Home My Public Portal Aboutr 14-070�hoo lfia n of %oxoaa�fl of Carteret, No. 14-70 Date of Adoption l0 M14 AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH T &M ASSOCIATES — _ DOROTHY STREET AND ROOSEVELT PUMP STATION COMMINUTOR REPLACEMENTS CONTRACT ADIVIINISTRATION AND INSPECTION SERVICES WHEREAS, the Borough of Carteret is in need of specialized engineering services with regard to the Dorothy Street and Roosevelt Pump Station Comminutor Replacements Project Contract Administration and Inspection Services; and WHEREAS, the Borough's Consulting Engineers, T &M Associates, possess the requisite skill and expertise to provide said services; and WHEREAS, T &M Associates has submitted a proposal to provide said engineering services at a total cost not to exceed $7,500.00; and WHEREAS, the Mayor and Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that finds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: That the proposal from T &M Associates for engineering services with regard to the Dorothy Street and Roosevelt Pump Station Comminutor Replacements Project Contract Administration and Inspection Services, in a total amount of $7,500.00 billable in accordance with T &M's existing contract with the Borough is hereby approved; 2. That annexed hereto is a copy of said proposal; 3. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. In order to assist the Borough with construction oversight, T &M Associates is pleased to provide the following scope of services and fee estimate for construction observation and contract administration services for the conmrinutor replacements. Construction 1. Prepare construction contracts for execution by'the contractor and the Borough and review the contract package including performance bond and insurance certificate. 2. Review, for general conformance with the contract documents, shop drawings, project schedule, the comnurrutor equipment, and electrical equipment. 3. Provide an inspector to conduct construction observation services during the pump station improvements construction to determine general conformance to the contract plans and specifications. This scope of services assumes a 30 day construction period for the proposed work. 4. Prepare job reports indicating weather, equipment, personnel and work accomplished on the project. 5. Review contractor's estimate of work performed and invoice submitted for payment and make recommendations to the Borough for payment. Prepare estimate of payment to the contractor. 6. Review and issue written recommendation to the Borough following receipt of a written claim or dispute from contractor. 7. Perform final inspection, prepare and administer corrective action list, and prepare final closeout documents, including final payment certificate and change order. This fee will be billed monthly based on time expended, utilizing our current billing rate schedule in accordance with our current contract. No services will be provided beyond the scope described herein without authorization by the Borough.
