m. He also
reported that we are now completing hundreds of man hours of
certified training per month exceeding state and federal
requirements. Progress.
PARKS, RECREATION & PUBLIC PROPERTY: Committee
Chairperson Bellino reported continued progress in this
department and looking forward to the weather changes.

POLICE: Committee Chairperson Sitarz was noted Absent,
PUBLIC WORKS: Committee Chairperson DiMascio reported the
workers have been out filling pot holes and sweeping. Progress.
BOARD OF EDUCATION: Committee Chairperson Naples reported
Congressman Pallone visited Nathan Hale School and Carteret
Middle School today and he was very impressed with both
schools, She said in Nathan Hale School the District Teacher of the
Year did a skit with the children on how a bill is approved and in
the Middle School they did a historical presentation of Carteret
and showed the Congressman some of the technology they used
in their school. It was very productive.

Mayor Reiman said they have a Proclamation for Disabilities A0PR\ SS DAY
Awareness Day , which will be held on Saturday, March 22, 2014 %rch 22, 2014
at St Demetrius Center.
Mayor Reiman read the Proclamation into the record:
WHEREAS, the Carteret Office for the Disabled will hold its
twenty -ninth annual "Carteret Disabilities Day" on Saturday,
March 22, 2014 at St. Demetrius Cathedral Hall, in Carteret, New
Jersey from 12:00 Noon to 3:00 P.M.; and
WHEREAS, Carteret Disabilities Awareness Day is held as an
information and social gathering to be enjoyed by the group and
individual participants, as well as the public at large; and

WHEREAS, this event is made possible through the combined
efforts of volunteers from non - profit organizations, Borough
Departments and businesses within our community; and
WHEREAS, the Office for the Disabled's goal is to expand
opportunities for Disabled Persons to help achieve their goals, to
develop and use their capabilities.
NOW, THEREFORE, I DANIEL J. REIMAN, Mayor of the Borough of
Carteret, in conjunction with the Borough Council, in the County
of Middlesex, State of New Jersey do hereby proclaim

"CARING AND SHARING"
FURTHERMORE, I urge the entire community to participate in said
program making it a great success.

reappointing Dan Beasley, who they are taking out of retirement.
CTm Beasley He said he is very happy to have him back and then swore in Dan
Beasley as the Emergency Management Coordinator.
S k - 1 Nieves - Resident A resident named Samuel Nieves then asked to speak.
Mayor Reiman then allowed him to speak even though he had
missed the public portion.
Mr. Nieves said he is disabled and he lives in the Veteran's
Housing and he is having a problem with the furnace. He said he is
getting cold air and fumes in his apartment and is it causing him

to be sick. He said he has a letter from the Middlesex County Smirl Nieves cent:
Housing Inspector saying it has to be fixed.
Mayor Reiman said we can reach out to CHADCO the owner of the
building. He explained the non - profit owns it and they are
contracted with the Housing Authority to manage it so we will
immediately get after the Housing Authority to investigate it. He
advised Mr. Nieves if at any point in time he is not feeling well he
should call 911. He told him he would have the Clerk make a copy
of the letter from the Middlesex County Housing Inspector and he
will meet the next day with CHADCO. He explained the Borough
has no authority or ownership of the building but we can certainly
raise the issue with the Director and with CHADCO because we
did provide significant grant dollars to create the Veteran's
Housing.
Mr. Nieves said the floor is very cold.
Mayor Reiman explained that there is no requirement to insulate
under the floor but they can suggest it.
Mr. Nieves also said the solar panels on the roof are not working.

Diaz and Bellino and unanimous affirmative vote of the five (5)
Councilmembers present, the meeting was Adjourned at
approximately 6:18 p.m.
