Section 5 -4 -9 Prohibition provides, in part, as follows: (4.) As part of the City's approval process applicants must illustrate how these storm water management prohibitions will be met, including a showing of how storm water naturally flowed on the affected property (prior to any development activity), and what changes in storm water flow have occurred or are expected to occur, as attachments to this form. The City's approval or permit does not guarantee that the applicant's plans will result in meeting requirements. The final product must actually meet the City Ordinance requirements. While the deficiencies are not necessarily the fault of the Owner or his agent, they are their responsibilities. The two areas of deficiencies are in the two most basic and common BMPs on local projects. Problems with the Co is not limited to the installation, but to the material. Specifically, the job site personnel are telling me the stone delivered is the 1.5 " -3.5" stone they requested. I have experienced on my own projects suppliers not adhering to the specs they are given with the orders. While I regret this situation, I will no longer be accepting any deviation from the State requirements. The stone will be a representation of 1.5 " -3.5" stone or larger. Gradations that are obviously smaller will no longer be tolerated. The smaller stone allows for a smoother surface with smaller voids, thereby reducing the function of the construction exit. Similarly, I am finding Type A sediment barriers installed where Type C is required and shown on the permit drawings. I have attempted to work with the Owners through increased inspections, additional backup BMPs, etc. This has evidently become common knowledge based on the installations I am fording. Where two rows are called for they will be installed with a separation that allows for the first one to fail (fall over) without impacting the second one. The complete assembly and installation must be compliant; steel or wood posts, post spacing, Type C or A. There has been no discharge into state waters due to previous occasional deficiencies. However, the increased frequency has created unnecessary exposure to: 1) Sediment discharge into nearby waters of the State, 2) Increased maintenance efforts by the DPW on downstream lines. 3) Due to #2, higher cost to island taxpayers. I will be adhering strictly to the manual on all BMPs and not just these two. My review is limited to drainage issues and land disturbing activities. We have not attempted to duplicate the work of the Planning Commission or City staff with regard to setbacks, density or other zoning or subdivision regulation issues. It is my opinion that the west high point between the north and south swales does not clearly show a depth. During field inspections, I will be looking for a minimum of 0.1' depth in the swale. Based on the above condition, within the scope of my design review, to the best of my knowledge and belief, it is my opinion that this drainage plan meets the requirements of the Land Development Code of the City of Tybee Island. Any recommendations do not relieve the project of the requirement to obtain any other required permits, approvals, etc... by any other governmental body or authority having jurisdiction over any portion of this project. The two rows of Sdl Type C must be landward of the toe of Dune established by the DNR Kaminsky Comment #4 The grading on the west side does not clearly show that runoff would not be directed onto the lot to the west. Absent of that, I and /or other City reviewers can revisit the files of the previous subdivision and the SCCC website. I have attached a plat of the adjacent parcel that indicates the easements. Those easements do not affect this lot. 2) Results of #1 may request Engineer adjust east swale to encourage discharge of stormwater more to the center of the 10th Place roadway. There is an existing grate inlet in the center of 10`h Place. The original intention was to direct the water to it. I have added flow arrows to try and clarify that intent. 3) "Low Country Pavers" is too general a reference. Tybee's detail, reference to the CSS, etc.. are options. The detail could be acceptable with dimensions or ratio of the void. With the note to brush #89 stone into the voids, I'm sure the Engineer's intent is appropriate. We have modified our detail to eliminate the manufacture information and added a minimum open area requirement. 4) Please clarify the grading on the west side to demonstrate that any common lot line swale is allowed by easement or other agreement. Alternately show all drainage within this lot. There was no grading shown out side of the lot on the west. We have however changed the spot label tag such that the text does not hang over the property line. 5) I did not see drainage calculations. Calculations have been included with this submittal. Observations. 6) Due to the unstable nature of much of the asphalt in these narrow beachside, the project Surveyor may want to establish another BM. Noted. 7) It's my understanding that the recent changes in City code allow the impervious sidewalk shown on the plan. This is the purview of other reviewers. Noted. Absent of that, I and /or other City reviewers can revisit the files of the previous subdivision and the SCCC website. 2) Results of #1 may request Engineer adjust east swale to encourage discharge of stormwater more to the center of the 10th Place roadway. 3) "Low Country Pavers" is too general a reference. Tybee's detail, reference to the CSS, etc.. are options. The detail could be acceptable with dimensions or ratio of the void. With the note to brush #89 stone into the voids, I'm sure the Engineer's intent is appropriate. 4) Please clarify the grading on the west side to demonstrate that any common lot line swale is allowed by easement or other agreement. Alternately show all drainage within this lot. 5) I did not see drainage calculations. Observations. 6) Due to the unstable nature of much of the asphalt in these narrow beachside, the project Surveyor may want to establish another BM. 7) It's my understanding that the recent changes in City code allow the impervious sidewalk shown on the plan. This is the purview of other reviewers. Rabun Comments requiring revision or explanation 1) The appropriate DNR designation should be shown to the north of the structure. 2) I am not aware of a variance allowing the encroachment of the structure into the 10' Buffer line. Again, I believe clearer labeling of these lines could be made. Tybee's, DNR's, etc... 3) The ownership, rights, etc... of the access easement that converges with this driveway at the SE area of this site needs to be clarified. I have concerns over traffic safety. 4) I did not find drainage calculations. The grading indicates the intent on the west side is to shed some water onto adjacent properties which is not allowed. If the general intent is to route water to the rear (north) for it to perc into the sandy soils, please indicate so and support with calculations. The swale on the east side needs to be detailed more. I request the previous plans for this subdivision be available to both the Engineer and all reviewers as it may show drainage intent alongside lot lines. 8) "Low Country Pavers" is too general a reference. Recommendations 7) The Engineer might want to clarify whether or not the 25' maximum width of driveway applies to the front of this building.
